Trump bucks and the politics of mailing checks
The checks started going out last week, nearly one million of them, and mostly to battleground states. With a return address for the U.S. Treasury and a letter enclosed signed by President Donald Trump, these one-time checks for $500 were ostensibly government rebates for Obamacare enrollees who overpaid. In the accompanying letter, however, Trump attacks his predecessor and talks about his record in office on an important issue he’s not polling well on, which makes it seem more like the most expensive political mailer in U.S. history. The average piece of direct mail costs between 30 cents and $3, according to Mail Processing Associates, a print, mail, and fulfillment company. At $500 a pop plus roughly 50 cents each to issue the paper check, the cost of Trump’s healthcare mailer sent to more than 950,000 enrollees comes in at more than $475 million. Trump’s midterm healthcare message “For years, the Biden Administration overcharged you to fund the operation of HealthCare dot gov,” Trump wrote in the letter. “That money belongs to hard-working Americans, not the Government, and now, I am returning it to you!” In the letter, Trump makes false and misleading claims about his administration’s record on healthcare costs, an issue Democrats have a 20 point advantage on over Republicans, according to a recent poll from KFF, a nonpartisan health policy think tank. Trump touts his administration’s TrumpRX program, which he claims is “delivering massive discounts.” However, new research from KFF found that of a selection of drugs available on the TrumpRX platform, just five were the lowest price, while 13 were the highest price. Trump also falsely claims in the letter that he’s fighting to lower healthcare costs. In reality, average monthly premium payment costs for enrollees rose 58% under Trump while marketplace sign-ups declined 5%, per KFF. Under Trump’s One Big Beautiful Bill Act, it’s estimated 10 million more Americans will be uninsured by 2034. You get a check and you get a check and you get a check Trump’s long promised cash outs to his fans, from his days as a casino operator and gameshow host to his presidency. During the early days of the COVID-19 pandemic in 2020, the first Trump administration made the unprecedented move to put Trump’s name on checks that went out under the CARES Act (notably the $500 refund checks this time around don’t feature Trump’s name). Ever since, Trump’s been chasing that high. In his second term, Trump’s promised more stimulus that never arrived, like refund checks from DOGE cuts and tariffs, while he said at his party’s convention last month that he’d give out $5,000 checks to everyone if Republicans win in November. In reality, DOGE overstated its cost cutting and Trump’s government actually now spends more than former President Joe Biden’s, while Trump’s tariffs actually grew the trade deficit. His proposal for $5,000 checks would add about $1.2 trillion to the national debt. The problem is there’s no money to give. These $500 checks — plus $90 Medicare rebate checks also going out as well as $250 deposited this week in some Trump Accounts for kids courtesy Dell Technologies CEO Michael Dell and his wife Susan — represent the closest Trump’s going to get to making good on his promise to deliver cash fast. And the checks seem especially targeted. Though the $500 checks went out to enrollees in one of 30 states that use the federal HealthCare dot gov marketplace, a Reuters review found 71% of the payments, or $339 million, went to enrollees in 13 states that have the most competitive elections for governor and U.S. Senate. Most Americans don’t buy it Could Trump bucks sway the election? An Economist-YouGov poll found 57% of U.S. adults doubt Trump will deliver on his promise for $5,000 checks, compared to 21% who do. “I’m waiting on my DOGE check and I’m still waiting on my tariff check,” one 2024 Trump voter who’s since turned on him told a recent focus group. “It felt like kind of trying to buy people’s votes, which honestly felt like in elementary when the class president was like, hey we’re going to take you to the water park if you vote for me. It’s like, I don’t think it works like that.” But for voters in swing states who got a check, it could still matter. One survey published in 2022 found receiving a physically personalized check in the mail during the pandemic was associated with a much greater self-reported likelihood of voting for Trump in 2020, and those gains mainly came from out partisans. The issue for Trump comes if these checks are mostly going to Obamacare enrollees whose premiums have gone up by more than just $500 since he took office and who view the money as something like a bribe before the election rather than an actual long-term solution to lowering household costs. Spending $500.50 per mailer would be absurd as a normal campaign expenditure, but since Trump’s checks and letter are a government rebate, his campaign and super PAC didn’t have to spend a dime and he got out his message regardless. If enough voters in key states are swayed by the one-time payment, it could prove to be the best $0 the Trump campaign spent. Global Health & WASH: October 2026 Funding Opportunities (26 new opportunities)
