Forum on harnessing Artificial Intelligence for health equity

Register to this forumOver the past decade, artificial intelligence (AI) has significantly evolved in complexity, performance, and utility. Its integration across a wide range of industrial sectors has accelerated, with healthcare emerging as one of the most transformative sectors. In this sector, AI has enabled high-impact applications – from enhancing the speed and accuracy of disease diagnosis and supporting clinical decision-making, to strengthening public health initiatives such as disease surveillance and workforce optimization. Moreover, AI holds immense potential to empower individuals, enabling them to take greater control of their personal health and well-being. Yet the central question remains: Who benefits, who is at risk, and do these innovations close or widen health inequities? While the potential of AI-enabled applications is substantial, many countries have approached their adoption with caution. This hesitancy stems from concerns about risks and benefits, including model bias, data breaches, privacy violations, and the erosion of professional skills due to over-reliance on AI. Additional barriers include inadequate data infrastructure and a lack of robust evidence on the most effective forms and interfaces of AI to enhance service delivery and system performance. Moreover, the rapid rise of Generative AI has introduced a heightened urgency for the development of comprehensive governance and ethical frameworks. The Asian Development Bank (ADB) Health Practice Team and Digital Sector, in collaboration with the World Health Organization (WHO) Regional Office for the Western Pacific, are convening the Forum on Harnessing AI for Health Equity on 25–26 March at ADB Headquarters. Senior health officials from 16 developing member countries (DMCs), alongside leading researchers, innovators, and policymakers from across Asia and the Pacific, will engage in discussions on how AI can be governed, financed, and scaled to deliver healthier lives for all. The forum is funded through the High-Level Technology Fund with support from the Government of Japan. Objectives The two-day forum aims to:Identify high-impact, evidence-based health AI use cases suitable for resource-constrained settings and map out a pipeline for potential supportIntroduce and validate the WHO's policy guidance on minimum necessary ecosystem for countries and institutions to self-assess readiness for AI adoptionObtain initial commitment from participating stakeholders to join a pilot regional initiative focused on data/model sharing for a priority health challengeEndorse a prioritized set of actionable policy recommendations focusing on governance, regulation, and sustainable financing necessary to scale high-impact health AI use cases in resource-constrained settings Target participants The forum will convene participants from 16 ADB DMCs including Bangladesh, Bhutan, Cambodia, Cook Islands, Fiji, Indonesia, Lao People's Democratic Republic, Mongolia, Nepal, Palau, Papua New Guinea, Philippines, Sri Lanka, Thailand, Uzbekistan, and Viet Nam. In addition, health system leaders and practitioners, private sector technologists, academic experts, representatives from civil society organizations, development partners, and philanthropic institutions engaged in AI for Health from Australia, the People’s Republic of China, Japan, Malaysia, New Zealand, Singapore, and the Republic of Korea will also be invited. Strengthening One Health Field Epidemiology Capacity in the WHO South-East Asia Region

Recent public health emergencies—including the COVID-19 pandemic, recurrent zoonotic disease outbreaks, and the high level of antimicrobial resistance—have underscored the urgent need for strong, multisectoral field epidemiology capacities. This reinforces the importance of a workforce equipped with One Health field epidemiology competencies. To address this need, WHO works with the Food and Agriculture Organization of the United Nations (FAO), the United Nations Environment Programme (UNEP), and the World Organisation for Animal Health (WOAH), as part of Quadripartite Alliance for One Health, to strengthen field epidemiology training programmes using a One Health approach. These efforts are aligned with WHO SEARO’s Strategic Framework for Action for Strengthening Surveillance, Risk Assessment and Field Epidemiology and the Regional Roadmap to Advance Field Epidemiology Capacities 2025–2029 emphasize workforce development, multisectoral collaboration, and enhanced preparedness for health emergencies. With funding from the Pandemic Fund, The Competency for One Health Field Epidemiology (COHFE) integration within Field Epidemiology Training Programmes (FETPs) or similar initiatives has been initiated in Bangladesh and India and is planned in Sri Lanka.BangladeshIn Bangladesh, COHFE is being adapted to strengthen the Field Epidemiology Training Programme, Bangladesh (FETP-B) Advanced programme. Initiated in July 2025 and led by the Institute of Epidemiology, Disease Control and Research (IEDCR), the process brought together stakeholders from human, animal, and environmental health sectors, academia, and laboratories.A Multisectoral Working Group (MWG) was established to guide implementation, conduct readiness assessments, and identify opportunities to institutionalize One Health collaboration. Through national multisectoral consultations and a competency prioritization workshop held in Dhaka in November 2025, stakeholders identified priority technical competencies for surveillance, outbreak investigation, data analysis, and risk assessment, alongside functional competencies related to leadership, coordination, and the laboratory–epidemiology interface. The process also surfaced systemic barriers—such as challenges in data sharing and limited joint investigations—enabling targeted recommendations. These outcomes are guiding curriculum revision, the introduction of One Health simulations and joint field exercises, and the development of a national multisectoral mentorship pool, with updated training materials expected to be implemented in the upcoming cohort.Figure 1. Competency prioritization involving multisectoral stakeholders“COHFE represents a significant step forward in operationalizing the One Health approach. The collaboration between national institutions and the Quadripartite partners is critical for building resilient systems to address complex health challenges in the region.”, Prof. (Dr) Tahmina Sirin, Director, Institute of Epidemiology, Disease Control and Research (IEDCR), Bangladesh.Aligning India’s One Health Training with COHFEIn India, the National Centre for Disease Control (NCDC) has strengthened One Health workforce development through its SectorConnect initiative. WHO supported a comprehensive competency mapping and curriculum review to align the Field Epidemiology Programme in One Health (FEP-OH) with all 14 COHFE domains. The review identified strong foundations while generating actionable recommendations to strengthen One Health learning outcomes, expand joint field-based learning, and enhance competency-based assessment. These improvements are informing programme refinement and phased scale-up across additional states.Figure 2. Strengthening learning outcomes for the SectorConnect FEP OH CurriculumThrough these efforts, WHO SEARO will continue to support countries to move from separate sector-based training toward an integrated, impact-driven One Health field epidemiology workforce capable of addressing complex health threats at human-animal-environment interface.ReferencesFood and Agriculture Organization of the United Nations, World Health Organization, & World Organisation for Animal Health. International science cooperation must go on, say research leaders

