Global webinar on core public health capacities to conduct ship inspections and issue ship sanitation certificates

Ships cross borders every day, connecting countries and serving as a backbone of the global economy. However, outbreaks onboard can disrupt maritime traffic, leading to significant economic and operational negative consequences. Without strong public health capacities to detect, prevent, and respond to public health risks on board ships, maritime travel can also become a pathway for the spread of infectious diseases. To support countries in strengthening these capacities, the World Health Organization (WHO) convened a two-day webinar on 11–12 February, bringing together more than 700 ship inspectors, port health officers, and public health authorities, primarily from the African, Eastern Mediterranean, and European Regions. The webinar came at a pivotal time. With the amended International Health Regulations entering into force on 19 September 2025, the need to focus on public health preparedness has never been greater. Strengthening public health capacities at borders, including onboard conveyances, is a cornerstone of global health security and central to the amended IHR.“The high level of attendance and active participation throughout the two days of the webinar highlighted the growing demand for technical guidance and capacity-building support in ship inspection and issuance of ship sanitation certificates”, said Dr Ninglan Wang, Head of the Borders, Mass Gatherings and Health Protection Measures (BMM) Unit at the Health Emergency Preparedness Department at WHO headquarters. “The dynamic interactions among experts and countries underscored the value of continued cross-border collaboration in the maritime sector and knowledge exchange in this area”. Conducting regular public health inspections on board ships for the issuance of ship sanitation certificates (SSCs) in accordance with the IHR requirements is crucial for ensuring that ships meet specific health standards, thereby minimizing the risk of the international spread of diseases via maritime traffic. These certificates, mandated by the IHR, require ports to have trained personnel who can identify and control public health risks on board vessels and apply recommended control measures. This standardized global procedure not only ensures compliance with the IHR but also promotes consistency in health practices across ports worldwide. SSCs are the globally-recognized tool used to prevent and control known public health risks on ships, providing a common way to register and communicate public health events and measures taken on board between all stakeholders involved in this process, including public health authorities in ports and ship operators. Only SSCs issued by ports authorized by national authorities to issue such certificates are considered valid. As per the IHR, all States Parties are required to send to WHO their list of authorized ports (available here) and to keep it updated. However, many Member States continue to face practical challenges, such as limited resources, high staff turnover, and competing priorities. These realities underscore the value of platforms such as this webinar, which foster collective learning, peer-to-peer exchange, and practical solutions to help countries build and sustain the capacities required under the IHR.Over the two days, participants engaged in presentations and discussions covering a wide range of technical and operational topics, such as the overarching international legal framework governing ship sanitation; considerations for pre-inspection planning; risk assessment factors by type of vessel; the completion and issuance of SSCs and evidence report forms; or practical insights on the inspection of various technical areas, such as food safety, medical facilities, water systems, or vector control, among others. In addition, public health authorities from the Netherlands, Morocco, and Tanzania shared case studies to showcase their practical application of these IHR requirements in their respective countries. Given its success, WHO plans to replicate similar sessions in the future to reach additional time zones and regions and cover other pressing border health-related topics, ensuring that Member States can continue benefiting from these opportunities to share knowledge and expertise.

PRET for impact: Advancing pandemic preparedness in the Democratic People’s Republic of Korea

