How a controversial camera system is monitoring mental health patients
The Lampard Inquiry started back in September 2024 and I remember going to the first hearing in Chelmsford. Subscribe The bereaved families made placards of their loved ones, they stood outside in silence and then laid flowers to mark the moment. Now, two years on, in a process meant to last another two years, there’s been a development. Last week, we were told the chair, Baroness Lampard, pictured below, could be looking at making interim recommendations. Throughout the process, she has remarked that although this inquiry is looking at almost 2,000 people who were under the care of Essex mental health services from 2000-2023 when they died, the findings could have national implications for other trusts. ‘Records 24 hours a day in patient’s bedroom’ So why has this happened? One system that the inquiry is going to take a closer look at is a controversial monitoring system called Oxevision. It monitors some vital signs of patients remotely by using a camera placed in a room. It’s used by 40% of NHS mental health trusts. But campaigners, particularly the group Stop Oxevision, have asked for this technology to be removed from mental health wards as soon as possible. I spoke to a member, Hat Porter, today and they described to me what they thought this technology did and explained their concerns: “It records 24 hours a day and it’s located in a patient’s bedroom, which is obviously somewhere you’d usually expect to be a private place. “Our concerns are that the use of the technology has been has been kind of implemented as a substitute for proper in-person support, that it’s kind of over relied on and that there’s a lot of misunderstandings and that the presence of a camera, which has often been used without people’s consent, sometimes without even their knowledge, that that has a really big impact on privacy, dignity and human rights.” ‘Not sufficient’ I put it to them that the company behind Oxevision would dispute their claims about consent and in videos I’ve seen online from NHS trusts, they make it clear that the technology is complementary to trained staff and not a replacement. [ ](https://channel4news.substack.com/p/the-nottingham-inquiry-what-lessons) [ How the Nottingham inquiry shines a spotlight on other key mental health care failings ](https://channel4news.substack.com/p/the-nottingham-inquiry-what-lessons) Victoria Macdonald · Feb 12 [ Read full story ](https://channel4news.substack.com/p/the-nottingham-inquiry-what-lessons) A team of lawyers has been working on the inquiry and with bereaved family members who have concerns about this technology. I spoke to solicitor Priya Singh, from Hodge Jones & Allen, who made the point that questions usually asked by nurses would be missing from using devices like this. “It’s not sufficient to say, oh, the patient is moving around. Somebody must go in and say, are you okay? Are you distressed? Do you want help? Is there anything I can do? Share Channel 4 News “How are you spending your time? So I think a lot of our families cannot see the function of it when ultimately the patient should only really be observed when they’ve been prescribed to be observed, they can be observed more, but that more should really be happening face to face.” The Chair will hear evidence over the next two weeks and then a decision made after that, which could have national impact if she does decide this technology should be investigated or even removed. The Department of Health and Social Care said: “The Government is committed to ensuring that lessons are learned from the Lampard Inquiry to improve patient safety. “We are confident that the Inquiry will play an important role in identifying wider learnings for the health system following the tragic events in Essex and will contribute to improvements in patient safety.” We approached LIO Health, which runs Oxevision, for comment. Postpartum politics: What it means to run for government as a new mum