Science leaders in Europe and Canada say international cooperation must go on amid geopolitical turmoil. At the same time, Europe and like-minded countries should continue to enhance and diversify international partnerships, a Science|Business conference hears. Hugh Brady, president of Imperial College London, told delegates that Europe’s response to the current geopolitical climate should be to “diversify in terms of research partnerships and build resilience and scale into our own system.”A first priority should be for the EU to sort out the scope of the upcoming European Competitiveness Fund and ensure that, together with the next iteration of Horizon Europe, it can drive the development and scale up of new technologies. The EU and the countries associated to the Horizon Europe programme represent “the world's most successful research innovation ecosystem,” Brady said. In order to mitigate the negative effects of shifting geopolitics, the EU together with the UK, Switzerland, Canada, South Korea and others should talk about “building resilience” and address their own “regional needs,” he added. Responding to TrumpUnder Donald Trump’s leadership, the US government has slashed science budgets and shut down international research programmes. Nearly 8,000 grants at the National Institutes of Health and the National Science Foundation have been frozen or terminated. Courts have overturned most of these cancellations, but the disruption caused remains significant. While Europe may persuade a few thousand disgruntled scientists to move across the ocean to work on topics that have been de-funded in the US, it’s unclear what should happen next with transatlantic scientific cooperation more broadly.“Now is the time for us to show [US researchers] our support as much as we can,” Brady said. The European Research Council (ERC), the EU’s basic science funder, has seen a surge in applicants from the US. According its latest data, US-based researchers submitted 347 proposals to the last three big funding rounds, up from 158 in the previous set of calls. The European Commission has also launched a €22.5 million pilot call in 2025 for the Marie Skłodowska Curie Actions, the EU’s researcher training scheme. It plans to extend this support with a €51.25 million call in 2027 as part of the Choose Europe initiative, which is intended to make the continent a more attractive place to pursue a career in research. Related articlesData corner: US researchers are choosing EuropeEU-India deal highlights growing alignment on technology policyMeanwhile, in the private non-profit sector, the Volkswagen Foundation is experimenting with a new type of grant that would allow US researchers to split their time between the US and Germany. While these schemes are useful, Europe should not bet on an exodus of scientists from the US. “The idea that we might all see them flocking over to Europe is naïve and counterproductive,” said Maria Leptin, president of the ERC, also speaking at the Science|Business conference on February 5. “We need research in the US to be as healthy as possible. I really admire those who are staying there with a will to fight and an optimism that the world will turn into a better place again,” Leptin said. Preserving dataDespite political disruption, academics have found ways to continue cooperating and sharing research data. Leslie Weir, president of the International Federation of Library Associations and Institutions and Canada’s national librarian, said the US cuts have raised concerns about research data security, after ideologically sensitive databases were limited or deleted by the Trump administration. But international organisations teamed up to ensure that the data is not lost. “It's interesting to see that researchers and libraries across North America are collaborating to make sure that data at risk is duplicated elsewhere outside [the US],” Weir said.

