Asia-Pacific parliamentarians urge bolder action for universal health coverage, climate resilience and responsible AI

Parliamentarians representing 16 countries from across the Asia-Pacific region concluded the Ninth Meeting of the Asia-Pacific Parliamentarian Forum on Global Health (APPFGH) today, reaffirming their key role in advancing universal health coverage (UHC) amid the risks and opportunities posed by AI and climate change. In adopting the Phnom Penh Communiqué, parliamentarians urged fellow legislators regionwide to strengthen sustainable financing for UHC to widen access to health for all, including the most vulnerable populations; promote responsible governance of AI amid ethical concerns over this fast-evolving technology; and build climate-resilient health systems to anticipate and respond to mounting pressures ranging from rising sea levels in coastal areas to air pollution and other environmental degradation. The National Assembly of Cambodia, with support from Cambodia’s Ministry of Health and the World Health Organization (WHO), hosted the Forum in Phnom Penh from 11 to 13 August 2026 – the first time the Forum has convened in a Mekong country.Parliamentarians urge action to close gaps in accessIn the Communiqué, parliamentarians recognized that at-risk and marginalized groups are the ones most severely affected by gaps in access to health services. These groups include people living in poverty, women and children, persons with disabilities, older people, migrants, refugees, and those in rural, remote or island communities. The Communiqué urges fellow parliamentarians and policy-makers to advocate for laws and policies that support sustainable financing to protect people from financial hardship, with a focus on primary health care, prevention and equity. "The Communiqué is a call to action. It sets out ambitious, concrete measures that deliver meaningful impact on the ground. We are all accountable for advancing universal health coverage and translating our commitments into tangible results. Cambodia is fully committed to advancing UHC, including the promotion of ‘healthy people, prosperous country’ campaign,” said Samdech Maha Rathsapheathika Thipadei Khuon Sudary, President of the National Assembly of the Kingdom of Cambodia. His Excellency Professor Chheang Ra, Minister of Health of the Kingdom of Cambodia, highlighted the need for collaboration beyond the health sector. “Universal health coverage cannot be achieved by the Ministry of Health alone. It requires support, particularly from parliamentarians, across political, legislative, financial, social protection, education, infrastructure, and environmental domains. While each country follows its own path, one factor is universally critical for success: strong governance and leadership. We all believe in this principle, and in our respective political roles, we remain committed to strengthening these key success factors to ensure that no one is left behind.”Promoting responsible AI adoption Parliamentarians acknowledged that, while AI has already demonstrated its ability to improve access to health services and support delivery, careful and ethical governance is necessary to safeguard quality, safety, privacy and public trust. This underscores the importance of parliamentarians in promoting legal and regulatory frameworks addressing liability, records ownership and data governance, while embracing innovation that protects ethical practice.“Without strong governance, safeguards for privacy and data security, sustainable financing, and attention to those most at risk of exclusion, new technologies may widen existing gaps instead of closing them. This is why parliamentarians matter. We pass laws. We approve budgets. We scrutinize government action. We represent communities. We can ask whether health services are reaching rural, remote, ageing, poor, and marginalized populations. We can ask whether innovation is being guided by equity, evidence, and ethics,” said Hon. Man Hee Lee, President of the Asia-Pacific Parliamentarian Forum on Global Health.Building climate-resilient health systemsParliamentarians also reiterated that the climate crisis is a direct threat to people’s health and to achieving UHC more broadly, deepening the same gaps in access already faced by at-risk and marginalized communities. They recognized the need for WHO Member States to ensure sufficient national appropriations and oversight, and for parliamentarians to raise awareness in their constituencies and mobilize local action in building climate-resilient and sustainable health systems.“Universal health coverage, climate change and AI cannot be addressed in isolation. The same communities struggling to access health services today are often the ones most exposed to climate shocks, and most in need of the opportunities AI can offer if this technology is governed responsibly,” said Dr Saia Ma’u Piukala, WHO Regional Director for the Western Pacific. “Having served previously in this Forum myself as a parliamentarian from Tonga, I recognize how the Phnom Penh Communiqué reflects the shared resolve of legislators across the Asia-Pacific region: the laws parliamentarians pass and the budgets they approve help ensure this progress reaches the people who need it most.”As the Forum drew to a close, delegates reflected on what they would carry back to their own parliaments and constituencies.“I wish to share three points here worth carrying home from Phnom Penh: we need to invest in primary health care as the foundation of coverage; we need to remove the barriers that keep people from care, whether financial, geographic or social; and we need to build systems that are inclusive by design, protecting those most at risk of being left behind,” added Hon. Ouch Borith, First Vice-President of the Senate of the Kingdom of Cambodia.###Notes for editors:The Asia-Pacific Parliamentarian Forum on Global Health (APPFGH) is a platform for parliamentarians to exchange ideas, build political will, strengthen capacity and foster collaboration towards sustainable health action. This was the ninth meeting of the APPFGH, with the theme “Universal Health Coverage in the era of Climate Change and Artificial Intelligence”. Target 3.8 of the Sustainable Development Goals calls on countries to achieve universal health coverage, including financial risk protection, access to quality essential health services, and access to safe, effective, quality and affordable essential medicines and vaccines for all. In the Western Pacific, UHC service coverage index (SDG 3.8.1) rose from 63 in 2000 to 81 in 2023 (figures include Indonesia), and roughly one in four people in the Western Pacific have experienced financial hardship (SDG 3.8.2). Progress towards UHC in the Asia-Pacific region remains uneven, with hundreds of millions of people still lacking access to essential health services or facing financial hardship due to health-related expenses. Strengthening the role of parliaments – through legislation, financing and oversight – is central to closing this gap and accelerating progress towards UHC across the region.Parliamentarians participating in APPFGH in Cambodia this week include: Hon. Pehin Dato Adanan YUSOF, Brunei Darussalam; Hon. Rosmawatty ABDUL MUMIN, Brunei Darussalam; Hon. LORK Kheng, Kingdom of Cambodia; Hon. YOS Phanita, Kingdom of Cambodia; Hon. KHOUN Khundy, Kingdom of Cambodia; Hon. HENG Halim, Kingdom of Cambodia; Hon. KHOENG Noupheap, Kingdom of Cambodia; Hon. SENG Nhak, Kingdom of Cambodia; Hon. LY Sukry, Kingdom of Cambodia; Hon. AbCellera women’s health data top ‘most aggressive upside scenario,’ putting Astellas and Bayer on notice