41 opportunities on the Global Health & WASH page this cycle, 26 of them new. The health money on this page is mostly research money, and much of it is aimed at people early in their careers. Funder after funder, from the TANGO2 Research Foundation’s Research Pathways grants to the South African Medical Research Council’s Early Investigators Programme to the National Ataxia Foundation and Alex’s Lemonade Stand Foundation, is funding early-career investigators and the institutions that host them, with a clear tilt toward researchers based in or from the Global South, from AMBSO in Uganda to Kenya’s CONNECT-VAX network to Ersilia’s AI Incubator for African drug discovery. The money is organized by disease as much as by need: narrow foundations, the Parkinson’s Foundation, NTAP for neurofibromatosis, the RUNX1 Research Program for an inherited blood disorder, each run their own grant, so the question for an applicant is less which health problem you work on than which foundation owns your disease. The largest European cheques go to consortia only, with the European Innovation Council putting up to EUR €4 million behind a single healthy-ageing project and UNITE up to EUR €1 million behind each cross-border digital health team. Water sits apart, almost entirely in applied utility research: the Water Research Foundation’s cluster of USD $250,000 to $500,000 projects, each built around a utility problem from sewer laterals to reuse treatment. And the biggest single pot is public: HRSA is renewing community health center service areas with awards of up to USD $10 million each. This post is for paid subscribers. This helps support the time and effort it takes to curate and organize these opportunities. Subscribe To keep this accessible to everyone who needs it, we’re happy to offer pay what you can rates. You can find more details here. Open Opportunities 2027 Building the Field of Health Advocacy Grant, Georgia Health Initiative. *New!* *Closing soon!* Georgia Health Initiative, a nonprofit private foundation focused on health equity, is opening its 2027 Building the Field of Health Advocacy Grant to strengthen the organizations that push for healthier systems across the state. The Initiative treats advocacy as infrastructure, backing one-year projects that range from urgent responses to shifting federal policy to longer arc campaigns on housing, behavioral health, care access, and food security. It wants coalitions that elevate community voice, apply an equity lens, and arrive ready to deploy concrete strategies, and it deliberately seeks variety in issues, communities, and organizational size. The optional webinar and required lobbying training signal a funder investing in a durable field, not one grant cycle. The strongest fits are Georgia nonprofits and public agencies ready to turn advocacy readiness into systems change. Geographies: United States. Who can apply: Tax-exempt 501(c)(3) public charities, state or local government agencies, or coalitions/collaboratives using a 501(c)(3) fiscal sponsor, that work in Georgia on behalf of Georgians and align with the mission, vision, and values of Georgia Health Initiative. Only one application per organization, though an organization may be listed as a partner or subcontractor on multiple applications. Funding amount: Organizations can apply for up to USD $80,000 per project; the Initiative anticipates investing a total of USD $1.36 million. Targeted Sectors / SDGs: Governance, Policy & Advocacy · SDG3; SDG10. Deadline: October 2, 2026. Learn more and apply here. TDD Research Pathways Grant, TANGO2 Research Foundation. *New!* *Closing soon!* The TANGO2 Research Foundation, working with a founding gift from Tango2UK, is opening its TDD Research Pathways Grant to fund early-career investigators anywhere in the world who study TANGO2 Deficiency Disorder. The foundation is using this money to seed pilot work and to build a research community around a rare disorder that few labs currently study. It wants to back emerging scientists, clinicians, and trainees who will stay with this field, not one-off projects, which is why it requires a committed mentor and real institutional support and asks each applicant for a plan for future contributions. The design rewards promise and persistence over track record. The strongest fits are students, residents, postdoctoral fellows, and new investigators ready to commit to TANGO2 research. Geographies: Global. Who can apply: Early-career investigators worldwide, including undergraduate, graduate, and medical trainees, postdoctoral fellows, residents, and clinical or research fellows. Early-career investigators must hold a PhD, MD, or equivalent doctoral degree and be within 10 years of that degree or within 5 years of initiating rare disease research, engaged in postdoctoral research at an academic institution, teaching hospital, or nonprofit research institute. Currently enrolled trainees and transitional PhD candidates beginning a postdoctoral appointment at a nonprofit institution by July 1, 2026 are also eligible. All applicants must identify a qualified mentor with relevant TDD or rare disease research experience and demonstrate institutional support. Funding amount: Up to USD $15,000. Targeted Sectors / SDGs: Innovation, Science & Technology. Deadline: October 2, 2026. Learn more and apply here. Call for Expression of Interest (EOI): AMBSO Impact Research Initiative, Africa Medical and Behavioral Sciences Organization (AMBSO). *Closing soon!