Alarm as US mulls prioritising citizens in research funding

A senior White House official said the Trump administration is considering ways to prioritise research funding to American citizens, triggering alarm in the research community that the country could destroy its century-long status as a magnet for overseas talent.Michael Kratsios, director of the White House Office of Science and Technology Policy (OSTP), said last week that it is “important for us to continue to emphasise the use of federal R&D dollars towards American scientists and technologists that are staffed by Americans in their labs.” Asked about support for Chinese students during a Congressional hearing, Kratsios went on to say that in future funding announcements, the OSTP would “emphasise” that “we're funding American students.”The precise meaning of his impromptu comments, and what they could mean in policy terms, isn’t yet clear. The OSTP did not respond to multiple requests for clarification from Science|Business. But given that US science and technology has relied on overseas talent for the past century, Kratsios’s words have alarmed former US science officials.Immigrants have made up around 30-40% of US Nobel Prize winners since the 1940s, for example. Except for some sensitive projects, countries typically grant research funding on a nationality-blind basis, lest they deter foreign scientists from immigrating. “If director Kratsios’s statements are taken literally and become official policy of the White House, [research-intensive] universities will likely have to close labs if not entire research divisions,” said David Biggs, a former science and technology official in the US State Department. In their most extreme interpretation, Kratsios’s comments would imply that foreign scientists established in the US would see access to funding curtailed. This would “result in many world-leading professors who work in the United States in fields that this administration considers a priority (like fusion energy, artificial intelligence, and quantum computing) leaving the country,” said Cole Donovan, a former US science diplomat, and now associate director at the Federation of American Scientists.CripplingHowever, given the context of the conversation, Kratsios may have been referring more narrowly to funding for doctoral or postdoctoral students. At the hearing, he said he wanted to see labs staffed by US citizens. But even this would have devastating consequences for the US science system, say former officials, because the country is so dependent on early-career foreign researchers. Recent statistics show that nearly half of those in the US with a PhD in science, technology, engineering or mathematics (STEM) are considered short-term visitors, or non-residents in the official terminology. If this included residents who are not yet citizens, the proportion would likely be even higher. “Foreign PhD students are really a significant and core part of the university STEM workforce, and postdocs is similarly large,” said Donovan. Preventing US-based academics from hiring them from overseas would be a serious blow, he said. “If it's the case that this administration intends to limit funding to labs staffed only with US citizens, the effect will be to cripple the American scientific enterprise,” said Chris Marcum, a former OSTP official. “To think that these researchers can simply be replaced is a pipe dream. The labs will close,” said Marcum. Go elsewhereAround half of US-trained postdocs are foreign-born, said Biggs. “If these top international students cannot get funding to do their research, or even if they hear that funding for foreign students has been greatly restricted and will be super competitive, they will no longer choose to study in the US and will go elsewhere.” It’s unclear for now if Kratsios’s comments will translate into a real policy shift. But they could add to turmoil in the US science system since Donald Trump took over as president one year ago. Related articlesNIH turmoil risks reciprocal EU-US access to health research fundingUS set to close office responsible for global science and technology dealsTrump halts new NIH grants to international health-research partnersSince then, nearly 8,000 grants at the National Institutes of Health and National Science Foundation have been frozen or terminated, Naturereports. Both those agencies have also dished out around a quarter fewer grants this year than normal, the journal reported. International student enrolment is also down by 17%. The Trump administration also proposes to cut research budgets by around a third, although Congress may mollify the cuts.

Since then, nearly 8,000 grants at the National Institutes of Health and National Science Foundation have been frozen or terminated, Naturereports. Courts have overturned most of these cancellations, but the disruption caused remains significant. Both those agencies have also dished out around a quarter fewer grants this year than normal, the journal reported. International student enrolment is also down by 17%. The Trump administration also proposes to cut research budgets by around a third, although Congress may mollify the cuts.

Western Pacific Region achieves milestone: 19 countries complete comprehensive health information system assessments