AbCellera has reported phase 2 results “beyond even the most aggressive upside scenario” that its CEO dared to consider, boosting the biotech’s chances of challenging Astellas and Bayer for a women’s health market. The phase 2 clinical trial compared ABCL635, an antibody targeting NK3R, to placebo in patients with hot flashes caused by menopause. Investigators enrolled 92 postmenopausal women experiencing a mean of about 10 moderate or severe hot flashes per day. By Week 4, the number of moderate or severe hot flashes had fallen by a mean of 8.8 on ABCL635 and by 3.5 on placebo. That statistically significant, placebo-adjusted reduction of 5.3 hit the trial’s primary endpoint. The level of efficacy also cleared the bar set by existing drugs. While cross-trial comparisons can be misleading, AbCellera CEO Carl Hansen, Ph.D., had seen enough to start hyping the program. “We now view ABCL635 as a potential best-in-class non-hormonal therapy with strong differentiation against approved NK3R competitors across all important dimensions, including efficacy, safety, dosing and convenience,” Hansen said on a Monday morning conference call with investors to discuss the data. “We believe ABCL635 is now a highly de-risked program.” Last week, Hansen used AbCellera’s earnings call to set expectations for readout, with the CEO defining success as a clean safety profile and efficacy comparable to the two approved small molecules. The data vaulted over that bar. Astellas linked (PDF) one of the small molecules, Veozah, to placebo-adjusted reductions in hot flash frequency of 2.1 and 2.6 at Week 4 of its two phase 3 trials. Bayer reported (PDF) placebo-adjusted reductions of 3.04 and 3.29 at Week 4 of pivotal studies for its small molecule, Lynkuet. At 5.3, the placebo-adjusted reduction in AbCellera’s trial comfortably cleared the standard set by the incumbents. Veozah and Lynkuet came to market based on evidence of their ability to reduce the frequency and severity of hot flashes. AbCellera’s phase 2 study covered both endpoints, with the Canadian biotech reporting a mean reduction in severity of 1.4 points at Week 4 on ABCL635, compared to 0.3 points for placebo. Again, the placebo-adjusted result compares favorably to data on Veozah and Lynkuet. Analysts shared Hansen’s enthusiasm for the data. The phase 2 results “firmly validate ABCL635 as a potentially best-in-class treatment,” BMO Capital Markets analysts said in a note to investors Monday. ABCL635’s apparent efficacy edge “is likely attributable to the higher dosing/target engagement the asset is able to reach vs. the oral agents due to its wider therapeutic index,” the analysts added. The analysts, who model $2.3 billion in unadjusted peak sales for ABCL635, flagged the safety profile as another positive of the phase 2 readout. While Veozah carries a boxed warning for liver damage, nobody on ABCL635 in the phase 2 trial had elevated liver enzymes or bilirubin values. If replicated in phase 3, the lack of a liver signal could allow approval without the monitoring requirements imposed on Veozah. Investors appeared equally enthused, sending AbCellera's stock up 32% to $9.21 in premarket trading Monday from a Friday closing price of $6.93. Next, AbCellera will collect the Week 12 data and talk to its advisors about further development. The results open up “a wide variety of possibilities of how we might take this forward into phase 3 studies to truly maximize the value of the asset and make sure that ABCL635 is able to demonstrate its differentiation potential,” Sarah Noonberg, M.D., Ph.D., AbCellera’s chief medical officer, told investors.

