Introspection required if EU Inc fails, says start-up lobbyist

European start-ups have a new voice in Brussels. Startups for Europe, created from the merger of lobby groups Allied for Startups and the European Startup Network, is hoping to harness the momentum behind EU-Inc, a campaign that united start-ups and investors behind demands for a new pan-European company regime. At a launch event for the new association in Brussels on October 1, the mood was remarkably upbeat compared to a typical Eurobubble gathering, more Silicon Valley than Schuman roundabout. When asked whether this reflects a feeling that Europe is on the right track, chief executive Serena Borbotti-Frison said it’s a “scary” moment as the continent looks to boost its competitiveness amid a new technological arms race.“What is at stake is quite intense, and the way we can answer is by delivering, but also with hope,” she told Science|Business. “It’s what our industry does. It’s not about identifying a pain point and then saying it’s too hard.”For many in the start-up community, that sense of hope is dwindling. In March, the European Commission presented its proposal for EU Inc, naming its initiative after the grassroots campaign.EU Inc was meant to be a gamechanger: the ability to incorporate within 48 hours for less than €100 and scale up across Europe; a harmonised stock option regime enabling start-ups to compete for talent; and simplified insolvency procedures for innovative start-ups to reduce the cost of failure. However, haggling by EU governments has raised concerns that EU Inc will be stripped of the very features, including stock option harmonisation, that are meant to make it attractive for companies.“I fear we are proving to ourselves that the model doesn’t work,” Borbotti-Frison said of the policymaking process. “Everyone agrees we should have EU Inc. Everyone agrees it’s hard to scale and we need to scale to answer the competitiveness [challenge], and still we cannot deliver? [. . .] What does that say about ourselves?”The Commission has made EU Inc a cornerstone of its single market reform, and has agreed with the European Parliament and the Council of the EU to target an agreement by the end of 2026. However, several points are currently holding up an agreement, including national rules around employee participation in management decisions, and the provision that employee stock options always be taxed at the point of sale. Some EU governments have reportedly pushed back on the Commission’s choice of legal basis, contending that anything related to taxation requires unanimity in the Council.Trade unions have also protested against EU Inc, fearing it will be exploited by companies looking to undermine workers’ rights.“If this doesn’t work, it’s introspection time, on the way our institutions work, maybe the way our lobbies work, and maybe the way the cooperation between them works,” Borbotti-Frison said.“Is it in the national interest? Is it a gap between political will and technical ability to operate? Is it speed? I don't know, but something needs to be fixed.”Ahead of last week’s European Council meeting, EU-Inc campaigners tried a new strategy: appealing directly to EU presidents and prime ministers. In an open letter, they urged EU leaders to “step in and give your negotiating teams a clear mandate to change course and reverse their objections to the Commission’s original proposal.”Lessons from EU-IncLike its predecessors, Startups for Europe will represent national start-up associations, but it is also targeting investors. The founding sponsors are venture capital firm Atomico and EQT, the investor selected earlier this year to manage the €5 billion Scaleup Europe Fund.It also wants to harness the knowledge and cross-border experience of European success stories. “Take the list of the 100 biggest unicorns in Europe. We are speaking to all of them,” Borbotti-Frison said. The association plans to publish a full list of supporters following the Slush tech conference in Helsinki in November.Andreas Klinger and Simon Schaefer, two key figures in the EU-Inc campaign, are both on the board of the new association, and Startups for Europe wants to take the lessons from their campaign. What was unprecedented about EU-Inc was “how rooted it was, and how strong it was in bringing everyone on board behind one clear pain point and solution to fix it,” Borbotti-Frison said. “This is an inspiration for us, and then we need to turn it into something more systematic, more bridged in Brussels, more connected to the policymaking game, and to scale it.”If it’s possible to unite such a broad coalition, it’s because the European start-up ecosystem is now mature, she said. “Maybe it was not ten years ago. Maybe it was not five years ago. But now, it’s mature to speak with one voice.”Open and liberal EuropeThe association plans to campaign on files related to three “pain points,” Borbotti-Frison said: “start and scale in Europe, fundraise and invest in Europe, and making Europe the most innovative continent.”As well as EU Inc, she cited public procurement, the EU’s simplification push, the Savings and Investments Union, and files related to AI adoption and technological sovereignty as priorities for the coming months. What these files have in common is that they relate not to subsidies but to the framework conditions influencing the availability of mostly private, or in the case of procurement, public, funding.Related articlesEmployee participation disagreement delays MEPs’ vote on EU IncCommission urges EU governments not to water down EU IncEU’s ‘ultra-fast’ €5B scale-up fund is set up to win, says its fund managerThe budget dispute over the next Horizon Europe programme will also impact start-ups, which are supported notably through the European Innovation Council. But EU innovation funding is a drop in the ocean compared to venture capital and public procurement budgets.“If competitiveness and innovation are a priority, then the [EU budget] should reflect it,” Borbotti-Frison said. However, she added that the main question is not how much public money is invested, but “how do we create the right conditions for the market to solve the problem?”The Scaleup Europe Fund mixes both approaches, using €1 billion in EU funding to crowd in private investors and address Europe’s lack of large-scale, late-stage growth funds. “It’s a proof of concept. Ideally, then the market will do it itself,” Borbotti-Frison said.Startups for Europe is also focused on bringing an alternative political narrative. Amid competing visions for open, global markets on the one side and a protectionist Europe on the other, it wants to offer “a third voice, to say we can be proudly European and build a strong continent in a liberal economy, open to the world, and global.”It can be tempting, when thinking about how Europe can better support innovation, to look across the Atlantic. But while it’s important to compare statistics to see where Europe needs to catch up, that’s where the comparison should stop, Borbotti-Frison said. “On everything else, we need to do it our own way. We don't have the same history. We don't have the same political model. We don't have the same way of life.”Many of the key files that could benefit the start-up community, including EU Inc and the Savings and Investments Union, rely on closer integration within Europe, making it easier to operate across borders. While the Commission has made deepening the single market a political priority, support at national level is more precarious. The coming months will see pivotal elections in Spain and France, while the German government has also been coming under pressure domestically. In each country, far-right parties have been gaining ground. When asked if she was concerned the political situation could jeopardise this progress, Borbotti-Frison responded: “Of course. I would be lying if I said I wasn’t.” However, she continues to believe that cooperation is the only way forward. “Doing it alone is not the solution. It’s also not who we are, it’s not the model we are building, and it’s not the scale we need.”