* The Africa Medical and Behavioral Sciences Organization is inviting expressions of interest for its Impact Research Initiative, which funds early-stage pilot studies and proof of concept work on priority health challenges. AMBSO is a Ugandan research organization backing bold ideas that can grow into larger studies, and its tracks span antimicrobial resistance, epidemic preparedness, artificial intelligence for diagnostics, HIV prevention, climate and health, cancer, maternal and child health, and non-communicable diseases. The small award size and direct-cost-only rule point to a funder that wants evidence rather than overhead, and that favors projects able to attract follow-on money or use AMBSO’s own research infrastructure. Eligibility runs worldwide, welcoming researchers and institutions inside and outside Africa. The strongest fits are researchers with a feasible pilot that generates policy-ready evidence. Geographies: Global. Who can apply: Open worldwide to researchers, academic institutions, and research organizations whose work aligns with generating high-impact health evidence. Independent researchers are eligible if affiliated with an academic or research institution. Doctoral students are encouraged to apply as part of a research team led by a faculty Principal Investigator. Community-based organizations and other eligible entities may apply. Projects may be implemented inside or outside Uganda. Funding amount: Up to USD $10,000 per project, with no minimum funding threshold. Targeted Sectors / SDGs: SDG3. Deadline: October 2, 2026. Learn more and apply here. Entrepreneurs for Resilience 2027 (E4R27), Swiss Re Foundation. *Closing soon!* Swiss Re Foundation is opening the tenth edition of Entrepreneurs for Resilience, which backs healthcare social enterprises expanding affordable, quality primary care for low-income communities across low- and middle-income countries. The Foundation is using catalytic, blended funding plus multi-year advisory to take risk out of scaling, helping proven models reach more people sustainably rather than stay stuck at pilot size. It looks to back brick-and-click enterprises that pair physical care with digital tools and build affordability through savings, payments, or microinsurance, ideally integrated with public health systems. Requiring earned revenue, real customer scale, and gender-inclusive teams signals that this is growth capital for commercially serious ventures, not seed money. The strongest fits are established, revenue-generating healthcare enterprises ready to scale access for underserved populations. Geographies: Global. Who can apply: For-profit and hybrid healthcare social enterprises serving low-income and underserved populations in low- and middle-income countries, using combined physical and digital (brick-and-click) healthcare delivery models. Applicants must demonstrate measurable social impact, generate at least 50% of income through earned revenue, have been established no later than December 2023, already serve at least 50,000 people with potential to scale, and have at least 30% low-income customers. Preference for gender-inclusive enterprises with at least one female founder or at least 30% women in management. Funding amount: Pilot funding of up to USD $45,000 for the 6-8 shortlisted social enterprises; up to USD $1 million in blended funding (up to USD $600,000 unconditional plus up to USD $400,000 conditional) shared among 3-4 finalists over a two-year implementation period; total programme funding approximately USD $1.3 million. Targeted Sectors / SDGs: Innovation, Science & Technology · SDG3; SDG5. Deadline: October 4, 2026. Learn more and apply here. Horizon HealthTech 2026, IIITD Innovation & Incubation Center. *Closing soon!* IIITD Innovation and Incubation Center is opening Horizon HealthTech 2026, a nine-month MedTech incubation cohort run under the aegis of BIRAC EDGE for founders building medical devices, diagnostics, surgical and interventional tools, or remote monitoring. The center is backing teams that already hold a validated proof of concept and want to reach a tested prototype, pairing each founder with a named expert and clinical validation through a hospital partner. What they seek to back is Indian health technology that can survive real clinical scrutiny and regulatory review, not slideware. The structure, with lab access, CDSCO guidance, IP support, and investor connects, signals a program built to make startups ready for follow-on capital. The strongest fits are early-stage MedTech teams with defensible IP and a working path from bench to bedside. Geographies: India. Who can apply: Early-stage teams/startups with a validated idea/proof of concept (TRL 3 onwards) working on medical devices, diagnostics, surgical/interventional technologies, or remote monitoring, holding IP or with potential to generate IP. Funding amount: No cash award amount is stated on the official program page. Benefits are in-kind: prototyping lab and equipment access, clinical/hospital validation (Max Healthcare), expert mentorship, CDSCO regulatory guidance, IP filing support, workspace, cloud credits and tools, and investor connects. Run under the aegis of BIRAC EDGE and builds a path to follow-on Government/VC/Angel funding. Targeted Sectors / SDGs: Innovation, Science & Technology · SDG3; SDG9. Deadline: October 5, 2026. Learn more and apply here. OpenAI AI and Teen Development Research Grant Program, OpenAI. *New!