Closing health workforce gaps for emergency response: the Western Pacific steps up
Over 100 health emergency experts from 56 institutions across 21 countries in the World Health Organization (WHO) Western Pacific Region who are part of the Global Outbreak Alert and Response Network (GOARN) concluded their annual regional partners’ meeting with a commitment to bridge gaps in emergency workforce capacities and advance regional emergency readiness and resilience.Co-hosted by WHO and the Korea Disease Control and Prevention Agency in the Republic of Korea, the two-day event aimed to strengthen the Region’s collective ability to detect, prepare for and respond to health emergencies.Partners mapped capacities and priority technical gaps across the Region — including cybersecurity and critical infrastructure resilience; water, sanitation and hygiene (WASH) and environmental health; biological emergencies, nuclear emergencies, and nuclear and radiological security. The result: a renewed commitment to close these gaps by working together through shared expertise and coordinated action. Advancing the Global Health Emergency CorpsReflective of regional solidarity and partnerships in action, GOARN – which is coordinated globally by WHO - enables a stronger, better-connected emergency health workforce that is ready to surge wherever and whenever requested by WHO Member States. This year alone, GOARN partners across the Western Pacific have supported nine experts on six missions - from measles outbreaks in Viet Nam to HIV outbreak response in Fiji - providing surge support in epidemiology, surveillance and clinical case management.Photo: Participants at the Global Alert and Response Network (GOARN) Partners Meeting 2026. Credit: KDCA/Shin Dong Myoung“GOARN partners across the Western Pacific and globally have repeatedly demonstrated the power of what we can do collectively, when we join forces, share expertise and build on each other’s strengths,” noted Dr Gina Samaan, WHO Regional Emergency Director for the Western Pacific, in her opening remarks at the gathering. “Let us continue to forge long-term partnerships grounded in mutual respect that will protect the Region for generations to come. We are smarter, faster and infinitely stronger when we work together,” she added.Reiterating Dr Samaan's call, Dr Seung-kwan Lim, Commissioner of the Korea Disease Control and Prevention Agency, emphasized the value of GOARN: “The Republic of Korea is pleased to stand alongside our regional partners in building an emergency workforce that is ready and resilient. GOARN turns national expertise into regional readiness - catalysing national strengths into collective resilience.”GOARN advances the Global Health Security Action Framework (GHEC) initiative by “convening, connecting and capacitating” regional leaders and surge workforce – “the three Cs”. Years of GOARN leadership and outbreak response training programmes have cultivated a deep bench of fit-for-purpose, seasoned outbreak response experts and forged an alumni network of emergency leaders worldwide. The Western Pacific network alone has now grown to 94 partner institutions across 19 countries. Photo: Participants at the Global Alert and Response Network (GOARN) Partners Meeting 2026. Credit: KDCA/Shin Dong Myoung Putting partnerships into practiceDuring the Regional Partners’ Meeting, health experts identified and catalogued the technical expertise currently available across the Western Pacific Region, so that the right skills could be better matched quickly to needs wherever emergencies occur.Three priority areas emerged for further strengthening:Cybersecurity and critical infrastructure resilience - protecting essential systems, including healthcare networks, from digital disruptions.Water, sanitation and hygiene (WASH) and environmental health - reflecting the ongoing nexus between climate change and health.Biological emergencies, nuclear emergencies, and nuclear and radiological security - requiring specialized technical capability that remains limited across many national response systems.Meeting participants reaffirmed their commitment to strengthening workforce capacities in the Region, with a particular focus on these three areas, and to working collectively to better prepare the Western Pacific for the next health emergency.Photo: Dr Gina Samaan, WHO Regional Emergency Director for the Western Pacific, delivers opening remarks at the Global Alert and Response Network (GOARN) Partners Meeting 2026. Credit: KDCA/Shin Dong Myoung“GOARN is truly turning preparedness into action - giving our Region the surge capacity it needs for fast, coordinated response when it matters most - and building more resilient health systems along the way,” said Dr Samaan. “As health emergencies mount in this age of permacrisis, emergency preparedness and response must be woven into the fabric of health. This is not an option, but an imperative as we seek to achieve health for all.”____ About GOARNThe Global Outbreak Alert and Response Network (GOARN), coordinated by the World Health Organization since 2000, strengthens global health security by advancing preparedness for and response to public health emergencies. The network brings together more than 390 institutions, including national public health agencies, technical organizations and nongovernmental partners, to support coordinated international action during outbreaks and other health emergencies. There are 94 GOARN partners in the Western Pacific Region (as of August 2026), accounting for approximately 25% of global partners. Health Ministers of WHO South-East Asia Region adopt Dili Declaration to advance equity in specialized care
Health Ministers of the WHO South-East Asia Region today adopted the Dili Declaration on Human Resources for Health: Equity in Specialized Care, committing to strengthen the health workforce and ensure that all people, including those living in rural, remote and underserved areas, have access to quality specialized health care. The Declaration, adopted at the Seventy-ninth Session of the WHO Regional Committee for South-East Asia, recognizes that while access to quality specialized care is critical to achieving universal health coverage, it is far too often limited for those most in need. While the Region has made major gains in expanding its health workforce, significant challenges remain in ensuring equitable access to specialists. Shortages persist across many specialties. Moreover, specialists are often concentrated in urban centers, tertiary and private-sector facilities, leaving rural, remote, poor and underserved populations with limited access to essential specialized services.

