Semiconductor decoupling. Powell's politics. Industrializing Ogaden. Free trade and the Magna Carta.

Thank you for opening your Chartbook email. Feliks Topolski, 1907-1989 8th Army’s Front, Italy 1944 Semiconductor decoupling Source: FT One thing that Jerome Powell deeply understood is that chairing the Fed under current conditions is a deeply political job. “Powell has successes and mistakes to his name. But he stands out as having thought more carefully about the Fed’s democratic legitimacy than any chair since Paul Volcker,” said Paul Tucker, a former deputy governor at the Bank of England, referring to the Fed chair who successfully fought the great inflation of the 1970s and early 1980s. … While Powell was at the Treasury in the early 1990s, he watched Alan Greenspan build relationships within the government. That convinced Powell he needed to follow the former Fed chair’s lead and spend more time in Congress than his predecessors Yellen and Bernanke. “The accountability for the Fed runs through Congress,” said Claudia Sahm, a former Fed official who is now chief economist at New Century Advisors. “That’s not just about having people on speed dial — it’s answering questions, explaining policy and getting feedback.” Source: FT Ethiopia’s PM Abiy and Nigerian business tycoon, with Chinese engineering, are driving industrialization in Ogaden/Somali region of Ethiopia. - Michael Masri’s reporting for Africa Report if fascinating. Ethiopia has launched a cluster of large industrial schemes in the Somali region, laying foundation stones for a urea plant and an oil refinery in Gode while opening the first two phases of the Ogaden LNG project. Abiy Ahmed framed the push as part of a broader strategy to link energy, agriculture and industry. “These projects embody more than industrial growth,” he said. “They represent our shared responsibility to harness opportunities, strengthen co-operation and promote peace.” The Gode urea plant, backed by Dangote Group and Ethiopian Investment Holdings (EIH), is designed for 3m tonnes a year. Dangote owns 60%, while EIH holds 40%. Officials say Dangote’s equity totals about $2.5bn, while the state provides land and implementation oversight. Gas from the Calub fields will be piped 108km to the site. Construction is slated for 40 months, with operations targeted for 2028. Ethiopia imports most of its fertiliser, spending more than $1.2bn a year for 1.5m–2m tonnes. Usage was roughly 1.7m tonnes in 2023, almost half of it urea, and demand for 2024–25 is put above 2.4m tonnes. If delivered on time, the Gode plant could cover domestic needs and allow exports to neighbours. Brook Taye, chief executive of EIH, called the venture “a significant milestone in the journey toward industrial self-sufficiency”. Dangote told the groundbreaking crowd that the complex would be integrated with gas supply and a polypropylene unit to support local inputs. He pointed to Ethiopia’s Grand Ethiopian Renaissance Dam (GERD), with a capacity of more than 5,000MW, and noted his group’s cement operations and expansion plans. The Gode refinery is being developed by Golden Concord Group of China. It is designed to process 3.5m tonnes a year of crude and condensate from the Hilala field, with associated storage. Backers say it will ease foreign-exchange pressure from fuel imports and anchor further industrial activity, including a proposed steel smelting site in Dire Dawa. GCL’s chair, Zhu Gongshan, cast the project as “a key step in Ethiopia’s path to energy sovereignty”, underscoring the Beijing–Addis ties. Financing details are still being finalised, but the refinery is central to the government’s energy-security narrative. Source: The Africa Report Dangote’s Ethiopian vision: Dangote began with cement. His crown jewel, Dangote Cement, dominates Nigeria’s market and has 10 operations in other nations in Africa. The formula has been consistent: identify sectors with chronic shortages – cement, fertiliser, sugar – commit massive local investments, and scale up to serve regional demand. Ethiopia was a natural extension of that model. In 2015, Dangote launched the Mugher Cement Plant outside Addis Ababa at a cost of $600m, with an annual capacity of 2.5 million tonnes. The investment gave him a firm foothold in one of Africa’s fastest-growing construction markets. But success came with risks. In May 2018, violent unrest led to the killing of Dangote’s country manager and temporary shutdowns at Mugher. While other investors might have retreated, Dangote doubled down. Today, he is preparing to spend $400m to expand Mugher’s capacity to 5 million tonnes, alongside a new grinding unit near Addis Ababa. Cement is just one market Dangote is targeting. Ethiopia’s enormous state-controlled sugar industry, long plagued by inefficiency and debt, has struggled for years to reform. Its Omo Kuraz Sugar Development Project, touted as one of the continent’s largest initiatives, continues to face delays and mismanagement. … The most ambitious venture of all is the planned fertiliser production complex in Gode, Somali region. Publicised on 28 August 2025, the Dangote Group and Ethiopian Investment Holdings (EIH) deal plans one of the world’s largest single-site urea manufacturing plants. The project costs an estimated $2.5bn and has an estimated capacity of 3 million metric tonnes annually, a rate that would not only render Ethiopia independent, but even a net exporter of fertiliser. EIH, the state wealth fund of Ethiopia, will hold 40%, while 60% is held by Dangote Group. … For Dangote, Ethiopia is a trifecta: Cement demand is projected to grow by 10% annually, its sugar consumption is growing with rapid urbanisation, and fertiliser demand is all but insatiable, given that farming supports the livelihood of 70% of Ethiopians. Source: The Africa Report The stakes for Abiy are high: For Addis Ababa, the $4bn fertiliser project in Ethiopia’s Somali region is no longer simply a manufacturing investment. It is increasingly being framed as a strategic state project tied to food sovereignty, import substitution and the government’s broader attempt to build economic resilience under mounting fiscal pressure. “Becoming self-sufficient in food is our main agenda,” Abiy says during the visit. “Land is needed; we have it. Water is needed; we have it. Human resources are needed; we have it.” The scale is enormous even by African industrial standards. Once operational, the plant is expected to produce three million metric tonnes of urea annually, potentially making it one of the continent’s largest fertiliser complexes. Ethiopian officials say the project now includes a 110km gas pipeline, a 120MW power plant, a polypropylene packaging facility and a two-million-tonne NPK blending plant. For a government grappling with chronic foreign exchange shortages, ballooning import bills and pressure on agricultural productivity, the numbers matter politically as much as they do economically. The decision to anchor the project in Gode is deliberate. Long viewed as peripheral to Ethiopia’s industrial economy, the Somali region is now being repositioned by the federal government as a future irrigation and agro-industrial corridor. Officials argue that the area’s vast land reserves and access to water could eventually support large-scale commercial farming capable of reshaping Ethiopia’s food economy. The government is simultaneously building housing infrastructure for about 5,000 residents near the plant, while officials project broader industrial expansion along the corridor. Abiy goes further, comparing the long-term revenue potential of the Gode development zone with Ethiopia’s flagship state enterprise. “The investments we are making in this Gode area, combined, will generate high revenue for Ethiopia, at par with Ethiopian Airlines,” he says. World Health Assembly endorses resolution on precision medicine