* *Closing soon!* OpenAI is opening its AI and Teen Development Research Grant Program to fund independent studies of how generative AI shapes the lives of young people ages 13 to 17. OpenAI wants a stronger evidence base on how teens actually use these tools and what that use does to their social and emotional development, so that product teams, policymakers, and regulators can act on findings rather than assumptions. It seeks work on emotion regulation, relationships, belonging, and the safeguards that keep teens safer, welcoming interdisciplinary teams and any methodology. That it will fund research whose conclusions may not favor AI providers, and prioritizes studies touching ChatGPT, signals a genuine appetite for credible outside scrutiny. The strongest fits are research groups grounded in adolescent development, well-being, and AI safety. Geographies: Global. Who can apply: Researchers aged 18 or older who are affiliated with a research institution or organization, and/or have significant experience relevant to child or adolescent development, well-being, human-computer interaction, AI impacts, or a closely related field. Multiple institutions may collaborate. OpenAI is seeking to fund research rather than for-profit initiatives and will not prioritize for-profit organizations. Funding amount: Individual research grants up to USD $1 million, totaling up to USD $5 million; maximum 10% of each grant for overhead or indirect costs. Targeted Sectors / SDGs: Social Inclusion & Community Wellbeing; Innovation, Science & Technology. Deadline: October 6, 2026. Learn more and apply here.

Surprising Lions linebacker Building Legitimate 53-Man Roster Case
The Detroit Lions added a bunch of new faces through free agency this offseason, including Joe Bachie. The veteran linebacker signed a one-year deal with the Lions after the draft in late April. Bachie spent the 2025 campaign in the AFC South, playing five games with the Colts before being placed on injured reserve with a foot injury and eventually being released with an injury settlement. Bachie landed on his feet with the Tennessee Titans but only served as a special teamer in Nashville.
Saber's newest game trailer takes a shot at Gearbox's CEO, if you look closely
The first hint that something might be up with the recent debut trailer for Saber Interactive’s Rideshare Stimulator is an unusual choice of words—aside from that second one in the game’s title. “Don’t take your passengers too seriously,” the trailer’s narrator says, as he describes this upcoming game. It a car game about the gig work of driving eccentric people to their destinations, a riff on Crazy Taxi. And then, he says: “When I think I’ve met the randiest of passengers, someone even stranger gets in.” “Randiest”? That suggests “randy,” which usually means having strong sexual desire. Yet none of the oddball backseat occupants featured in the trailer seem particularly lustful. One is an old man who considers his grandson a failure, another shares the theory that birds might control traffic lights, another says he’s banned from an aquarium. A little later, there’s a license plate, shown 63 seconds into the trailer, on the front of an SUV: USB DRV It’s a Texas plate. The symbol between those letters is a cog wheel. If you know, you know. That’s a reference to Texas-based Borderlands game development studio Gearbox Software (their logo features a cog wheel). More specifically, it’s a reference to Gearbox’s CEO Randy Pitchford, who in 2018 found himself explaining the nature of video he’d saved on a USB drive that was found at a Medieval Times restaurant before being returned to the studio: “It was ‘barely legal’ porn. This girl’s handle was ‘Only 18.’” The “girl” in the video had committed a solo sex act that Pitchford, an avid practitioner of magic, found remarkable. “I realized, this is not a sex worker…This is a fucking magician.” Back then, the USB drive was central to competing lawsuits against Gearbox by the studio’s former lawyer and by Gearbox against him. A settlement in late 2019 “exonerated” Pitchford, per the Hollywood Reporter. The USB story has resurfaced at times, now in a trailer from a company that not long ago was corporate brethren with Gearbox. Saber vs. Gearbox The head of Saber told Game File that the reference is payback. “The dig is because Randy took shots at Embracer in Borderlands 4,” Saber CEO Matt Karch told me when I asked him about the license plate. “Without Embracer, Randy is performing magic tricks at birthday parties for a