Phnom Penh recognised with WHO Healthy Cities Award for safer, healthier urban mobility
Phnom Penh City Hall has been awarded the World Health Organization (WHO) Healthy Cities Recognition Awards 2026 in the Safe, Active and Health-enabling Transport category, recognising its commitment to improving road safety and creating healthier urban mobility for residents. The award was presented during the 11th Global Conference of the Alliance for Healthy Cities held in Sydney, Australia, from 1-3 September 2026. Phnom Penh was recognised for the project “Safe, Active and Health-enabling Transport: Advancing Health and Reducing Inequities in Urban Mobility”, supported through the Partnership for Healthy Cities. The initiative has focused on creating safer and more accessible environments for vulnerable road users, particularly around schools. The project combines road safety data, infrastructure improvements, 30 km/h speed management, enforcement, education and community engagement to address risks around high-risk schools. Improvements have included the installation of traffic signs and road markings, smart speed limit signs, safety camera systems and strengthened monitoring in school zones. At the two intervention schools, infrastructure conditions improved from 1.0-star rating to 4.2 and 3.5 stars using the Star Rating for Schools tool. The project also contributed to lower vehicle speeds, provided road safety training for 500 students and achieved a reported 58% reduction in self-reported crashes. iRAP was proud to serve as the technical advisor to the project, supporting evidence-based approaches to infrastructure safety and helping to guide interventions that protect people walking, cycling and travelling to and from school. The WHO recognition is particularly significant given the strong level of regional participation. More than 150 cities from across the Asia-Pacific region applied for the awards, with only eight cities ultimately selected for recognition. The award demonstrates how targeted investment in safer roads and sustainable transport can contribute to healthier, more equitable cities while supporting broader goals for urban development and quality of life. iRAP congratulates the Phnom Penh City Hall and all project partners on this important achievement and looks forward to continuing to support initiatives that deliver safer roads and safer journeys for everyone. EU and ASEAN discuss health emergency preparedness and response
The Director-General of the European Commission’s Health Emergency Preparedness and Response Authority (HERA), Dr Florika Fink-Hooijer, met with the Secretary-General of ASEAN, Dr Kao Kim Hourn, in Jakarta on 4 September 2026 to discuss health emergency preparedness and response to emerging health threats, and to explore deeper cooperation between the EU and ASEAN. Both regions face similar challenges from emerging threats such as infectious diseases, which will further increase with climate change and increased travel, requiring global and regional cooperation. Both sides acknowledged that regional partnerships are essential to prepare for the next health emergency — it's a matter of when, not if. Building close EU-ASEAN cooperation on health emergency preparedness and response is therefore critical to ensuring a collective response, as we look ahead to the Commemorative Summit in 2027 marking the 50th anniversary of EU-ASEAN Dialogue Relations. Among other topics, discussions covered future partnership in the establishment and operations of the ASEAN Centre for Public Health Emergencies and Emerging Diseases (ACPHEED), as well as other key avenues for deeper collaboration.

Integrated pollution and carbon mitigation delivers major health and economic cobenefits in China
Synergistic mitigation of air pollutants and greenhouse gases is crucial for achieving clean air and carbon neutrality, but quantitative evidence of sectoral and regional health co-benefits in China remains limited. Authors develop an integrated Energy-Economy-Air Quality-Health framework coupling CEEPA, GAINS, and a province-level health module to simulate fourteen policy scenarios from 2020 to 2050. Coordinated strategies reduce CO2 and pollutants (SO2, NOX, PM2.5) by 75% relative to 2020, avoiding more than 500,000 premature deaths by 2050 and yielding monetized gains of 1.07 trillion CNY. Health benefits concentrate in industrially dense and populous provinces, with near-term PM2.5 reductions driven by pollution control and long-term improvements reliant on decarbonization. The integrated approach achieves a benefit-to-cost ratio of 1.42, lowering abatement costs by 11% relative to pollution-only measures. These findings highlight the value of coordinated, sector- and region-specific strategies for simultaneous climate mitigation, air quality improvement, and public health protection.