Victorian Greens candidates Nina Crawley and Lini Fernando reflect on their experiences running a political campaign just months after giving birth. From the challenges and compromises to the support networks that wrapped around them, and why showing up vulnerably in public space matters. Subscribe In 2024, when my second child was four months old, I decided to run for local government. Fast forward two years, I am again four months postpartum, with my third child, and this time running in the state election. But this time has hit differently. Going through pregnancy, birth and postpartum while being a political candidate has had a more profound and personal impact than I ever expected. I reached out to my fellow Greens candidate for the state election, Lini Fernando, who gave birth 20 days before me, and her experience closely mirrored mine. Postpartum has its own unique challenges that we’ve not seen reflected in stories about women running for office. When people discuss the “juggle”, they’re usually talking about the practical mechanics of looking after small children - childcare arrangements, pumping schedules and logistics. As mums of multiple children, we were both aware of the logistical changes and difficulties that accompany giving birth and the months after. We assumed that combining this with running for election would be hard, but that we could organise our way out of any problems. What neither of us anticipated was the intense vulnerability that comes with putting yourself into the spotlight of a state election campaign at a time when you are physically exhausted and navigating things like breastfeeding and feeling like a stranger in your own body. There have been challenges that neither of us anticipated. Firstly, needing to buy new clothes because the supportive leggings that are a staple of the postpartum wardrobe weren’t going to cut it for community events. Lini held her first fundraiser - a trivia night - just three weeks postpartum. A business-casual wardrobe, several sizes bigger than pre-baby, was needed, and fast. As women, how we look is closely scrutinised, and the internalised fatphobia is loud. We are conditioned from our earliest days to believe that our appearance is tied to our worth, and taught how we are allowed to show up in public. Women who dare to put themselves into the spotlight also receive more abuse than their male counterparts, including criticism of their appearance. To stand in front of members of your community and try to convince them that you’re the best person to represent them in parliament is a challenge in and of itself. To do it with leaking breasts, a pelvic floor that could betray you at the first sign of a sneeze, a body that still feels unfamiliar, and with half your hair falling out (hello postpartum hair loss!) is another thing altogether. It requires courage, allowing yourself the grace to be vulnerable in public, and the belief that showing up, however imperfectly, matters. And the vulnerability isn’t just physical; it also includes factors like having to ask a campaign team to accommodate the realities of having a baby. Asking for help is hard, and it’s a skill that both new parents and hopeful political candidates need to become comfortable with. Parents understand the disappointment that comes when a call for help or connection is rebuffed, like a friend cancelling a much-needed coffee. That rejection is amplified for political candidates calling dozens of people each week. Many people don’t realise running for Parliament, when you aren’t the incumbent, is a volunteer role supported largely by other volunteers who have to squeeze volunteering in around their paid work. Calls need to be made and meetings held after work hours - usually during “witching hour” (5-8 pm), that special time of night when babies cry for no reason. I found that I was struggling to make these commitments, or having to tap out and ask for them to be rearranged. When I spoke to Lini, we realised that she had had a similar experience, this push-pull of being the candidate and wanting to show our faces at meetings and help recruit new volunteers at ‘calling parties’, but also being the only people who could settle our newborns. Sometimes we could merge the two worlds; Lini and I realised that we had both attended 7:30pm meetings online, sitting in a dark room, struggling though breastfeeding and settling our babies. Although we’re both committed to breaking the stigma around breastfeeding, it can be hard to keep your composure while trying to feed a young baby as they try to latch, spew and fuss. Ultimately, Lini and I agreed that showing up vulnerably in public space matters. Leaders should possess empathy and understanding for those who feel raw and in transition; from the dad who just got evicted to the teen who acquired a disability - anyone who feels they aren’t the version of themselves they expected right now. The patriarchy tries to tell us otherwise, but women shouldn’t have to wait until they’re ‘recovered’, no longer vulnerable, before they feel entitled to participate in public life. In fact, we could all benefit from our leaders being a little more vulnerable. *This piece was cowritten, but has been presented in the first person for the sake of style. About the authors Nina Crawley is former teacher and community organiser who now works in human rights and inequality advocacy for a non-profit. Reimagining how scientists study the chemistry of the air