living.” Having interviewed Karch during a cross-country flight in late 2024, I can confirm that Karch was unimpressed with Pitchford during their time both working in the Embracer group. I’d approached him not out of surprise that there was animosity but that it was manifesting publicly now. Gearbox was founded in 1999, worked on a port of Halo early on, and developed hit series such as the loot-based sci-fi shooter Borderlands before it was purchased by The Embracer Group in early 2021 for $363 million (with a possible earn-out of over $1 billion, if certain targets were hit by 2027). Saber was founded in 2001, worked on a remaster of Halo early on, had a big hit with zombie shooter World War Z and was purchased by Embracer in early 2020 for $150 million, with a potential earn-out of up to $375 million. For a few years, the Embracer group was a voracious acquirer of game studios. Then, as investment dried up, it choked. In March 2024, Embracer sold Saber to an investment company controlled by Saber CEO Matt Karch, and it sold Gearbox in an all-stock deal to long-time Borderlands publisher Take Two Interactive. Other studios were shut down. Hundreds of developers were laid off. Gearbox didn’t say much about their Embracer experience, nothing too direct, at least. In the summer 2024, Pitchford told reporter and occasional Game File contributor Nicole Carpenter that Borderlands 4’s story was in some way thematically connected to Gearbox’s experience at Embracer: “There’s this cultural and emotional shift in me, personally, and at the studio. What does it mean to trade some autonomy for organization?” When Borderlands 4 came out, there was something stranger: the matter of “Embracer’s Bluff,” a location in the game featuring an AI-powered toilet and a large trash dump, according to a detailed Kotaku account of the place. Gearbox never commented on it; Take Two never got back to me about it when I asked them last year. By contrast, since Saber exited Embracer, Karch has been one of Embracer’s biggest defenders, casting their management as well-meaning and supportive despite the layoffs and studio closures that resulted from their excessive expansion. Like others, Saber’s Karch saw Embracer’s as a shot. With Rideshare Stimulator’s trailer, he’s returned fire. “It’s amazing to me how fast people forget those who went above and beyond for them,” Karch told Game File. A rep for Gearbox did not comment by press time. Game File is a reader-supported publication. Your backing makes my reporting—including any coverage of trailer-based beefs—possible. Good news! Item 2: In brief… 🚫 Wal-Mart has laid off the staff of Restart, a games media outlet launched in 2024, Aftermath reports. 🟥 A GTA VI preview is on the way, at last, via an “extended look” that will premiere, unusually, on Netflix at 3pm ET on August 27, then officially go live elsewhere six hours later. Last week, Game File noted that Take Two label Rockstar Games is overdue for showing off GTA VI, based on the timing of the initial hands-off previews of GTA V and Red Dead Redemption 2. During a call with investors, Take Two CEO Strauss Zelnick said pre-orders for GTA VI were “unprecedented and astonishing,” but added the company can’t predict how many of those pre-orders represent bonus sales vs. sales that otherwise would have been made at launch. During the same call, Zelnick was noticeably bullish on the future of playing games over streaming cloud connections (predicting wider adoption in three or so years). He sounded unbothered by Sony’s plans to stop making discs for new games (he said the business is 90% digital already and predicted that there could still be limited edition physical editions of games “in the same way there’s still vinyl in the recorded music business.”) 👀 Take Two wrote off $43 million in their spring quarter after deciding “not to proceed with further development of an unannounced title in its pipeline from a third-party developer.” 🤔 Some rare age-demographics from a big publisher: Capcom recently told investors that “users in their 20s account for approximately half of the users of both Pragamata and Resident Evil Requiem.” Item 3: The week ahead Tuesday, August 11 Game releases: The Elder Scrolls IV: Oblivion Remastered (Switch 2; already out for PC, PS5, Xbox) continues the Bethesda strategy of putting Elder Scrolls games on everything; Royalty Free-For-All is a Smash Bros.-style fighting game featuring public domain characters such as Mother Goose brawling with Oliver Twist in a stage based on the original Little Shop of Horrors movie. Wednesday, August 12 Game release: Pro Jank Footy (PC, console) is an arcade-style Australian Rules Football game with increasingly ridiculous rules, the more you play (I enjoyed the Steam demo) Thursday, August 13 Game release: Super Mario Sunshine (Switch 2, originally released in 2002 on the GameCube) is released for Switch 2’s Nintendo Switch Online service. This game is the black sheep of 3D Mario games. It’s the successor to the breakthrough Super Mario 64 and the rare Mario game built around a single (vacation resort) theme. Mario’s got a water-spraying backpack, a Yoshi pal and a lot of blue coins to collect.

