How a controversial camera system is monitoring mental health patients
The Lampard Inquiry started back in September 2024 and I remember going to the first hearing in Chelmsford. Subscribe The bereaved families made placards of their loved ones, they stood outside in silence and then laid flowers to mark the moment. Now, two years on, in a process meant to last another two years, there’s been a development. Last week, we were told the chair, Baroness Lampard, pictured below, could be looking at making interim recommendations. Throughout the process, she has remarked that although this inquiry is looking at almost 2,000 people who were under the care of Essex mental health services from 2000-2023 when they died, the findings could have national implications for other trusts. ‘Records 24 hours a day in patient’s bedroom’ So why has this happened? One system that the inquiry is going to take a closer look at is a controversial monitoring system called Oxevision. It monitors some vital signs of patients remotely by using a camera placed in a room. It’s used by 40% of NHS mental health trusts. But campaigners, particularly the group Stop Oxevision, have asked for this technology to be removed from mental health wards as soon as possible. I spoke to a member, Hat Porter, today and they described to me what they thought this technology did and explained their concerns: “It records 24 hours a day and it’s located in a patient’s bedroom, which is obviously somewhere you’d usually expect to be a private place. “Our concerns are that the use of the technology has been has been kind of implemented as a substitute for proper in-person support, that it’s kind of over relied on and that there’s a lot of misunderstandings and that the presence of a camera, which has often been used without people’s consent, sometimes without even their knowledge, that that has a really big impact on privacy, dignity and human rights.” ‘Not sufficient’ I put it to them that the company behind Oxevision would dispute their claims about consent and in videos I’ve seen online from NHS trusts, they make it clear that the technology is complementary to trained staff and not a replacement. [ ](https://channel4news.substack.com/p/the-nottingham-inquiry-what-lessons) [ How the Nottingham inquiry shines a spotlight on other key mental health care failings ](https://channel4news.substack.com/p/the-nottingham-inquiry-what-lessons) Victoria Macdonald · Feb 12 [ Read full story ](https://channel4news.substack.com/p/the-nottingham-inquiry-what-lessons) A team of lawyers has been working on the inquiry and with bereaved family members who have concerns about this technology. I spoke to solicitor Priya Singh, from Hodge Jones & Allen, who made the point that questions usually asked by nurses would be missing from using devices like this. “It’s not sufficient to say, oh, the patient is moving around. Somebody must go in and say, are you okay? Are you distressed? Do you want help? Is there anything I can do? Share Channel 4 News “How are you spending your time? So I think a lot of our families cannot see the function of it when ultimately the patient should only really be observed when they’ve been prescribed to be observed, they can be observed more, but that more should really be happening face to face.” The Chair will hear evidence over the next two weeks and then a decision made after that, which could have national impact if she does decide this technology should be investigated or even removed. The Department of Health and Social Care said: “The Government is committed to ensuring that lessons are learned from the Lampard Inquiry to improve patient safety. “We are confident that the Inquiry will play an important role in identifying wider learnings for the health system following the tragic events in Essex and will contribute to improvements in patient safety.” We approached LIO Health, which runs Oxevision, for comment. U.S. Department of Health and Human Services (HHS) Recommends Science-Based Thresholds to Target Dangerous Enhanced Kratom Products
Kratom products credit: CDPH DEA takes action based on updated recommendation from HHS October 11, 2026 - WASHINGTON - On Friday, the U.S. Department of Health and Human Services relesed the following: The U.S. Department of Health and Human Services (HHS) provided a new recommendation to the Drug Enforcement Administration (DEA) that establishes science-based thresholds for 7-hydroxymitragynine (7-OH) and mitragynine pseudoindoxyl (MGPI), potent opioid compounds associated with products marketed as kratom. The Department of Justice today announced that DEA issued new Notices of Intent reflecting HHS’ updated scientific analysis and recommendations, including a new Notice of Intent for 7-OH and MGPI incorporating HHS’ recommended concentration and ratio thresholds. Following a review of available scientific data and comments, HHS Assistant Secretary for Health Admiral Brian Christine, M.D., recommended that DEA use concentration or ratio-based thresholds to determine which products containing 7-OH and MGPI are subject to Schedule I control for purposes of temporary scheduling of these substances under the Controlled Substances Act. The recommendation is designed to target concentrated or chemically altered products while distinguishing them from natural botanical kratom products, which may contain trace amounts of 7-OH and MGPI. “We are drawing a clear line between natural kratom and dangerous, enhanced opioid products,” said HHS Secretary Robert F. Kennedy, Jr. “We listened to the public, followed the science, and developed a clear recommended threshold for temporary scheduling that targets concentrated 7-OH and MGPI without sweeping natural botanical kratom into Schedule I. The Trump Administration will continue taking decisive action against dangerous products that fuel addiction while making sure our policies are grounded in rigorous science.” Under the recommendation, 7-OH and MGPI would be controlled in Schedule I for purposes of temporary scheduling when either substance alone, or their combined amount when both are present: Exceeds 1 milligram per gram in solid powders, encapsulated material, or other solid forms, or exceeds 1 milligram per milliliter in liquid preparations; or When the mass of mitragynine present divided by the mass of 7-OH, or MGPI, or the combined amount of 7-OH and MGPI if both present, is less than 100. The ratio-based approach reflects the alkaloid composition of natural kratom products and provides a way to identify products intentionally enhanced or concentrated with 7-OH or MGPI. Available scientific data indicate that 7-OH occurs naturally in botanical kratom at relatively low or trace levels, while some evidence reviewed by FDA suggests MGPI may also occur at trace levels in some natural or kratom-derived products. FDA's scientific review found