Toppenish School District receives $7.5 million federal grant to expand mental health services for students

The BriefThe Toppenish School District has been awarded up to $7.5 million through Project AWARE (Advancing Wellness and Resiliency in Education), a federal grant administered by the Substance Abuse and Mental Health Services Administration (SAMHSA).The grant will provide up to $1.5 million annually over five years to expand mental health services, strengthen substance use prevention and intervention, and improve access to support for students.District officials say the funding will help address identified gaps in services, particularly drug and alcohol counseling at the high school level, and will allow the district to build capacity for long-term mental health support.TOPPENISH, WASHINGTON — The Toppenish School District has been awarded up to $7.5 million through Project AWARE (Advancing Wellness and Resiliency in Education), a federal grant administered by the Substance Abuse and Mental Health Services Administration (SAMHSA), to expand mental health services and substance use prevention for students.District officials said access to mental health resources has been limited, making it difficult for some students and families to get the support they need. The federal Project AWARE grant will help address those challenges by bringing schools and local healthcare providers together to better support students. The grant will provide up to $1.5 million annually over five years to expand mental health services, strengthen substance use prevention and intervention, and improve access to support for Toppenish students. Deputy Superintendent Dr. Jeff Camero said the district is focused on coordinating with service providers in the area to work as a unified team."We made the awareness with the grant. But looking at all the service providers in the area and how can we all together work as a team?" Camero said.Camero said the district wants to use those resources to reach students earlier and provide more support for those struggling with their mental health. The district plans to address a range of mental health challenges, from anxiety and depression to youth suicide risk. Camero emphasized the importance of supporting students in grades eight through twelve, where suicide rates are a particular concern."Making sure from anxiety to depression, making sure that we can help support our students at those levels, but also the youth suicide risk, looking at that as a top in this area, in our grades, you know, eight, for example, eight through 12, looking at suicide rate and looking at how whether we look at the ACES or whatever program we're looking at, that's federal, how that connects and how we can better serve our students with this extra funding," Camero said. The funding will allow the district to bring in additional staff, including mental health and substance use specialists, to work directly with students and connect families with community resources. The district is already posting positions, including a director role, with additional positions expected to follow.District officials are also thinking beyond the grant's five-year timeline. Brittany Kaple, Director of Public Relations for the Toppenish School District, said the intent is to build capacity and establish connections that will sustain mental health services even after the grant funding ends."We do have the director position already posted, with some of our other positions following really close behind that. But the intent is to, you know, it's a five-year grant, so those positions would be funded for that five years. But there's also the intent to build capacity and make those connections so that at the end of the grant, when that money, you know, if that money is not renewed," Kaple said.As student mental health needs continue to evolve, access to drug and alcohol counseling has become an important priority for the district. Kaple said teachers and staff have been raising concerns about the need for more support, especially at the high school level."And that was something that was also an identified need by our high school staff when the superintendent met with them last school year. They said that that was a really great need, something that they felt was a gap in services that we were providing for our students. And so this is going to be one way to help support that need," Kaple said. The Toppenish School District says its goal is to ensure students and families have access to the support they need, both now and in the years ahead. Additional positions, including drug and alcohol counselors and family engagement specialists, are expected to be posted in the coming weeks. Companies pledge free software and computing for AI in science

The European Commission has announced that a group of companies and foundations will offer free services, such as software or access to supercomputers, to European scientists using AI in their research.Unveiled on October 15 at a conference in Dublin, the initiative is the latest step by the Commission to try to help researchers use the technology. Scientists have used forms of AI, such as machine learning, for decades. But advances in deep learning in the past decade, and the wider interest in large language models since the release of ChatGPT in 2022, have spurred governments to invest in new AI tools that could help the scientific process. In July, the US announced it is spending $5 billion on the Genesis Mission, which it describes as a “national effort to harness AI for science,” funding 278 projects across areas such as autonomous labs or new AI tools in astronomy. The Commission has also identified AI in science as a priority, but the €107 million it pledged from Horizon Europe in 2025 does not come close to US spending levels. That said, the vast majority of public research spending in the EU comes from national funds. Today’s announcement at the European AI in Science Summit doesn’t commit any new public money. Instead, it launches the AI in Science Enablers Initiative, a set of voluntary contributions from companies and foundations. The idea is that the companies also benefit by getting access to scientific ecosystems, and feedback on how their tools work. Google, for example, has put up €3 million of cloud computing credits to European researchers. The Novo Nordisk Foundation intends to make its supercomputer, Gefion, available to European researchers, according to the Commission statement. The chipmaker Nvidia said it would provide access to tools, compute, training and collaborative projects. The publisher Elsevier also offered complementary licenses to some of its AI tools, plus AI training for PhD, postdoctoral and master’s students. The French AI firm Mistral will provide the European research community with access to its open-weight models, Vibe seats and application programming interface credits, according to the Commission’s statement. Vibe is one of the firm’s chatbot models. The idea is that more firms and foundations will come on board in the future as the initiative grows.