Professor Victoria Barber and doctoral student Cooper Crabtree are spearheading Keck Foundation-funded project charting a path toward better understanding atmospheric oxidation. by Álvaro Castillo, UCLA College of Letters and Science From the vantage point of Victoria Barber, a UCLA assistant professor of chemistry and biochemistry, understanding the chemical reactions that shape air quality and climate are among the most pressing scientific challenges of our time. And thanks to a recent grant from the W.M. Keck Foundation, she and doctoral student Cooper Crabtree will spearhead a new research project exploring exactly how pollutants form in the atmosphere. Specifically, the project will examine how volatile organic compounds transform through atmospheric oxidation and explore how pollutants, like smog, form in the atmosphere. VOCs are released by sources ranging from trees and wildfires to vehicle exhaust pipes and consumer products such as cologne and perfume. As they undergo atmospheric oxidation, they can transform into a wide range of other compounds. Anyone in Southern California can attest to the urgency of this area of research — for example, in late July of this year, Los Angeles County was under an active ozone pollution advisory for almost a full week. While many people associate ozone with the protective ozone layer high in the stratosphere, ground-level or tropospheric ozone is a harmful secondary pollutant formed through atmospheric oxidation. Understanding how VOCs transform into pollutants like ozone is therefore critical to improving air-quality forecasts and informing strategies to reduce exposure. “My group is focused on trying accelerate our understanding of these networks of reactions so that we can do a better job of predicting how those pollutants form,” Barber said. “When we make decisions about how we might alter emissions, we can understand how that’s going to influence the production of these downstream pollutants.” With support from the W. M. Keck Foundation, Barber and Crabtree are developing new experimental approaches that will combine — and improve — techniques to study hundreds of chemical systems more efficiently than traditional methods allow. Instead of spending years decoding a single VOC, the project seeks to dramatically expand the pace and scale of discovery. The grant comes at a particularly important moment for environmental research. Barber, who joined UCLA in 2023, says funding for climate and air-quality research, especially for early career scientists, has become increasingly difficult to secure, a challenge compounded for ambitious projects that require building entirely new research infrastructure. The Keck Foundation’s support, Barber said, provides the flexibility to pursue bold early-stage, high-risk ideas that may be more difficult to fund using conventional federal funding sources. “It’s really, really hard to do environmental research under the current federal paradigm,” Barber said. “By stepping in and providing stable and flexible funding to explore this new idea, the Keck Foundation is making a huge difference to my research program.” In addition to funding early-career faculty, the Keck Foundation’s support is also focused on empowering graduate students like Crabtree in their scientific growth. The project gives Crabtree the opportunity to help develop an entirely new experimental approach to studying atmospheric chemistry — an experience that will provide him with valuable technical skills, scientific training and preparation for the next stage of his career. Stable funding also allows doctoral students like Crabtree to devote themselves more fully to research rather than balancing their scientific work with additional teaching responsibilities needed to cover funding gaps. “Getting to devote more of my time to research this past school year has greatly improved the pace and quality of our experiments, data analysis and planning for our future work,” said Crabtree, who is pursuing a Ph.D. in chemistry. “I feel very lucky — especially amid the current uncertainty surrounding scientific funding — to be able to continue exploring exciting knowledge gaps in our field and growing as a scientific researcher.” For Barber, mentorship is among the most rewarding and important aspects of her role as a faculty member. “Our jobs as faculty are to do good science and make good scientists,” she said. “I believe the Keck Foundation shares this belief and sees the potential positive impact this project can have.”