Debt Digest | Federal Debt is a Health Care Problem
Welcome David Ditch to the Debt Dispatch! We are pleased to announce a new regular contributor: David Ditch will be joining the Cato Institute as a Policy Analyst for Budget and Entitlement Policy later this week. David has more than a decade of experience in fiscal policy issues, with a particular focus on federal spending. He previously worked at the Senate Budget Committee, the Heritage Foundation, and the Economic Policy Innovation Center. David’s areas of expertise include appropriations, transportation, agriculture, federalism, grantmaking, and policy options for deficit reduction. Originally from the Rochester, N.Y. area, David has a BA in Economics and Political Science from the University of Rochester and a MA in Political Management from George Washington University. David currently lives in Arlington, VA. You may have enjoyed his earlier guest posts: CBO: New Highway Bill Has More Spending, Taxes, and Deficits Trump Administration’s Proposed Changes to Federal Grants Highlight Problems of Big Government Here are this week’s reading links and fiscal facts: The federal debt is largely a health care problem. In a new report, the Congressional Budget Office and Joint Committee on Taxation find that “In 2026, federal subsidies for health insurance, net of related payments to the government, are projected to equal $2.4 trillion, or 7.4 percent of gross domestic product (GDP). In CBO and JCT’s projections, those subsidies grow by 65 percent, reaching $3.9 trillion, or 8.4 percent of GDP, in 2036. Subsidies for Medicare contribute most to that overall growth, increasing by $900 billion. Over the entire 2026–2036 period, federal subsidies for health insurance total $33.6 trillion.” Cato’s Michael Cannon emphasizes, “The long-term federal debt problem is a health care problem. […] Only two categories of federal outlays will grow faster than gross domestic product (GDP): health care subsidies and interest payments on the debt. The former is, therefore, the primary driver of the latter.” The bond market fears deficits, not the loss of tariff revenue. Responding to a New York Times essay claiming tariff revenue has grown too important for a future administration to unwind, Cato’s Kyle Handley argues: “Bond investors are not attached to customs duties as a line item revenue source. They care about the government’s overall fiscal position.” He continues, “tariff revenue is a side hustle. And the Trump administration has already promised to dole out the funds through schemes like tariff dividend rebates, farm subsidies, and pay-fors on tax cuts or other spending.” Furthermore, “tariff revenue is simply not large enough to transform the government’s fiscal trajectory.” Take net interest for example: it “reached $970 billion in fiscal year 2025, absorbing 18.5 percent of federal receipts. Customs duties accounted for only 3.7 percent of receipts—and that was before refunds (see Figure 2).” Handley concludes, “The real bond-market concern is a large and growing interest bill, persistent budget deficits, and a political system unwilling to bring spending and revenue into alignment.” Medicare’s spending growth is driven by more volume and utilization. A Congressional Research Service report finds that Medicare spending “grew at an average annual rate of 7.3%” from 1985 through 2025, and the trustees project health care expenditures will keep rising “faster than gross domestic product (GDP) in most future years.” Citing CBO, the report attributes Medicare’s projected 2026–2036 spending growth to “23% from higher enrollment, 31% from inflation, and 47% from the growth of inflation-adjusted spending per beneficiary. In other words**, the largest single driver of Medicare spending growth during the next decade is expected to be higher volume and intensity of health care services.”** Boccia and Thakur explain: “as the economy grows, Medicare spending tends to grow at least as fast—and often faster—because the program automatically pays the bill for more and more healthcare consumption by seniors, even as prices rise.” The Fed has little control over market interest rates. Cato’s Jai Kedia documents that the Fed has held its rate target steady since December, yet “nearly every rate Americans actually borrow at has climbed over the same stretch.” Kedia continues, “The Fed did nothing, and the cost of credit went up anyway. […] Markets spent these months repricing macroeconomic events such as sticky core inflation, a volatile energy market driven by the conflict in the Middle East, and global trade disrupted by tariffs, among others. None of that required a policy change to show up in borrowing costs because markets, not the FOMC, set prices.” He concludes, “Accurately priced borrowing rates will come from credible disinflation and disciplined budgets and from a Fed content to follow the economy rather than pretend it leads it.” Nearly half of US farm income comes from taxpayers. Former Reagan OMB director David