BUSINESS UPDATE: Attracting World-Renowned Piercing Educators to Oswego

Growing number of renowed piercers are coming to Oswego to share knowledge at newly opened Aqua Spa Float Center piercing suite Submited by Aqua Spa Float Center & Wellness Boutique [caption id=attachment_11066 align=alignright width=450] Recent opening of Aqua Spa Float Center piercing suite.[/caption] Professional piercers and educators from countries including France, Scotland and India have come to Oswego’s Aqua Spa Float Center & Wellness Boutique to share their knowledge In the past year and a half, the Port City has become a destination for some of the industry’s most respected educators through the efforts of the Aqua Spa Float Center & Wellness Boutique. Beginning in January of 2025, Aqua Spa Float Center envisioned a new version of body piercing, one where elegance, safety and personal expression could converge. According to the Aqua Spa, piercing is no longer just a trend — it’s a refined form of personal identity, luxury styling and self-investment. It’s not only about the jewelry — it’s about the entire experience. The team welcomed first guest piercer Ruben Triguero, a senior French piercer, piercing stylist and international educator, who has over two decades of experience and has worked in some of the world’s best studios, including Paris, Rome, New York, Miami, Los Angeles and Dubai. In those studios, he offered his expertise and refined styling skills. Triguero is a prominent figure and leader in the piercing community and shares his knowledge with piercers teaching classes for the industry’s most prestigious organizations, including Latinoamérica Body Piercing Association (LBP) and Association of Professional Piercers (APP). He is currently the senior international instructor of the APP. Triguero has a passion for creating stunning, personalized piercings for clients around the world. Education and Mentorship Following a year of success and popularity, Aqua Spa Float Center hosted the grand opening of its private dedicated piercing suite in March. Aqua Spa Float Center & Wellness celebrated this next chapter with a grand opening and ribbon-cutting ceremony attended by the Oswego Mayor Robert Corradino, members of the Greater Oswego-Fulton Chamber of Commerce, local business owners and community members. The educational focus, aligned with Aqua Spa Float Center’s vision and mission, had already begun expanding beyond clients. Aqua Spa has hosted multiple workshops and continuing education opportunities for professional piercers, inviting studios from across the region to gain hands-on experience from internationally recognized instructors without the expense of traveling to national or international conferences. These educational events have welcomed nationally and internationally recognized professional piercers and educators from countries including France, Scotland, India, and throughout the United States. Aqua Spa also continues to collaborate with talented regional and local professionals, creating opportunities for education and mentorship that benefit both industry peers and clients throughout Central New York. Aqua Spa Float Center & Wellness Boutique owners — Tammy Wilkinson and Terry LeRoi — have been deeply rooted in the piercing industry with over 30 years in business as LeRoi Fine Body Jewellery. Combining that experience with holistic wellness, self-care and self-expression is the new concept with the client Luxe Piercing Experience at the Aqua Spa Float Center. “At LeRoi Fine Body Jewellery and Aqua Spa Float Center, we’ve been fortunate to work with many of the world’s most respected piercers through our involvement with the Association of Professional Piercers and by attending conferences across North America and Europe,” said LeRoi, founder of LeRoi Fine Body Jewellery and co-owner of Aqua Spa Float Center & Wellness Boutique. “Those experiences have shown us that education is what drives our industry forward. “Not every piercer or studio can travel to major conferences like the APP Conference in Las Vegas or APP Benelux in the Netherlands, so we’re committed to bringing that level of education here. Hosting internationally respected educators like Jef Saunders allows our clients to experience the highest standards of professional piercing while giving piercers throughout the Northeast the opportunity to learn from some of the very best in the profession. That’s something we’re incredibly proud to offer our community.” When asked about the client experience, Wilkinson explained that education is at the heart of every appointment as well. “Our vision is to nurture and enhance wellness, balance and harmony through a multi-modality-centered facility, and we aspire to empower sustained, positive change, well-being and self-awareness; and educate to the benefits of natural health, holistic wellness and life balance,” Wilkison explains. “Piercing is no different. The piercing experience feels just as peaceful and rejuvenating as any other spa services. From the moment our clients arrive, they are in the very best hands with our kind and professional Wellness Ambassadors and experienced APP guest piercers.” Wilkinson also explained that piercing clients receive stellar care: every Luxe Piercing appointment includes a one-on-one private piercing in Aqua Spa’s dedicated piercing suite, their choice of custom jewellery by LeRoi Fine Body Jewellery, thorough after-care instructions and complementary check-up appointment, complementary whole-body red light therapy session in the Class II NovoTHOR medical device to promote healing, and access to many rejuvenating spa services. Piercing clients get 15% off during any event. According to Wilkinson, “Health and safety are always our highest priority when you come in for a piercing or jewelry installation. Before each appointment, all tools and jewelry are sterilized in a Statim autoclave, and every surface in the piercing room is carefully disinfected. During the procedure, your piercer will wear a mask and change gloves as needed to maintain a sterile environment. Once your piercing is complete, your piercer will go over detailed aftercare instructions with you. Following these steps is crucial to ensure proper healing before you leave our sanctuary.” As a part of the experience, guest piercers include a thorough anatomy review of the client’s desired piercing to ensure the new addition will work in harmony with the existing. “Our clients are enjoying building and creating ear curations with these international professionals. It’s a unique styling event and a chance to highlight self-expression,” Wilkinson said. Clients and piercers throughout the region are flocking to this piercing destination in Upstate New York. The Luxe Piercing Experience has welcomed clients and piercers alike from around the globe. Owners Wilkinson and LeRoi hope to continue the momentum with more educational seminars with industry experts to be a hub of knowledge and expertise. They hope to establish LeRoi Fine Body Jewellery and Aqua Spa Float Center as legacy businesses known for their lasting, positive impact on the piercing and holistic wellness industries.

Gears of War: E-Day sells 230K copies

Gears of War: E-Day has sold 230K copies since its advance-access launch on October 1 and full release on October 6. Steam accounts for 168K of those, with Xbox (console and PC) selling 62K. But there’s more to this story, as Xbox makes up the bulk of revenue. E-Day is the best-reviewed Gears game in nearly two decades (and the best one ever made, in my opinion). The Coalition has made a banger here (it’s currently in my top 10 of the year). Despite E-Day’s undeniable quality, this is a soft result. And it’s down to the business model, really. E-Day has made $37M so far, thanks to the Premium upgrade On Xbox, Game Pass is cannibalising much of the premium revenue. Our estimates show that 1.7M folks accessed E-Day via their subscription rather than a copy. But Xbox is having it both ways – or having it halfway, at least – via its Premium Edition Game Pass upgrade. Game Pass subscribers could pay $30 (or their local equivalent) for up to five days of early access starting October 1. Our estimates show that of the 1.7M who accessed E-Day through Game Pass, 722K paid for the upgrade. Between the review embargo lifting on October 1 and the full release, E-Day managed to shift another 250K early-access upgrades – no doubt helped by the campaign’s rave reviews. So despite selling far fewer copies on Steam, Xbox accounts for almost three-quarters of the revenue (roughly $26M of the $37M, versus about $11M on Steam). So “230K copies” undersells the paying audience. Including the 722K upgrades, nearly 950K people actually paid something for E-Day. The $30 upgrade is a halfstep from cannibalisation, but will Xbox go all the way? While E-Day is a sublime game, these are soft numbers for a flagship when Xbox badly needs revenue wins. E-Day sold 62K copies on Xbox against 722K Premium upgrades, so for every one copy sold on Xbox, nearly 12 Game Pass upgrades were sold. The $70 premium SKU is – functionally – dead on Xbox. Normally you can’t see what a Game Pass player would have paid, because the game’s just there in the subscription. But the $30 early-access upgrade estimate shows that 722K people demonstrated they’ll spend real money on this game. In a world without day-one Game Pass, many of these folks would have bought E-Day at $70. They paid $30 for five days early access to something they don’t own. Xbox is, in effect, charging its most valuable customers the least, based on a hangover from a tried-and-exhausted strategy from a previous administration. Those 722K willing-to-pay players generated about $21.7M via the upgrade. If three quarters of this group – mostly US and European audiences – bought E-Day outright, that’s nearly $40M. Of course, Game Pass does bring in meaningful recurring revenue, and E-Day is adding value for hundreds of thousands of subscribers. However, Game Pass is no longer growing, so Xbox is at a crossroads. Xbox is reportedly looking to do a Netflix and bolt on an ad-supported tier to pad it further. But that will just set a new floor, and leadership keeps telling us the priority now is revenue growth, which is subscriber-speak for ARPU. Xbox has already pulled Call of Duty from day-one Game Pass after day-one inclusion hammered its sales, with new CoD titles now arriving on the service around a year late. We know that some Microsoft executives believe the service devalues games outright, and rumours (which Microsoft has dismissed so far, to be fair) suggest that day-one releases could be taken off Game Pass. Want more free estimates and insights in your inbox twice a week? Subscribe below! Subscribe When a game this well-reviewed does this softly on its home platform, the model – not the game – gets brought into question. What else E-Day’s early adopters have played (including this month so far) Looking at E-Day‘s players on Xbox, most have played the franchise before (86% have played Gears 5, 76% Gears 4), and every game on the crossover list is either a shooter or a title from an Xbox-owned studio (though Game Pass is inflating those numbers, of course, more on that later): As for what else Xbox’s E-Day players have played this month, the top three are Fortnite (16%), Roblox (7%), and Call of Duty (6%). Another 5% played Minecraft Dungeons II, which is also on Game Pass and launched a couple of days before Gears‘ advance-access date. Many Game Pass players are happy to check out most big new additions. Want more free estimates and insights in your inbox twice a week? Subscribe below! Subscribe Over on Steam, the top crossover games are also mostly shooters (slightly more PC-coded ones), including Space Marine 2, which was itself heavily inspired by Gears: Looking at what E-Day‘s Steam players are into this month shows who they are – as subscriptions don’t skew the data. The top three are Wardogs (13%), Deadlock (12%), and CS2 (10%), so you’ve got the restless shooter crowd checking out the new hotness. A little further down are Helldivers 2 and Space Marine 2, your co-op PVE shooter players who’ll feel right at home in Horde mode. Game Pass is skewing the playtime distribution on Xbox Looking at the playtime distribution in our platform, E-Day players on Steam are – relatively speaking – playing for longer: 54% of E-Day players on Xbox have played for five hours or less (versus 32% on Steam) 19% of Xbox players played for over 15 hours (versus 33% on Steam) 14% of Xbox players played for over 20 hours (22% on Steam) The absolute number of people playing for over 15, 20, and 50 hours is, of course, bigger on Xbox, thanks to the sheer volume of folks who came in through Game Pass (upgraders included). None of that is cause for alarm. Game Pass is the reason Xbox playtime skews lower, as when a game is free to try, people try it and bounce without putting in even an hour (17% under an hour on Xbox versus 6% on Steam). Want more free estimates and insights in your inbox twice a week? Subscribe below! Subscribe The subscription brings in tourists alongside the committed, dragging down the average even when the game is excellent (but also perhaps winning over the uninitiated). It’s standard across every subscription-included title, on PS Plus too. Forza Horizon 6, for instance, had 11% of its Xbox players bounce under an hour, versus just 2% on Steam. So, Xbox’s crossroads So there we have it. Gears of War: E-Day is an incredible game whose revenues have been stifled by subscription inclusion and exclusivity. It’s the best-reviewed entry in the series in fifteen-odd years, but it still turned into one of the year’s softer flagship launches, not because players didn’t want it, but because Xbox’s own storefront gave its most willing buyers a reason not to pay. Which leaves Xbox at a crossroads. Will it keep making Gears games when the financial returns are this thin and the margins this low? And if it does, does the next one arrive off Game Pass at day one – the way CoD now does, or even on PlayStation? I think it should. Alright, back to E-Day for me! WHO joins Pre-COP31 to advance climate action that delivers for people’s health