At the Seventy-ninth World Health Assembly, Member States endorsed a new resolution on Precision medicine: a path towards targeted, personalized and equitable care, taking an important step towards advancing precision medicine as part of efforts to strengthen equitable, effective and sustainable health systems. Precision medicine refers to the use of clinical, molecular, genomic and other health data to inform prevention, diagnosis and treatment, taking into account variability while applying appropriate ethical and legal safeguards. When integrated responsibly into health systems, precision approaches can improve outcomes across different disease areas and across the life course – from cancer and rare diseases to infectious diseases, maternal, newborn and child health, mental health and noncommunicable diseases. The resolution reflects rapid advances in genomics, diagnostics, data science and digital health, alongside widening global inequities in access to these innovations. Many populations – particularly in low- and middle-income countries – remain underrepresented in data and research, limiting the public health impact of precision medicine and risking the widening of health disparities if action is not taken now. "Precision medicine is not an aspirational idea for health delivery in the future – it is already transforming lives across the world. But its benefits remain out of reach for too many and the research driving progress is concentrated in high income countries. This WHA resolution gives global health leaders, ministries of health, and WHO a clear mandate: to act. From infant screening to setting up genomic databases WHO will work with countries to bring about the power of these innovations." Dr Meg Doherty, Director Science for HealthThrough the resolution, Member States commit to developing and strengthening national policies, infrastructure, workforce capacity and governance frameworks to support the safe, ethical and equitable integration of precision medicine into health systems, aligned with universal health coverage. This includes promoting affordability, ensuring inclusive research and data systems, strengthening regulation and data governance, and fostering collaboration across sectors and regions.WHO is requested to provide technical and normative support, review and coordinate existing guidance, facilitate global and regional collaboration, and develop a Global Strategy on Precision Medicine to guide equitable and context‑appropriate implementation. WHO stands ready to support Member States through tools such as a country maturity model for countries to self-assess capacity in implementing precision medicine depending on their context. In the immediate term WHO will map all existing guidance and frameworks and host extensive consultations with interest holders globally.By placing equity, inclusion and public value at the centre of precision medicine, the resolution reinforces WHO’s commitment to ensuring that scientific advances benefit all people, everywhere, and that no one is left behind in the next era of health innovation."By uniting people-centered healthcare with innovation, precision medicine has the potential to transform lives. This resolution helps ensure those advances serve the shared goal of health for all." Dr Sylvie Briand, Chief Scientist For further information please visit the Health Topic: Genomics

Where do citizen science data come from?