Stockman notes that “in the most recently completed full year (FY 2025) farmer incomes in the US totaled $97.8 billion, but fully 42.7% or $41.8 billion of that amount came from taxpayers, not the marketplace. Nor is this some kind of one-year aberration. If we look at the most recent decade as a whole, total farm income posted at nearly $708 billion, but, as indicated, fully $322 billion or 45% of this came compliments of US taxpayers.” Cato’s Chris Edwards explains why so little of that income is market-earned: “Farmers are businesspeople, but the government shields them from just about every type of weather and market risk. Furthermore, just about every part of the agricultural industry is subsidized, including insurance, loans, marketing, research, export sales, and land improvements.” The Debt Dispatch is a reader-supported publication. Handover of Health Commodities
Joint Handover of Health Commodities Speech of Chargé d’Affaires Steve Bremner (…) Thank you for joining us. I am here today to demonstrate how U.S. foreign assistance under President Trump’s America First Global Health Strategy and our bilateral health MOU makes America safer and stronger while helping Madagascar build a more self-reliant health system. Through our bilateral Global Health Memorandum of Understanding (MOU) signed in December 2025 with the Ministry of Public Health, our two governments outlined shared priorities and responsibilities, including a strong focus on infectious disease threats and Madagascar’s increasing ownership and co-investment in its own health system. The MOU outlines the structure and terms of U.S. support to Madagascar’s health sector from 2026 through 2030, with a total commitment of $134,305,000 from the U.S. government and $41,216,252 from the Government of Madagascar to work jointly to address malaria, maternal and child health, polio and global health security issues. Stronger health systems help prevent instability and reduce the risk that infectious diseases reach the United States, making both our countries safer. America First foreign assistance is clear and disciplined: It is a tool of strategic engagement, not global charity. Every U.S. taxpayer dollar must show measurable results, reduce long-term dependence on U.S. taxpayer resources, and support greater self-reliance in recipient countries. Support must be efficient and targeted, with zero tolerance for fraud, waste, or abuse. This year, through the U.S.-funded Global Health Supply Chain Program – Procurement and Supply Management project, we are distributing: 989,250 long-lasting insecticide-treated nets, worth $2,000,000 to 63 districts and 1,661 Community Health Centers across Madagascar, with the third and final delivery of these nets having arrived in late June. Through the U.S.-funded Momentum Country and Global Leadership (MCGL) project, we are funding: The full cost of Starlink internet connectivity equipment procurement, installation, and one-year subscription for 31 priority District and Regional Health Offices. Through the U.S.-funded Strengthening Infectious Disease Detection Systems project, we are supplying: 908,523 pieces of critical medical equipment and a modernized digital surveillance system to the Ministry of Public Health. These materials will strengthen health systems, improve response capabilities, and help those most in need of protection from mosquito-borne diseases — particularly malaria, which continues to claim the lives of children and women at an unacceptable rate. Deployed effectively, they will contribute to reducing maternal and newborn mortality in rural and hard-to-reach communities where the need is greatest. In these same underserved areas, Starlink connectivity will play a critical role in enabling the rapid transmission of health data and information to central levels, ensuring that decision-makers receive timely, actionable intelligence and can mount swift, coordinated responses to protect populations. For Americans, this support delivers concrete benefits. Stronger health systems in Madagascar help detect and contain infectious diseases before they spread across borders, protecting American and Malagasy families. More stable, healthier countries can expand trade and economic cooperation with the United States. Our goal is not permanent support; it is temporary, targeted assistance that helps Madagascar save lives while achieving greater self-reliance and independence from foreign assistance. To the health workers and community health agents here that will use the products we’re delivering today: your dedication and skills save lives. Your work exemplifies the kind of local ownership that will enable Madagascar to reduce dependence on foreign assistance and manage the country’s health challenges. This targeted support delivers results today while helping Madagascar build toward a future where it can sustain and expand those health gains independently, ensuring that today’s U.S. support leads to Madagascar’s self-sufficiency. Thank you, Misaotra.