The World Health Organization (WHO) is joining Pacific leaders, governments and partners at Pre-COP31 in Fiji from 5 to 8 October to advance health priorities in climate action and strengthen the Pacific voice ahead of the 31st Conference of the Parties (COP31) to the United Nations Framework Convention on Climate Change (UNFCCC).COP31, to be held next month in Antalya, Türkiye, marks an important step for global climate and health action. Health is one of the 10 priority themes of the COP31 Action Agenda, “Dynamic and Resilient Health Systems”, and a dedicated Health Day will take place on 9 November, the first day of COP31. The inclusion of health reflects growing global recognition that climate action and health are closely connected. The climate crisis is affecting population health globally. Across the WHO Western Pacific Region, which includes Pacific island countries and areas, the consequences of climate change include extreme heat, cyclones, floods, rising sea levels, food and water insecurity, infectious diseases and disruptions to essential health services. The Pacific in particular faces additional challenges. A recent review of 76 hospitals in 14 Pacific island countries found that 62% of health facilities are located within 500 metres of the sea or a river, leaving them particularly exposed to flooding, storm surges and sea-level rise.Bringing Pacific priorities to the global climate agendaThe Pacific Pre-COP31 provides an important opportunity for Pacific countries and partners to consolidate regional priorities and bring the experiences and leadership of Pacific communities into global climate discussions.Pacific countries have been advancing practical approaches to protect health in a changing climate, including strengthening climate-resilient health systems, improving preparedness for extreme weather events, building resilient health infrastructure and mobilizing climate finance for health. “This Pre-COP is an important moment for the Pacific, bringing global climate discussions to a region that has long been at the forefront of the climate crisis. It provides an opportunity for Pacific countries and areas to set their priorities, experiences and leadership on the global stage, and to ensure that the realities of Pacific communities are genuinely reflected in the decisions made on climate action,” said Dr Saia Ma’u Piukala, WHO Regional Director for the Western Pacific.Throughout this week, WHO will co-convene and participate in high-level discussions and events focused on climate and health, climate resilience, adaptation, financing and implementation. “Climate finance is essential for resilient and healthy Pacific communities,” emphasized Dr Mark Jacobs, WHO Representative to the South Pacific and Director of Pacific Technical Support. “We must ensure that financing reaches the people, communities and essential services most exposed to climate risks, supporting locally defined priorities and investments.”WHO will work with partners to strengthen the integration of health considerations across climate policies and investments, including national climate plans and resilience initiatives.Health as a driver of climate actionAmid the risks to health and pressures on health systems, well-strategized and implemented climate action can deliver significant health benefits. Investments in clean energy, sustainable transport, resilient infrastructure, food systems and nature-based solutions have proven to reduce health risks while contributing to climate mitigation and adaptation.“Climate action is truly an investment in health. Cleaner energy, healthier food systems and climate-resilient health services can protect lives while building stronger communities. We now need to turn these opportunities into action and make health a core part of climate investments,” said Dr Sandro Demaio, Director and Head of Office, WHO Asia-Pacific Centre for Environment and Health in the Western Pacific Region. “These benefits demonstrate that climate action is not only about reducing future risks. It is also an opportunity to improve lives today while building healthier, safer and more resilient societies.”At COP31 next month, WHO will also support the Health Pavilion, which will bring together the global health community and partners to advance health and equity within climate negotiations. With COP31 poised to move health higher on the global climate agenda, WHO will continue working with countries and partners across the Western Pacific Region and globally to strengthen climate-resilient and low-carbon health systems, and ensure that climate action protects and improves people’s health.____________________Media contactsElizabeth Bennett, WHO Asia-Pacific Centre for Environment and Health in the Western Pacific Region, elizabeth.bennett@who.intJulia Dongwhan Shin, WHO Asia-Pacific Centre for Environment and Health in the Western Pacific Region, dong.shin@who.intWHO Western Pacific Communications, wprocom@who.int

Global Health & WASH: October 2026 Funding Opportunities (26 new opportunities)