Citizen science projects are playing an increasingly important role in ecological and conservation research worldwide. In these programs, members of the public support researchers by submitting photographs, audio recordings, observations, or even by contributing to data analysis. In Hungary, no fewer than 17 such initiatives combined their datasets in a joint study. The authors aimed to understand which socio-economic and environmental factors influence participation patterns in Hungary. By comparing the spatial distribution of citizen science data with an independent administrative dataset (municipality level data on income, education, demography, density and protected areas), the researchers identified several general trends as well as numerous project-specific relationships. For example, they found more per capita observations from municipalities with higher proportions of protected natural areas and lower population densities. Furthermore, excluding Budapest, the capital, both the proportion of people with diplomas and the proportion of elderly people showed a positive correlation with participation activity. In contrast, no consistent general pattern emerged regarding wealth or the proportion of children, although several project-specific relationships were observed. The study not only reveals how citizen science data are distributed across Hungary, but also provides robust support for the view that various biases must be taken into account when analyzing such data. The authors hope that their findings will help researchers in other countries design more effective projects and produce more accurate analyses by accounting for some of these or similar biases.

Andrew Abbott leaned into some science to get his season back on track

Andrew Abbott locked in on the stick-figure graphic of himself. The world of biomechanics is very advanced. But with Abbott going through the worst rut of his big league career, he opened up to some new ideas to get himself back on track. He asked for some help, and he leaned into some sports science. He said the stick figures made it clear, and he credits biomechanics for helping him get his season back on track. Over his last three starts, he has allowed two total runs in 17 ⅔ innings. “There’s a photo of (me) last year and the year before on a graph, and this year is in a different color,” Abbott said. “You see where you are in comparison to that. Where the hands are at this moment, where your feet are, where the knee is, where your head is at, where your shoulders are at, it breaks it all down if you want it.” When Abbott saw his mechanics in this objective way, he recognized exactly what had been going wrong. “When my tempo, my feet and my hands are aligned, then normally my mechanics are sound,” Abbott said. “And when my mechanics are sound, my stuff behaves normally. The fastball is jumpy. I’m up in velo. My extension is better.” Abbott said that he started diving more into his biomechanics in the middle of April. The Reds have a biomechanics team, which works closely with pitching coach Derek Johnson and hitting coach Chris Valaika. Leading the group is biomecahnics manager Franky Mulloy. “I laugh every day,” Francona said. “When Franky starts talking, I start laughing. I remind him to know his audience.” Francona isn’t a scientist. The Reds’ manager jokes about his own comprehension of the data. But it’s easy for him to recognize the value that the biomechanics team is providing. “That’s why we got them,” Francona said. Abbott said that he had his first big biomechanics-oriented meeting in the middle of April. Behind the scenes, there was already a lot of communication going on within the Reds’ staff. “Franky calculates all the things, builds it into these graphs, and DJ gets them,” Abbott said. “They have their internal communication. Then, we go to them and ask what about this or that. The main thing for me is arm angle.” The data shows Abbott how his arm angle evolves from start to start. He hasn’t meant to change it. But just like all of us, our posture might be different from one day to the next. Pitchers’ arm angles can make minor shifts without the pitcher or even coaches noticing. But the data can’t miss a change like that. Abbott recognized that his arm angle had been moving around without him noticing. Now, he checks in with the data to make sure that his mechanics are in sync. “They get into these cool looking graphs,” Abbott said. “I can’t really describe them. I don’t know what they are. But for me, it’s a photo of a stick figure of myself.” The stick figure of his current positioning is superimposed over previous versions of himself. With that format, Abbott can compare his mechanics on any given day to what they were when he was pitching at his very best. “It was very noticeable from the moment I saw this year as black compared to two years ago and last year, it was very, very different,” Abbott said. “I could see with my eyes without having to ask any questions about the difference in the photos.” For any pitcher, there are a lot of moving pieces in your delivery. For Abbott to be the best version of himself, he needs his head, his arm, his hand, his knee and his feet to be on the right “tempo.” “Tempo is a word I’ve used a lot,” Abbott said. “Getting everything in certain areas working together.” He has been much better at that recently. The data backs that up, and so does Abbott’s ERA. The biomechanics data has also given the Reds’ staff and Abbott some better ideas for some training that he can do between starts. He has added drills to shore up areas of his body that Abbott needed to make stronger. “They make a plan based off what they see,” Abbott said. “If things start changing, we know what to revert back to.” Overall, Abbott says that he’s not a very analytical guy. There’s so much information out there, and he says that it’s important for him to not get too analytical when he breaks down his specific pitches. He has learned the value of being “analytical about mechanics.” And the way that the Reds presented that information to him made it easier for him to make the right adjustments without being overloaded by information. “It was a very simple fix,” Abbott said. “It took a long time to finally get there, feel the results and see it. But for the most part, it was very simple to apply it.”