UNCW Business School Students Travel to Prague for Real-Life Consulting Experience by David Glew

This article was contributed by Kestrel Smoot, International Programs Coordinator for UNCW’s Cameron School of Business. During the most recent spring semester, 33 upper-level finance and marketing students from the UNCW’s Cameron School of Business traveled to Prague, Czechia, to participate in an intensive international consulting project. Unlike traditional study-abroad programs, the Prague consultancy project focuses on real client engagement. Each year’s project is entirely new, designed through collaboration between faculty and industry partners to identify a current business challenge that students will address. This year, students worked with MAMS-Champi, a Czech non-alcoholic beverage company that is seeking to expand into other global markets. Throughout the first half of the semester, students attend class at UNCW and prepare for their time abroad by conducting preliminary research, developing analytical frameworks, and organizing themselves into specialized teams responsible for tasks such as marketing strategy, industry analysis, consumer segmentation, and competitive evaluation. The course emphasizes independence and teamwork, requiring students to take ownership of their work, manage deadlines, and collaborate across functional groups. Additionally, faculty serve as advisors, allowing students to navigate the complexities of the project much as they would in a professional consulting environment. Once in Prague, students met with company leadership, toured facilities, and refined their recommendations based on real-time feedback. The in-person component is widely regarded as the most transformative aspect of the program because students must synthesize weeks of work into a cohesive presentation and deliver it to the client, demonstrating professionalism, strategic thinking, and adaptability. Beyond the consulting work, students participated in cultural and educational activities that broadened their understanding of global business environments. They explored Prague’s historic districts, learned about Czech culture, and engaged with local professionals. These experiences helped students understand how economic, regulatory, and social factors shape market opportunities. The Prague consultancy project stands as a defining example of the Cameron School of Business’s commitment to experiential learning, consistently strengthening students’ confidence, enhancing their resumes, and serving as a focal point in job interviews. Employers recognize the value of the hands-on experience and transferable skills students gain, underscoring the program’s role in preparing industry-ready graduates for today’s fast-moving business landscape.

Mirror cells could threaten life on Earth. Why are we building them?

For people with two hands, one is usually dominant. On a molecular level, earthly life takes this to the extreme. All of the DNA in living things twists to the right, whereas the protein building blocks favor a kind of left-handed chemistry. The rules of life are based on this chemistry. In recent years, scientists have worked toward a kind of mirror version of life. Currently, the technology doesn't exist to make mirror life at the cellular level — and likely won't for at least a decade. Still, a group of scientists is concerned enough about the possibility that they've published a 299-page technical report calling for a stop to the science. In this encore episode for our Tech Camp series, host Regina Barber talks to Carl Zimmer, a science reporter at The New York Times, about his reporting on mirror cells — and why creating them could lead to devastating consequences for life on Earth.Check out Carl's full article.Curious about other controversial research? Strengthening Indonesia’s health emergency response through after action review of disaster response in Aceh, North Sumatra and West Sumatra

Severe floods and landslides that struck Aceh, North Sumatra and West Sumatra in late 2025 exposed both the strengths and gaps in Indonesia’s health emergency response, prompting a nation-wide effort to strengthen preparedness for future crises. In the early phase, the scale and speed of the crisis challenged coordination, data systems and surge capacity. To assess the response, the World Health Organization (WHO) Indonesia supported the Ministry of Health’s Center for Health Crisis in conducting a multi-stakeholder after-action review (AAR). The review brought together government agencies, health sub-clusters, NGOs, and partners. “The AAR is a critical process for strengthening our collective response capacity,” said Agus Jamaludin, Head of the Center for Health Crisis at the Ministry of Health. “It provides valuable lessons not only for the Health Crisis Center but also for all stakeholders involved and serves as an important reference for improving future responses across regions.” After Action Review (AAR) brought together key stakeholders to reflect on the emergency response, identify lessons learned, and strengthen preparedness for future health crises. (WHO/Resty Armis)Through structured discussions across four pillars – leadership and governance, information-based decision-making, service delivery and resource management – the AAR identified several strengths. These included the rapid mobilization of national surge capacity, such as health reserve workforce (tenaga cadangan kesehatan) and emergency medical teams (EMT) and the continued provision of essential health services in affected areas. At the same time, the review highlighted challenges. Among them were uneven functionality of Health Emergency Operation Center (HEOC), fragmented early data reporting and reactive logistics deployment. The findings informed five strategic priorities for strengthening the system, including HEOC standardization, integration of the One Crisis Data system, establishing disaster-resilient hospitals and reforming surge capacity mechanisms. The AAR demonstrates that Indonesia’s health emergency response has strong foundations but requires system-level strengthening to shift from reactive to proactive preparedness. By mainstreaming the strengths and recommendations identified, Indonesia can build a faster, more coordinated and more resilient health system – better equipped to protect communities during future crises. Wine, beer, or spirits? Massive study finds a surprising health divide

A study tracking more than 340,000 adults for over a decade found that heavy drinking increased the risk of death regardless of beverage type. At lower levels, however, the picture became more surprising: beer, cider, and spirits were linked to higher mortality, while wine was associated with lower risk. Moderate wine drinkers had a 21% lower risk of cardiovascular death compared with people who rarely or never drank.

GungHo Online Entertainment stock came into this earnings release with a muted setup, slightly weaker over the past week but modestly higher over the past month.