41 opportunities on the Global Health & WASH page this cycle, 26 of them new. The health money on this page is mostly research money, and much of it is aimed at people early in their careers. Funder after funder, from the TANGO2 Research Foundation’s Research Pathways grants to the South African Medical Research Council’s Early Investigators Programme to the National Ataxia Foundation and Alex’s Lemonade Stand Foundation, is funding early-career investigators and the institutions that host them, with a clear tilt toward researchers based in or from the Global South, from AMBSO in Uganda to Kenya’s CONNECT-VAX network to Ersilia’s AI Incubator for African drug discovery. The money is organized by disease as much as by need: narrow foundations, the Parkinson’s Foundation, NTAP for neurofibromatosis, the RUNX1 Research Program for an inherited blood disorder, each run their own grant, so the question for an applicant is less which health problem you work on than which foundation owns your disease. The largest European cheques go to consortia only, with the European Innovation Council putting up to EUR €4 million behind a single healthy-ageing project and UNITE up to EUR €1 million behind each cross-border digital health team. Water sits apart, almost entirely in applied utility research: the Water Research Foundation’s cluster of USD $250,000 to $500,000 projects, each built around a utility problem from sewer laterals to reuse treatment. And the biggest single pot is public: HRSA is renewing community health center service areas with awards of up to USD $10 million each. This post is for paid subscribers. This helps support the time and effort it takes to curate and organize these opportunities. Subscribe To keep this accessible to everyone who needs it, we’re happy to offer pay what you can rates. You can find more details here. Open Opportunities 2027 Building the Field of Health Advocacy Grant, Georgia Health Initiative. *New!* *Closing soon!* Georgia Health Initiative, a nonprofit private foundation focused on health equity, is opening its 2027 Building the Field of Health Advocacy Grant to strengthen the organizations that push for healthier systems across the state. The Initiative treats advocacy as infrastructure, backing one-year projects that range from urgent responses to shifting federal policy to longer arc campaigns on housing, behavioral health, care access, and food security. It wants coalitions that elevate community voice, apply an equity lens, and arrive ready to deploy concrete strategies, and it deliberately seeks variety in issues, communities, and organizational size. The optional webinar and required lobbying training signal a funder investing in a durable field, not one grant cycle. The strongest fits are Georgia nonprofits and public agencies ready to turn advocacy readiness into systems change. Geographies: United States. Who can apply: Tax-exempt 501(c)(3) public charities, state or local government agencies, or coalitions/collaboratives using a 501(c)(3) fiscal sponsor, that work in Georgia on behalf of Georgians and align with the mission, vision, and values of Georgia Health Initiative. Only one application per organization, though an organization may be listed as a partner or subcontractor on multiple applications. Funding amount: Organizations can apply for up to USD $80,000 per project; the Initiative anticipates investing a total of USD $1.36 million. Targeted Sectors / SDGs: Governance, Policy & Advocacy · SDG3; SDG10. Deadline: October 2, 2026. Learn more and apply here. TDD Research Pathways Grant, TANGO2 Research Foundation. *New!* *Closing soon!* The TANGO2 Research Foundation, working with a founding gift from Tango2UK, is opening its TDD Research Pathways Grant to fund early-career investigators anywhere in the world who study TANGO2 Deficiency Disorder. The foundation is using this money to seed pilot work and to build a research community around a rare disorder that few labs currently study. It wants to back emerging scientists, clinicians, and trainees who will stay with this field, not one-off projects, which is why it requires a committed mentor and real institutional support and asks each applicant for a plan for future contributions. The design rewards promise and persistence over track record. The strongest fits are students, residents, postdoctoral fellows, and new investigators ready to commit to TANGO2 research. Geographies: Global. Who can apply: Early-career investigators worldwide, including undergraduate, graduate, and medical trainees, postdoctoral fellows, residents, and clinical or research fellows. Early-career investigators must hold a PhD, MD, or equivalent doctoral degree and be within 10 years of that degree or within 5 years of initiating rare disease research, engaged in postdoctoral research at an academic institution, teaching hospital, or nonprofit research institute. Currently enrolled trainees and transitional PhD candidates beginning a postdoctoral appointment at a nonprofit institution by July 1, 2026 are also eligible. All applicants must identify a qualified mentor with relevant TDD or rare disease research experience and demonstrate institutional support. Funding amount: Up to USD $15,000. Targeted Sectors / SDGs: Innovation, Science & Technology. Deadline: October 2, 2026. Learn more and apply here. Call for Expression of Interest (EOI): AMBSO Impact Research Initiative, Africa Medical and Behavioral Sciences Organization (AMBSO). *Closing soon!* The Africa Medical and Behavioral Sciences Organization is inviting expressions of interest for its Impact Research Initiative, which funds early-stage pilot studies and proof of concept work on priority health challenges. AMBSO is a Ugandan research organization backing bold ideas that can grow into larger studies, and its tracks span antimicrobial resistance, epidemic preparedness, artificial intelligence for diagnostics, HIV prevention, climate and health, cancer, maternal and child health, and non-communicable diseases. The small award size and direct-cost-only rule point to a funder that wants evidence rather than overhead, and that favors projects able to attract follow-on money or use AMBSO’s own research infrastructure. Eligibility runs worldwide, welcoming researchers and institutions inside and outside Africa. The strongest fits are researchers with a feasible pilot that generates policy-ready evidence. Geographies: Global. Who can apply: Open worldwide to researchers, academic institutions, and research organizations whose work aligns with generating high-impact health evidence. Independent researchers are eligible if affiliated with an academic or research institution. Doctoral students are encouraged to apply as part of a research team led by a faculty Principal Investigator. Community-based organizations and other eligible entities may apply. Projects may be implemented inside or outside Uganda. Funding amount: Up to USD $10,000 per project, with no minimum funding threshold. Targeted Sectors / SDGs: SDG3. Deadline: October 2, 2026. Learn more and apply here. Entrepreneurs for Resilience 2027 (E4R27), Swiss Re Foundation. *Closing soon!* Swiss Re Foundation is opening the tenth edition of Entrepreneurs for Resilience, which backs healthcare social enterprises expanding affordable, quality primary care for low-income communities across low- and middle-income countries. The Foundation is using catalytic, blended funding plus multi-year advisory to take risk out of scaling, helping proven models reach more people sustainably rather than stay stuck at pilot size. It looks to back brick-and-click enterprises that pair physical care with digital tools and build affordability through savings, payments, or microinsurance, ideally integrated with public health systems. Requiring earned revenue, real customer scale, and gender-inclusive teams signals that this is growth capital for commercially serious ventures, not seed money. The strongest fits are established, revenue-generating healthcare enterprises ready to scale access for underserved populations. Geographies: Global. Who can apply: For-profit and hybrid healthcare social enterprises serving low-income and underserved populations in low- and middle-income countries, using combined physical and digital (brick-and-click) healthcare delivery models. Applicants must demonstrate measurable social impact, generate at least 50% of income through earned revenue, have been established no later than December 2023, already serve at least 50,000 people with potential to scale, and have at least 30% low-income customers. Preference for gender-inclusive enterprises with at least one female founder or at least 30% women in management. Funding amount: Pilot funding of up to USD $45,000 for the 6-8 shortlisted social enterprises; up to USD $1 million in blended funding (up to USD $600,000 unconditional plus up to USD $400,000 conditional) shared among 3-4 finalists over a two-year implementation period; total programme funding approximately USD $1.3 million. Targeted Sectors / SDGs: Innovation, Science & Technology · SDG3; SDG5. Deadline: October 4, 2026. Learn more and apply here. Horizon HealthTech 2026, IIITD Innovation & Incubation Center. *Closing soon!* IIITD Innovation and Incubation Center is opening Horizon HealthTech 2026, a nine-month MedTech incubation cohort run under the aegis of BIRAC EDGE for founders building medical devices, diagnostics, surgical and interventional tools, or remote monitoring. The center is backing teams that already hold a validated proof of concept and want to reach a tested prototype, pairing each founder with a named expert and clinical validation through a hospital partner. What they seek to back is Indian health technology that can survive real clinical scrutiny and regulatory review, not slideware. The structure, with lab access, CDSCO guidance, IP support, and investor connects, signals a program built to make startups ready for follow-on capital. The strongest fits are early-stage MedTech teams with defensible IP and a working path from bench to bedside. Geographies: India. Who can apply: Early-stage teams/startups with a validated idea/proof of concept (TRL 3 onwards) working on medical devices, diagnostics, surgical/interventional technologies, or remote monitoring, holding IP or with potential to generate IP. Funding amount: No cash award amount is stated on the official program page. Benefits are in-kind: prototyping lab and equipment access, clinical/hospital validation (Max Healthcare), expert mentorship, CDSCO regulatory guidance, IP filing support, workspace, cloud credits and tools, and investor connects. Run under the aegis of BIRAC EDGE and builds a path to follow-on Government/VC/Angel funding. Targeted Sectors / SDGs: Innovation, Science & Technology · SDG3; SDG9. Deadline: October 5, 2026. Learn more and apply here. OpenAI AI and Teen Development Research Grant Program, OpenAI. *New!* *Closing soon!* OpenAI is opening its AI and Teen Development Research Grant Program to fund independent studies of how generative AI shapes the lives of young people ages 13 to 17. OpenAI wants a stronger evidence base on how teens actually use these tools and what that use does to their social and emotional development, so that product teams, policymakers, and regulators can act on findings rather than assumptions. It seeks work on emotion regulation, relationships, belonging, and the safeguards that keep teens safer, welcoming interdisciplinary teams and any methodology. That it will fund research whose conclusions may not favor AI providers, and prioritizes studies touching ChatGPT, signals a genuine appetite for credible outside scrutiny. The strongest fits are research groups grounded in adolescent development, well-being, and AI safety. Geographies: Global. Who can apply: Researchers aged 18 or older who are affiliated with a research institution or organization, and/or have significant experience relevant to child or adolescent development, well-being, human-computer interaction, AI impacts, or a closely related field. Multiple institutions may collaborate. OpenAI is seeking to fund research rather than for-profit initiatives and will not prioritize for-profit organizations. Funding amount: Individual research grants up to USD $1 million, totaling up to USD $5 million; maximum 10% of each grant for overhead or indirect costs. Targeted Sectors / SDGs: Social Inclusion & Community Wellbeing; Innovation, Science & Technology. Deadline: October 6, 2026. Learn more and apply here.