Is Germany benefitting yet from the crisis in US research?
Science|Business - Table.Media partnershipScience|Business has partnered with Table.Media, a leading source of news about higher education and research in Germany. Each week, we are publishing one of each other’s stories to give readers an even broader range of insight into R&D policy across Europe.Drawing over 500 participants, the German Academic International Network conference in San Francisco brings together researchers, universities, scientific organisations and policymakers in the US as part of an attempt to recruit international talent for Germany. It also serves as an annual barometer for the uncertainty triggered by the Trump administration’s science policies. As was the case last year, Germany’s political presence was unusually strong: federal lawmakers, nine state ministers of science and research, and federal research state secretary Marcus Pleyer all attended. Joybrato Mukherjee, president of the German Academic Exchange Service (DAAD), has observed a marked shift at US universities a year after the Trump administration began sweeping interventions: the initial state of "shock and paralysis" has given way to a strategic approach to the situation. Universities are seeking new funding sources, mounting legal challenges against interventions and opening themselves up more to international collaborations, including with Germany, he said. Early-career international researchers with expiring visas are considered particularly vulnerable. Germany is benefiting from increased demand among this pool of young talent; the country’s 1,000 Minds Plus programme, designed in part to lure German academics back home, has already filled up around one-third of its capacity. Meanwhile, Markus Blume, Bavaria’s science minister and current chair of the federal Conference of Science Ministers, sees an "enormous outflow of talent from the US." An increasing number of international researchers want to leave. Applications to Canada have risen by 42% January, and those to Europe by 32%. Meanwhile, the number of people drawn to the US is plummeting. "In this context, Germany must position itself as a prime destination offering reliable conditions, institutional stability and academic freedom, including through smart collaborations," Blume told Table.Briefings.“Darkest hour”At the get-together in San Francisco, the former president of the US National Academy of Sciences, Marcia McNutt, highlighted the gravity of the situation on the ground in a keynote address. She described the present moment as the "darkest hour for the US scientific system." At the same time, she said that cooperation should be maintained, especially during a crisis. Established researchers in the US are less likely to leave. Ulrike Malmendier, a former member of the German Council of Economic Experts and an economist at Berkeley, explained why established researchers are not packing their bags and leaving the US in droves: working conditions and the concentration of talent at places like Berkeley and Stanford remain unparalleled. According to Peter-André Alt, managing director of the Wübben Foundation, which helps Germany attract international academics, political restrictions are not the only grievance voiced by US-based researchers. "There are evidently still many areas where, fortunately, unfettered research is possible," Alt told Table.Briefings. Instead, the primary complaint concerns the cost of living, which has "skyrocketed” to absurd levels. "Runaway inflation, like that currently seen in the US, is certainly no draw for young scientific talent,” he said. Return homeA growing number of early-career researchers from Germany appear to be considering a return home. Jörn Benzinger, who is responsible for recruiting early-career researchers from abroad at Ruhr University Bochum, reports numerous conversations with researchers who are taking a closer look at the German academic landscape."Germany has definitely moved more into the spotlight,” he said. States, university alliances and research organisations joined forces to recruit talent. Bavaria, Baden-Württemberg and North Rhine-Westphalia were prominently represented, as were alliances such as the Berlin University Alliance and the University Alliance Ruhr. Benzinger sums up Germany’s approach with a new formula: "collaboration is the new competition." He notes that it is becoming increasingly difficult for individual universities to gain international visibility, while regional research ecosystems and collaborations are growing in importance. Afraid to leaveThe crisis in the US academic sector is also straining transatlantic research relations. Benzinger reports that some US-based researchers had to decline brief invitations to Germany because they could not be certain of being allowed to re-enter the US afterward. He considers the simple poaching of researchers to be the wrong approach; what is needed, he says, are "reliable offers and long-term partnerships."However, Green Party politician Ayşe Asar, who also attended the conference, sees a significant need for improvement, particularly regarding career paths in Germany. While lifetime professorships and academic freedom certainly make Germany attractive, young researchers also require predictable career paths, tenure-track positions and flatter hierarchies.
