Commission to present long-awaited Innovation Act proposal
The European Commission will present its proposal for an EU Innovation Act on September 9, with a focus on strengthening public procurement as a driver of innovation and facilitating the use of intellectual property (IP) to secure financing.The proposal was initially meant to be published in March. No explanation has been given for the delay, but it may be linked to issues with the associated impact assessment.The Commission’s Regulatory Scrutiny Board issued a negative opinion on the draft impact assessment following its meeting on January 28, and again on February 27, according to a draft of the Innovation Act published by Agence Europe.In it, the Commission lays out the steps it has taken to address the board’s concerns, including avoiding overlap with the upcoming revision of the EU Public Procurement Directives and removing a mandatory target for EU member states to increase overall innovation procurement spending.The Innovation Act, which was included in last year’s start-up and scale-up strategy, is meant to reduce barriers to bringing innovative solutions to the market and speed up the path from research to commercialisation.Central to the initiative, according to the draft proposal, is the introduction of a harmonised EU framework for the procurement of R&D services by public buyers, including pre-commercial procurement. The plans would also introduce an EU preference in public R&D procurement.“Other leading economies in the world are investing five to eight times more in public procurement of R&D than the EU,” it notes.