UN Decade of Healthy Ageing midpoint report finds progress, calls for greater investment

New evidence in the Secretary-General's report to the 81st UN General Assembly, prepared by the World Health Organization (WHO) in coordination with the UN system, finds more countries acting on healthy ageing than ever before – but longer lives will not become healthy, dignified ones without faster, more sustained investment at country level.(NEW YORK, 28 September 2026) The Secretary-General transmitted to the 81st session of the UN General Assembly the mid-term progress report on the UN Decade of Healthy Ageing (2021–2030), marking the midpoint of the ten-year global effort to improve the lives of older people. The report was prepared by the World Health Organization (WHO) in coordination with the UN Inter-Agency Group on Ageing and with inputs from thirteen UN entities, the World Bank Group and civil society partners. It finds real progress in countries – and persistent gaps that must close before 2030.The number of people aged 60 and over passed 1 billion in 2020 and is projected to reach 2.1 billion by 2050, with the fastest growth in low- and middle-income countries. Longer lives are not automatically healthy ones: globally, the gap between life expectancy and healthy life expectancy at age 60 widened between 2000 and 2023, and an estimated 71% of excess deaths from COVID-19 between 2020 and 2023 were among people aged 60 and over. “Longer lives are one of humanity’s great achievements, but we cannot congratulate ourselves while leaving millions without health and support,” said Dr Pascale Allotey, Director, Department of Sexual, Reproductive, Maternal, Child and Adolescent Health and Ageing, WHO. “The first half of the Decade has shown what is possible. The second half must be about scaling and financing the progress to meet the needs and rights of older persons.”Real progress, unevenly sharedThe report finds that more countries than ever now have legislation against age-based discrimination – up from 44.5% in 2018 to 57.7% today – and over half now have national long-term care policies, up from 49% in 2023 to 56.7%, dedicated programmes to build age-friendly environments (54.6%), and comprehensive health and social assessments of older people (54.6%). New WHO guidance on services for long-term care and for Integrated Care for Older People (ICOPE) delivered in communities is enabling systemic change as an increasing number of countries incorporate these services within national universal health care benefit packages. A host of UN agencies and other partners support training, increasing health workforce competencies and use of digital health tools.“This report shows the Decade of Healthy Ageing is working,” said Dr Ritu Sadana, Head of the WHO Secretariat for the UN Decade of Healthy Ageing. “More countries are legislating against ageism, providing integrated care, strengthening long-term care systems, and creating age-friendly environments than ever before, in all regions and income levels. But progress is uneven and in one area, regressive: fewer countries report active multi-stakeholder forums on ageing, down from 53.1% in 2020 to 43.3% today. The second half of this Decade must turn commitments into results, in every country.”The financing gap: this Decade's binding constraintFinancing remains the binding constraint: more than a third of reporting countries (33.8%) have very little or no dedicated resources to develop long-term care, with similar shortfalls across the Decade’s other priority areas. Less than half of countries (45.4%) have legislation providing access to assistive devices (including hearing aids, spectacles or rollators), which are key to enabling older people to maintain productive, independent and dignified lives. Only 22.7% of countries can track older people’s health over time – the largest gap across the Decade’s core progress indicators. Nationally representative information is needed in each country, as policies and interventions cannot be designed as if all older adults of a given age share similar needs and capacities. The report calls for sustained investment through national budgets, country-owned plans, development cooperation and innovative financing mechanisms to fully close these gaps by 2030.“The Decade was designed as a whole-of-UN effort, and this report shows it in action,” said Amal Abou Rafeh, Chief of the Programme on Ageing Section at the UN Department of Economic and Social Affairs (UN DESA), and Permanent Co-Chair of the UN Inter-Agency Group on Ageing. “Thirteen UN entities, the World Bank group and civil society organizations contributed to this report, with WHO as the lead technical and implementing agency. That is the model of coordination the second half of the Decade will need to scale, with countries leading legislation, funding and implementation, engaging older people.”“Investing in healthy ageing is not simply a cost; it is one of the highest-return investments a government can make,” said Fiona Stewart, Global Lead for Ageing and Pensions at the World Bank Group. “Countries that invest early in integrated and long-term care see savings that outweigh the upfront cost many times over. The evidence in this report makes the economic case; what is now needed is predictable financing at country level to act on it, along with efforts to support older entrepreneurs and the silver economy.”Older people's own voicesThe report also draws on the direct experience of older people themselves, including a multilingual global survey conducted by the International Federation on Ageing that reached more than 1000 older people across 58 countries. WHO and UN partners called on Member States to use the second half of the Decade to accelerate implementation, strengthen data systems, and secure the financing needed so that the gains of longer lives reach older people everywhere. About the UN Decade of Healthy Ageing (2021–2030)Proclaimed by the UN General Assembly in December 2020, the Decade is a global collaboration bringing together governments, UN agencies, civil society, the private sector, academia and older people themselves to improve the lives of older people, their families and communities. It is coordinated by the World Health Organization together with the UN Inter-Agency Group on Ageing. The Decade's mid-term progress report was transmitted to the General Assembly by the Secretary-General, prepared by WHO, and is available in 6 languages.Full Report available: A/81/366 Implementation of the United Nations Decade of Healthy Ageing (2021–2030): Note by Secretary-General [ العربية | 中文 | English | Français | Pусский | Español

Why rehabilitation cannot be an afterthought in a health emergency: a new WHO toolkit is put to the test

When disaster strikes, saving lives is the priority. But what happens to the people who sustain injuries such as amputations, spinal cord damage, brain injury, or complex fractures if rehabilitation is not part of the response plan from the start? That question shaped a four-day training workshop held in Nadi, Fiji, from 14 to 17 April 2026, where 23 emergency managers, rehabilitation professionals, and partner representatives from 12 countries piloted a new World Health Organization (WHO) toolkit designed to help ministries of health build rehabilitation into their emergency preparedness planning.