that 7-OH is substantially more potent than morphine in preclinical studies, with available data indicating approximately two to nine times greater potency depending on the study. FDA also identified evidence supporting a meaningful risk of opioid-like physical dependence and withdrawal from MGPI. “Our recommendation gives DEA a scientifically supportable framework to distinguish natural botanical kratom from products that have been concentrated or manipulated to deliver dangerous levels of potent opioid compounds,” said Assistant Secretary for Health Admiral Brian Christine, M.D. “This approach allows us to focus on the products that pose the greatest threat to public health.” In July 2025, following an FDA scientific and medical evaluation, HHS recommended that 7-OH above a specified threshold be placed in Schedule I of the Controlled Substances Act. In July 2026, DEA announced its intent to temporarily schedule 7-OH above a specified threshold, and HHS simultaneously sought public comment on the proposed threshold. DEA subsequently temporarily placed MGPI and two synthetic 7-OH derivatives, MGM-15 and MGM-16, in Schedule I. Since then, questions have emerged about how scheduling could affect natural botanical kratom products potentially containing trace amounts of MGPI. The new HHS recommendation responds to those concerns by providing DEA with a more precise threshold based on both the concentration of 7-OH and MGPI and their relationship to mitragynine, the predominant alkaloid in kratom. HHS and FDA will continue working with DEA to protect Americans from dangerous concentrated and synthetic opioid products while ensuring federal policy is grounded in the best available science. Countries race to provide oral health care for all in 100-Day Sprint across Asia
Twenty Asian countries and areas across the WHO Western Pacific and South-East Asia regions vowed to strengthen essential oral health benefits as part of a “100-Day Sprint” initiative, during the 16th Asian Chief Dental Officers Meeting held from 27 to 29 September in Kota Kinabalu, Malaysia. The meeting marked the midpoint of the 100-day sprint bolstering support for countries to develop essential oral health benefit packages that can be integrated into national universal health coverage plans. Convened by the two WHO regional offices and the Malaysian Ministry of Health as the Secretariat, the meeting brought together national oral health leaders from 20 Asian countries, staff from all levels of WHO, WHO collaborating centres and other development partners. Participating countries and areas included: Bangladesh, Bhutan, Brunei Darussalam, Cambodia, China, Hong Kong (SAR) China, India, Indonesia, Japan, Lao People’s Democratic Republic, Malaysia, Maldives, Mongolia, Nepal, the Philippines, Singapore, Sri Lanka, Thailand, Timor-Leste and Viet Nam. Participants reviewed progress and refined proposals using the WHO Service Package Delivery and Implementation (SPDI) Platform. Countries conducted bottleneck analyses across four key areas: service delivery, workforce, access to essential medicines and health products, and health financing. They identified practical actions to address implementation challenges and refined proposed revisions to their national oral health benefit packages. “There is no health without oral health. Through the 100-Day Sprint, countries are advancing the implementation of the Western Pacific regional implementation plan on oral health and strengthening progress towards universal health coverage,” noted WHO Regional Director for the Western Pacific Dr Saia Ma'u Piukala. Participants identified bottlenecks and proposed workable solutions to strengthen access to essential oral health care through primary health care, sharing experiences and discussing how best to translate policy commitments into feasible and sustainable action at the country level. Malaysian Minister of Health Datuk Seri Dr Dzulkefly Ahmad highlighted the importance of prevention and primary health-care approaches to improve oral health: “Oral diseases can have lifelong consequences, yet many are preventable. By integrating essential oral health care into primary health care and promoting prevention in schools and communities, we can improve oral health across the life course.”The WHO team led by Dr Huong Tran, Director of the Division of Health Promotion, Disease Prevention and Control of the WHO Western Pacific Region and national oral health leads from over 20 Asian countries visited the SK Pekan Putatan School, Sabah for school oral health programme including flouride mouth rinsing. © WHO / V. ChaudharyDr Huong Tran, Director of the Division of Health Promotion, Disease Prevention and Control for the WHO Western Pacific Region, emphasized key collaborative roles WHO can play. “Oral diseases are the most common noncommunicable diseases, yet many can be prevented and treated through essential oral health services delivered at the primary health-care level,” she said. “By sharing experiences and using WHO tools such as the SPDI Platform, countries are accelerating progress towards universal health coverage for oral health.” “Integrating oral health into broader health services is essential for reducing inequities, expanding access and recognizing oral health as an integral component of overall health and well-being. The 100-Day Sprint provides an important opportunity to translate this commitment into practical action and ensure that quality oral health services reach all people, especially those most in need,” said Dr Suman Rijal, Director of the WHO South-East Asia regional Department of Healthier Populations and Noncommunicable Diseases. As host of the meeting, Malaysia showcased ongoing efforts to strengthen oral health care through primary health care and prevention-focused approaches, while providing a platform for countries across the two WHO regions to exchange experiences and accelerate progress towards universal health coverage for oral health. “WHO is encouraged by Malaysia's leadership in addressing the burden of oral diseases and advancing universal health coverage for oral health through practical, country-led action,” said Dr Rabi Abeyasinghe, WHO Representative to Malaysia, Brunei Darussalam and Singapore. Countries will continue to refine and figure costs for national oral health benefits during the remaining sessions of the 100 days. These efforts support implementation of the WHO Global strategy and action plan on oral health 2023–2030, while also helping to expand access to essential oral health services through stronger and more equitable health systems across the WHO Western Pacific and South-East Asia regions.______________For more information, or to arrange media interviews, contact: WHO Regional Office for the Western Pacific: wprocom@who.int WHO Regional Office for South-East Asia: SEMediaRelations@who.int