The Health Information and Digital Health (HID) unit in the WHO Regional Office for the Western Pacific has successfully supported 19 countries, covering 99% of the Region’s population, to conduct comprehensive health information system (HIS) assessments, surpassing the regional target of 15 set for 2025 and advancing efforts toward universal health coverage. Using SCORE, a technical package of essential interventions, recommended actions, tool and resources developed by WHO and partners to address challenges in meeting HIS needs, these assessments systematically assess health data availability and quality, enabling countries to monitor trends, identify and respond to emerging health challenges, and improve policies and programmes for healthier families, communities and societies. The first round of SCORE assessments were conducted between 2019-2021 in 14 countries in the Region and over 130 countries globally. The second round of SCORE assessments were conducted between 2024-2025.SCORE assessments are a key priority identified by Member States and WHO at all levels, including within WHO-Country/Multi-Country Cooperation Strategies, the Regional Vision Weaving Health for Families, Communities and Societies in the Western Pacific Region (2025–2029), and the WHO Fourteenth General Programme of Work (GPW 14, 2025–2028). Within the Regional Vision, implementing SCORE assessments is a key action for technology and innovation to advance health equity (strand 5).The SCORE for Health Data technical package is based on five key interventions, represented by the acronym SCORE. Interventions S, C and O focus on strengthening core data sources. Survey (S) covers population-based health surveys, surveillance systems and censuses, including their capacity to monitor health-related SDGs. Count (C) focuses on birth, death and cause of death registration as parts of a functional CRVS system. Optimize (O) addresses routine health service data and key health service inputs such as health financing and health workforce.Interventions R and E focus on data use for action. Review (R) examines regular analytical reviews of health sector progress and performance, together with national analytical capacity. Enable (E) looks at the policy, governance, and digital foundations needed to support effective data use.The Western Pacific Region shows relatively strong performance in the Review (R) and Count (C) interventions. Most countries in the Region demonstrate good analytical reporting and institutional capacity for analysis and learning. More than two-thirds of countries show more mature CRVS systems, driven by improvements in birth and death registration. However, medical certification of cause-of-death remains a key gap, with limited or low coverage in over half of countries in the Region.Performance under the Survey (S) intervention is mixed. While surveillance systems are generally strong, several countries in the Region continue to face challenges in implementing their surveys and censuses. Monitoring health-related SDGs is still a challenge for more than a third of countries in the Region. The greatest challenges are observed in the Optimize (O) and Enable (E) interventions. More than half of countries have lower maturity levels in routine health service and resource systems. Two-thirds of countries also face challenges with effective use of data and evidence for policy and action, largely due to gaps in digital infrastructure, governance and legislation for health data systems, and especially in data and sharing.  As part of the SCORE methodology, multi-stakeholder consultations and validation workshops were conducted in many countries to review findings and plan strategies for HIS strengthening. The HID unit continues to provide targeted support to facilitate dialogue and assist countries in developing HIS improvement plans. These plans guide governments and partners to align investments and coordinate efforts for maximum impact.WHO also assists countries with tailored technical support to address key gaps as requested by countries/national health authorities. SCORE assessments should be conducted periodically to monitor progress in HIS strengthening, although progress across addressing gaps identified in SCORE should be continually tracked as countries implement improvements.Additional countries will be supported to implement SCORE in 2026. The Regional Vision delivery-for-impact target, endorsed by Member States, is for all countries and areas to have implemented SCORE assessments and have an increased SCORE index by 2029 while WHO is aiming for 80% of Member States in the Region to conduct round two assessments. Countries yet to complete assessments are therefore encouraged to contact the HID unit at the WHO Regional Office for the Western Pacific for tailored support. The implementation of SCORE HIS assessments in the Western Pacific Region was supported by The Gates Family Foundation.

Maldives Health Financing Progress Matrix Assessment Report

The WHO Health Financing Progress Matrix (HFPM) is the standardized qualitative assessment of the health financing system of a country. The assessment builds on an extensive body of conceptual and empirical work, and summarizes “what matters in health financing for universal health coverage (UHC)” into a set of desirable attributes, which form the basis of the assessment. By identifying areas of strength and weakness in the current health financing system, along with priority policy directions, HFPM assessments complement monitoring of key quantitative indicators on service coverage and financial protection, now enshrined in the Sustainable Development Goals (SDGs) agenda. HFPM assessments can be implemented within a short period and provide close-to-real-time information for policy-makers. Findings support the development of health financing strategies and technical alignment across government and external technical assistance agencies, while also providing the basis for monitoring progress over time. This allows for systematic tracking of the development and implementation of health financing policies that matter for UHC. HFPM assessments have been conducted in several countries, including in the South-East (SE) Asia Region; some have been published (Bangladesh and the state of Jammu and Kashmir in India) while others have remained unpublished (Nepal, Myanmar, Sri Lanka)

The Search for Life Tops NASA's Science Goals for the First Human Mars Mission

A new report identifies searching for life as the top science priority for humanity's first landing on Mars, ranking it above understanding water cycles, mapping geology, or even studying how the Martian environment affects astronaut health. The report outlines four possible exploration campaigns, with the highest ranked approach calling for missions totalling 330 sols at a single scientifically rich site where crews could investigate everything from ancient lava flows to active dust storms. By placing the search for extraterrestrial life at the centre of human Mars exploration, the report reimagines the first crewed mission not just as a milestone for spaceflight but as humanity's best chance to answer whether we're alone in the universe.