WHO recognizes healthy, innovative cities across the Western Pacific Region

Nine Healthy City champions from across the World Health Organization (WHO) Western Pacific Region received special recognition at an awarding ceremony during the 11th Global Conference of the Alliance for Healthy Cities in Sydney, Australia. The WHO Regional Office for the Western Pacific has presented the Healthy Cities Recognition Awards every two years since 2004 to celebrate innovative and impactful city-led initiatives that improve the health and well-being of urban populations.Eight cities received awards for their best practices, and one National Forum received the WHO Regional Director’s Special Award in recognition of its long-standing leadership in advancing the Healthy Cities movement.Awardees were selected through a rigorous evaluation process and recognized for demonstrating measurable, innovative and sustainable approaches to health challenges faced by cities.Remarking on the significance of the awards, Dr Huong Tran, Director of the Division of Health Promotion, Disease Prevention and Control at the Regional Office, said that, “There is no single blueprint for a healthy city. What works in one context may need to be adapted to another. But by sharing our experiences, including what worked, what was challenging, and what we learnt along the way, we can help one another move faster and further.”Award-winning cities and initiativesThis year's awards recognize outstanding city-led initiatives that have demonstrated measurable impact, innovation and sustainability in advancing health initiatives for urban populations.Baguio City (Philippines) – Data for equity: informing action, improving healthDr Donnabel Tubera-Panes, City Epidemiologist – Medical Officer IV of the Health Services Office accepted the award on behalf of Baguio City. Its efforts have strengthened and institutionalized healthy urban development nationwide and established a model for multisectoral engagement in the Region. Healthy Cities for allThe 2026 Healthy Cities Recognition Awards highlight how cities can lead transformative action on health by addressing climate change, inequity, ageing, nutrition, mobility, social inclusion, violence prevention and the commercial determinants of health. The recognized initiatives demonstrate that local governments, communities and partners can work together to create healthier, safer and more resilient urban environments for everyone. As urban populations continue to grow across the Western Pacific Region, WHO remains committed to supporting cities in advancing health, equity and sustainable development through the Healthy Cities approach and the Alliance for Healthy Cities. ###Note to editorsSince 2004, the WHO Healthy Cities Recognition Awards have provided a platform for cities to share innovative and effective approaches to improving health and well-being. The awards recognize achievements in areas including climate resilience, healthy ageing, health equity, gender equality, tobacco and alcohol control, urban mobility, nutrition and data-driven governance. In 2026, more than 150 submissions were received from cities and local governments across the Western Pacific Region. Ukrainian defence tech seeks new ways to scale up

Since Russia's full-scale invasion in February 2022, Ukraine's defence sector has expanded several-fold, becoming a significant source of military innovation, especially in unmanned systems, counter-drone technologies, electronic warfare and AI-driven combat systems. But finding the funds and personnel to scale up and to reach international markets remains a challenge.Spurred on by the demands of the front-line, Ukrainian defence companies say they can develop a minor component in a couple of weeks, or major hardware or software solutions within a year. This is several times faster than the usual development cycles in the sector. Tencore, founded in 2024, is now one of Ukraine’s largest providers of unmanned ground vehicles, well exceeding the production of NATO members in this category. Odd Systems, a Ukrainian combat cameras developer founded in 2023, launched its first thermal camera in 2024. Less than two years later, it is developing the fourth generation of the product, one that has evolved into a full vision system.According to Michael Singer, managing partner at Verne Capital, a venture capital fund supporting defence companies in Europe, this speed is down to the short feedback loop between the developer and the end user. “Ukrainian companies develop technologies in close interaction with soldiers and military units, test them under real combat conditions and rapidly incorporate feedback into the next generation of the product,” he says. “Sometimes we need to react to feedback and deploy an upgrade within hours,” says Polina Tymchenko, the spokesperson for Himera, which develops electronic warfare-resistant walkie-talkies. “It means that, as a company, you have to have a higher tolerance for risk, and also design your products in a way that fosters those quick changes.”Getting a product deployed by a combat command involves no paperwork other than a purchase order, says Perry Boyle, co-founder and chief executive of Mits Capital, a Ukrainian-US investment group focused on attracting capital for Ukraine's defence tech sector. “New weapons can be developed and deployed based largely on handshakes.”Nevertheless, the speed of development is largely subject to the level of funding, says Iryna Sukhomlyn, head of business development at RMachine, a developer of unmanned ground systems. “Financial support needs to start much earlier, particularly at technology readiness level 3-5, not only when most of the technological risk has already been removed,” she says.In 2025, Ukrainian defence tech companies attracted about $129 million in investment, with the true figure likely higher given the share of undisclosed security-sensitive deals, according to a report published by the Kyiv School of Economics. These investments were primarily concentrated in the AI and software segment, as they are considered a lower financial risk.Scaling production is a major barrierAccording to Iryna Supruniuk, business development director at Odd Systems, proving a defence product in Ukraine is not the end of the development process, but the beginning of a continuous evolution, since operational requirements change rapidly. “Continuous iteration remains our highest priority,” she says. It's also when production must scale up, which represents a major hurdle. “Scaling production requires capital, manufacturing capacity, components, certification, procurement access and reliable supply chains,” Singer says. Scale-up is also hampered by demographic pressures, especially a shortage of young specialists needed to expand engineering teams. Companies have reported struggling to replace specialists lost due to Russian attacks, mobilisation and emigration. In order to meet this scale-up challenge and finance arms production, begun allowing defence technologies to be exported, assuming it has an excess capacity. It has also announced the creation of ten defence and weapons export centres across Europe by the end of 2026.According to Singer, a technology that has demonstrated its value under real combat conditions has a fundamentally different credibility than a product that has only been tested in a laboratory or training environment. But combat validation alone doesn’t automatically create an international business. “Companies still need access to foreign defence ministries and procurement organisations, international certification, financing for production scale-up and, in many cases, local industrial partners,” he says.Already in 2026, the EU has signed several agreements with Ukraine that aim at joint defence technology development and production. These include allowing Ukraine to join the European Defence Fund, signing a financing agreement under the European Defence Industry Programme, and setting up the EU-Ukraine Drone Alliance. For Singer, it is important that European defence companies don’t just see their Ukrainian partners as technology suppliers, but rather as potential innovation partners. “Ukrainian companies bring speed, operational experience and an exceptional ability to iterate. European partners can provide industrial capacity, capital, established supply chains and access to European procurement markets.”Procurement possibilitiesWhen it comes to exports, the procurement and compliance processes involved require time, taking months or even years, and money. In other words, resources that small defence tech companies need if they are to improve and scale up their technologies. According to Sukhomlyn of RMachine, if the priority is to rapidly increase available defence capabilities, then the processes need to reflect that urgency. “If Europe wants defence innovation at wartime speed, its administrative processes also need to operate much closer to wartime speed,” she says, highlighting a need for support with certification, market access and mutual recognition of relevant testing. “Otherwise, we risk having excellent technology available but spending years making it administratively eligible to be purchased.”Related articlesRussia widens targeting of European research centresEU must support research managers in central and eastern Europe, says Visegrad fund headThis is a lesson Europe’s defence sector would do well to learn, Singer says. “Defence innovation needs to be organised around the speed and requirements of the end user, not around the speed of the bureaucracy.”Supruniuk says the European defence sector should rethink the balance between quality and quantity. “In many cases, a good-enough system available in thousands of units creates greater operational value than a perfect system available in dozens.”“For decades, everyone has been looking for that all-powerful, exquisite system that can protect everyone,” adds Tymchenko. “We see in crime that only scalable, dedicated, affordable solutions can actually defend democracies.”