The Boundless Deep: Young Tennyson, Science, and the Crisis of Belief by Richard Holmes
Pantheon Review by Walter Cummins The image of Alfred Tennyson I’ve carried for decades goes back to the childhood card game of Authors that depicts him with a stately continence sharpened by a jutting black beard. He’s formidable, his aura superior. Holmes opens his biography of the youthful Tennyson by describing the similar formality of the imposing Tennyson statue at Trinty College Cambridge, sharing the honor with other Trinity greats, including Isaac Newton, Francis Bacon, and Thomas Babington Macaulay. Holmes doesn’t want to chip away at that statue but rather reveal its inner youthful core of the man—tall, handsome, and talented but unformed, emerging from a disturbed family of addicted or insane male siblings and four unusual sisters struggling under a violent alcoholic clergyman father. Alfred was certainly statuesque, but would he end up a block of unformed stone like his equally promising brothers? He was youngest of three equally regarded Tennyson brothers at Cambridge, all bright, handsome, and talented, in fact Alfred regarded by some as less promising than his elders who also wrote poetry. Yet Alfred wrote one of his major poems, “The Kraken,” at twenty, revealing both his talent, his interest in geological forces, and the haunting creature that embodied his anxieties. While Holmes focuses on Tennyson of the 1830s and 1840s, he can’t tell his story without exploring his involvement with the Victorian intellectual upheaval. Tennyson was fascinated by new scientific perspectives, following the latest findings as soon as books and articles were published. He was especially taken with Charles Lyell’s deep studies of geology and the discovery of fossils and a timeline of the planet’s development that did much to question fundamental religious assumptions. The impact of these discoveries is reflected in Tennyson’s poetry and led to the crisis in belief he shared with so many contemporaries. He was especially taken by the cycles of destruction and renewal that informed the struggles he confronted in In Memoriam, Maud, and Idylls of the King. Tennyson was only one of the eventual major figures at Cambridge at the same time, young men just beginning to realize their potential. Charles Darwin was at Christ College, although there is no evidence that he and Tennyson even met as students or later in life. Yet evolution became significant in Tennyson’s thinking and the issues of his poetry. One of Tennyson’s best and most important Cambridge friends was Edward FitzGerald, who became the translator of The Rubáiyát of Omar Khayyám and in their on and off relationship served as Tennyson’s harshest critic. FitzGerald was also a friend of the novelist William Makepeace Thackeray, the two of them partying in Paris as undergraduates. That connection led to a friendship between Thackeray and Tennyson. Others who came to play significant roles in Tennyson’s life were Thomas Carlyle, the Brownings, and the Pre-Raphaelites. Tennyson’s deepest friend at college was Arthur Hallam, who at twenty wrote a glowing review of Tennyson’s first poetry collection, travelled on European adventures with him, and fell in love with his sister Emily. Hallam was also regarded as one more very promising Cambridge student. His sudden death at twenty-two in Vienna from a stroke while travelling with his father devastated many friends, but perhaps Tennyson most of all. He did not write immediate poems of grief but took years to compile those collected in In Memoriam A.H.H., published in 1850, almost twenty years after Hallam’s death For all of Tennyson’s early poetic successes and successes, Holmes reveals him as an often troubled young man suffering periods of depression, fearing planetary upheaval, concerned about supporting himself, disappointed in romances, and worried that he would inherit the family’s mental illness tendencies. Yet despite his seeming withdrawals, he was always writing poetry that he kept private and would not let go, constantly revising. 1850 became a transformative year for Tennyson. He finally consented to publishing In Memoriam with a last-minute prologue that acknowledged God and perhaps convinced the religious Emily Sellwood to marry him after years of pursuit.. He opened up to Emily, revealing his struggles with fears of depression and “weird seizures.” The devastating event of that time was the stillborn death of his unnamed first son. It shook him, but Emily’s faith brought them closer and convinced him to believe in an afterlife. Two later sons survived. With the death of William Wordworth in April of 1950, Tennyson was named poet laureate at age forty-one, reluctantly accepting. It’s as if Tennyson’s life split in half in that year. He lived another forty years, now a recognized success, with the prestige of being an official poet writing patriotic verse, wealthy and revered, no longer the insecure young man seeking an outlet for his immense talent. He earned a place in the Authors deck, now dignified and in 1884 elevated to the peerage as Arthur, Lord Tennyson. Richard Holmes is the author of twenty previous books on the Romantics and Victorians, several of which received awards. The Boundless Deep was shortlisted for the 2025 Baillie Gifford Prize for Non-Fiction. He captures the complex vicissitudes of Tennyson’s youth, illustrated by frequent excerpts from the poetry, placing that life in the full context of the shattering discoveries that led to an upheaval of thought in the Victorian age.