Howard Community College Featured in 'State of Business' Address

In his Business Outlook Luncheon remarks at Turf Valley Resort last week, Howard County Executive Calvin Ball outlined how Howard County “stands on business” through five pillars: managing crises, investing in people, backing businesses, making strategic investments, and preparing for the future. Howard Community College appears by name in the pillar that anchors the others: investing in people. Dr. Ball highlighted the $11 million county investment in HCC’s Cathy and Danny Bell Workforce and Trades Center, which will open this fall. He described the facility as a world-class center with state-of-the-art training in key industries, championed by HCC President Dr. Daria J. Willis, and positioned to help Howard County compete with institutions worldwide. He also recognized HCC’s Complete4Success program, supported by a $3.5 million county investment in 2022, as a continuing driver of certifications and degrees that prepare students to enter Howard County’s workforce ready to contribute on day one. Dr. Ball connected HCC’s work to the broader economic moment in the county, including more than 1,580 apprentices now training across Howard County businesses, up from roughly 1,100 in 2018, and the SPARK program that bridges classroom learning to high-demand industries. Each of these efforts depends on the kind of workforce pipeline HCC is built to deliver. Educational Services is one of the top three employment sectors for county residents, alongside Professional, Scientific, & Technical Services and Health Care & Social Assistance. HCC will award 1,263 degrees next week at its annual commencement ceremony, and every year, that output feeds directly into the industries the County Executive named as drivers of Howard County’s growth. The full picture also includes the families who are not yet there. The 2024 ALICE update from United Way of Central Maryland found that 35,346 households in Howard County, 29% of the total, fell below the ALICE Threshold in 2022, meaning they earned more than the Federal Poverty Level but less than the basic cost of living in the county. The Household Survival Budget for a Howard County family of two adults, an infant, and a preschooler reached $118,608 annually, requiring an hourly wage of $59.30 to cover housing, child care, food, transportation, and other essentials. Affluence and economic strain coexist within the same county lines. That gap is the reason higher education and economic development are inseparable. Every certification, associate degree, and apprenticeship credential issued at HCC represents a household closer to crossing the ALICE Threshold and into long-term financial stability. The Bell Center, Complete4Success, Howard P.R.I.D.E., Parent Scholars, and the institution’s transfer-rate gains are significant components of Howard County’s economic mobility infrastructure. HCC is grateful to Dr. Ball for his sustained partnership over nearly eight years of service and for recognizing that this college plays a central role in the economic story Howard County is telling. Standing on business in Howard County means standing alongside the flagship institution that prepares its workforce.

Introducing Northwood Insights, a New Blog for the Next Generation of Business Leaders

New content platform strengthens the university’s digital presence, broadens its reach among prospective students, and establishes Northwood as a thought leader in business, free enterprise, and entrepreneurial education. Northwood University has launched Northwood Insights, a new blog designed to position the university as a leading voice in business education, free enterprise, entrepreneurship, and career development. The platform delivers expert, research-informed content to prospective students, current students, and the broader professional community, meeting audiences where they already are online and searching for answers. “Northwood has always been about preparing people to move forward with clarity and confidence,” said Marketing and Communications Officer Rachel Valdiserri. “With Northwood Insights, we’re meeting students where they are with content that’s relevant, direct, and built for how they discover and learn today. It’s not about adding more noise; it’s about delivering ideas, perspectives, and insights that help them make more informed decisions earlier in their journey.” The blog features a growing library of articles spanning Northwood’s core academic strengths, including business administration, automotive and mobility studies, sports management, and entrepreneurship. Each piece is written to inform and guide, answering the real questions students are asking while organically connecting readers to the academic programs, faculty expertise, and career outcomes that define a Northwood education. Each article is crafted to reflect Northwood’s institutional voice while being optimized for the search behaviors of today’s prospective students, a generation that begins researching universities long before they apply. By appearing in those early search results, Northwood establishes credibility, builds familiarity, and creates a meaningful connection with students the moment they are most open to influence. “This platform is a natural extension of our enrollment strategy,” said Dr. Matthew Bennett, vice president of enrollment and strategic alliances. “When a prospective student searches for career paths, we want Northwood to be the source they trust. Northwood Insights makes that possible at a global scale.” Beyond enrollment, Northwood Insights serves the university’s broader advancement mission. As a platform built to demonstrate expertise and institutional relevance, it reinforces Northwood’s standing as a thought leader in free enterprise education and entrepreneurial leadership, directly supporting alumni engagement, donor confidence, and community partnerships. The content signals that Northwood is not only preparing students for the careers of today but actively shaping the conversations defining the industries of tomorrow. “Attention isn’t given anymore; it’s earned,” said Milada Dzevitski, Northwood’s digital content and technical writer who manages the Northwood Insights blog. “This platform is built to meet that standard, with content that’s relevant, direct, and worth engaging with.” Northwood Insights is live now and will continue to grow with new content published regularly.