EU membership bid gives boost to Moldova’s fledgling R&D landscape

Moldova’s push to join the EU is having the spillover effect of helping to improve the country’s R&D landscape, which in recent years has suffered from fragmentation, decreasing personnel and a lack of research infrastructure. The country became an EU candidate country in 2022, alongside Ukraine, and officially began accession negotiations in 2024. With a pro-EU government, Moldova has been actively carrying out reforms to align with EU standards. This has helped accelerate the development of R&D, said Igor Chiosa, acting head of the Research and Innovation Policy Directorate at Moldova’s Ministry of Education and Research. “Our R&D landscape is moving up, and we are more and more involved in the European Research Area,” he said. “The support we receive from the EU is very important, not only financially, but also because of incentives, consultation and capacity building.”The R&D landscape in the former Soviet republic is still relatively underdeveloped, despite attempts at improvement going back to a 2004 law on science and innovation and later reforms in 2017 and 2018. But the system remains in a “precarious situation” and “in the process of contraction,” according to an assessment carried out by the government for the current National Programme for Research and Innovation, which runs from 2024 to 2027. The analysis highlights in particular the declining number of researchers and PhDs, which has been continuously falling, as well as limited research funding. This is around 10 times lower than the EU average and “insufficient to maintain a level of research activity that supports higher education and meets the needs of the economy.” The mechanisms for allocating research funds are also described as inefficient, as well as the general fragmentation of the landscape, with research and innovation activities being carried out in 67 different places. The lack of strategic vision for research infrastructure is also noted. The strategy sets out to address these issues and is being fuelled by reforms linked to EU accession. Moldova now has a regulation on open science and gender equality. There is also a new support mechanism for technology transfer offices and a business-academia roadmap. In 2025, the country also became the first Eastern Partnership country to approve a Smart Specialisation strategy, which will coordinate its R&D efforts to focus on strengths, within a European context. “We’ve done a lot in terms of normative acts,” Chiosa said. Horizon Europe successMoldova is also seeing more success in the EU’s flagship R&D programme, Horizon Europe. The country has now won nearly €15 million in funding, already double the amount won under the previous programme, Horizon 2020, and more than the €10 million target set by the government. Chiosa said the priority has shifted now to winning more research-centred projects, rather than those related to support and capacity. Moldova is also targeting further involvement in large European projects. Last year, it joined the EuroHPC Joint Undertaking giving Moldovans access to Europe's supercomputing network. The country is also a member of Danubius-RI, a European research infrastructure focused on river and sea research. Despite these efforts, Moldova’s research capacity is still shackled by its limited R&D budget, which equates to 0.23% of its GDP. This is around half of what its neighbour Romania spends, which is the lowest in the EU. According to Chiosa, the research budget is increasing year-on-year, jumping by €6.34 million between 2024 and 2025. But this doesn’t show up when looking at it as a proportion of GDP. “Of course, it’s difficult,” he said. “That is why we are putting more emphasis on collaboration between business and academia, as well as participation in Horizon Europe, to try to diversify our sources of funding.”A World Bank loan of €30 million, plus a grant of €7.8 million, was agreed in 2025 to support the modernisation of Moldova’s universities. As part of this, a call was launched this year to provide universities grants of up to €900,000 to develop their research infrastructure. Moldova is also collaborating closely with Romania, with which it shares a common language, funding 100 joint projects in 2023 and 2024. This support has been instrumental. “They are helping with sharing their expertise, inviting us into consortia, and lots more,” Chiosa said. Looking forward, Moldova is eagerly anticipating joining the EU. “We are looking closely at what the EU is doing and will shape our future national programme in research innovation accordingly.”EU accession “blocked at a technical level”Moldova is aiming to join the EU by 2028, but despite its swift and eager efforts to meet the accession criteria, there remain obstacles outside of the country’s control. For a country to join the EU, it must have certain legislation in place and meet specific standards in various areas. This is categorised into six thematic clusters containing 33 chapters. Moldova and the EU have so far opened two of the clusters, numbers one and six. The first covers fundamental laws, such as the judiciary, security and financial legislation. The sixth covers external relations. The remaining four clusters are still unopened. This includes the third cluster, on competitiveness and growth, which contains the chapter on science and research.Related articlesQ&A: Albania’s ambition to become a ‘moderate innovator’Data corner: Horizon success rates are droppingThe European Commission has confirmed that these clusters are ready to be opened, with an official saying that the Commission is encouraging EU governments, who have the final say, to move forward on the matter. However, both clusters two and three remain blocked by the EU Council’s working party on enlargement and countries negotiating accession to the EU, a different official, representing the Council, confirmed. This working party is set to meet several times in the coming weeks, with a Council meeting scheduled for mid-October in which enlargement, and Moldova’s bid, will be discussed. But there is no certainty that these talks will lead to progress. According to the Council source, it is “completely impossible to foresee if and when the file will be unblocked,” citing the sensitivity of the matter. Moldova’s situation is particularly complicated. One factor is that it borders Ukraine and is increasingly embroiled in Russia’s war, with drone incursions occurring more often on its territory. Another is Transnistria, a Russian-backed breakaway state that lies within the territory of Moldova. It is unclear how the EU would be able to accept Moldova into the bloc while this situation remains unchanged. While there is no direct reason to delay opening cluster three with Moldova, as it covers matters unrelated to security, it could be that the EU is reluctant to speed through accession negotiations without first resolving broader, geopolitical issues.Chiosa is confident that, if and when the chapter on science and research is opened, Moldova will be able to finalise it quickly. It doesn’t require any legislative changes and is only a matter of proving certain standards, which Chiosa believes Moldova is well prepared to do. “We hope that chapter 25 on science and research will be one of the first chapters opened and closed,” he said.