IN THE SPOTLIGHT PRET for impact: Advancing pandemic preparedness in the Democratic People’s Republic of KoreaThe Democratic People’s Republic of Korea (DPR Korea) is making significant progress in strengthening pandemic preparedness, with dedicated support from the WHO South‑East Asia Regional Office (SEARO) and the Pandemic Influenza Preparedness (PIP) Partnership Contribution (PC).Aligned with the WHO Global Influenza Strategy and the Pandemic Influenza Preparedness (PIP) Framework Partnership Contribution High‑Level Implementation Plan III (2024–2030), the country is strengthening its capacity to prepare for and respond to influenza and other respiratory threats. In early 2025, a core team from the Ministry of Public Health of the Democratic People’s Republic of Korea (DPRK) participated in a two‑day virtual workshop, which included a mini‑simulation exercise. The workshop was organized by WHO SEARO in collaboration with the Preparedness and Resilience for Emerging Threats (PRET) Secretariat at WHO headquarters and the WHO Country Office for the DPRK. With support from WHO, the country is building a stronger evidence base on the burden of influenza and the value of vaccination, advancing a holistic approach to protect vulnerable populations and enhance pandemic preparedness. To reduce hospitalizations and deaths from seasonal influenza, Sri Lanka is taking proactive steps to expand access to rapid diagnostic testing and ensure prompt initiation of treatment. National clinical guidelines recommend the use of oseltamivir for individuals at high risk of complications, helping prevent severe illness and shorten the duration of infection. This strategy not only saves lives but also supports local pharmaceutical production, contributing to a reliable supply of antivirals for both seasonal outbreaks and future pandemics.Read moreBHUTAN BOOSTS PANDEMIC INFLUENZA READINESS WITH PANDEMIC INFLUENZA PREPAREDNESS FRAMEWORK PARTNERSHIP CONTRIBUTION SUPPORTED TRAINING AND SIMULATIONSOriginally developed in 2012, the National Influenza Pandemic Preparedness and Response Plan (NIPPRP) has long served as Bhutan’s central framework for managing influenza threats. In 2024, the plan underwent a comprehensive update to reflect evolving global and regional guidance, lessons learned from the COVID‑19 pandemic, and new capacities developed under the PIP Framework. The revised NIPPRP is now more clearly aligned with Bhutan’s broader emergency and disaster risk management structures, ensuring a coordinated, whole‑of‑government approach to pandemic response. As part of efforts to strengthen national pandemic preparedness, Bhutan conducted three national‑level training sessions followed by simulation exercises on influenza pandemic preparedness and response at five sentinel hospitals between April and May 2025, with support from the PIP Partnership Contribution (PC). These activities brought together more than 140 health professionals and key partners from across the country, with a focus on operationalizing the updated NIPPRP and enhancing readiness at key frontline facilities. Originally developed for influenza and adapted during COVID-19, Unity Studies enable countries to conduct rapid, nationally led investigations and studies to assess transmissibility, severity, susceptibility, and intervention effectiveness. To better prepare for future influenza pandemics, WHO has recently launched a network of sites which will be ready to conduct these investigations and studies rapidly in the event of a pandemic, or epidemic of an emerging or re-emerging respiratory pathogen. The WHO South-East Asia Region now hosts six sites of WHO GISRS Unity Studies across the five countries including Sri Lanka, strengthening regional capacity for early pandemic investigations. From 13–16 July 2025 in Colombo, the Global Public Health Summit offered an opportunity to advance this agenda. Read moreSTRENGTHENING PANDEMIC PREPAREDNESS THROUGH UNITY STUDIES: REAL-WORLD APPLICATIONS FROM INDIA IN WHO’S SOUTH-EAST ASIA REGION As countries continue to strengthen their pandemic preparedness through investments in resilient health systems during the interpandemic period, the World Health Organization’s (WHO) Global Influenza Surveillance and Response System (GISRS) Investigations & Studies Global Initiative, Global Initiative, commonly known as Unity Studies, remains a vital framework for respiratory pathogen pandemic preparedness. These standardized epidemiological protocols enable countries to rapidly generate high‑quality data on transmissibility, infection severity, population immunity, and the effectiveness of public health interventions. To highlight how Unity Studies protocols are being adapted and applied in national settings, WHO Headquarters, together with WHO Regional Offices, including the WHO South‑East Asia Regional Office (SEARO), hosted a global webinar. DAV announces new partnership with Solace Health supporting veterans’ care

ERLANGER, Ky. – DAV (Disabled American Veterans) is proud to announce a new partnership with Solace Health as its first new partner in 2026. The partnership is supported by a donation from Solace Health to advance DAV’s mission of empowering veterans to lead high-quality lives. The collaboration brings together two organizations focused on helping veterans receive timely, coordinated, high-quality care, regardless of where they receive it. While many veterans receive care through the VA, which offers an integrated and coordinated whole-health model, others receive some or all of their care through private health systems using Medicare or other insurance benefits. These veterans often need help to understand health insurance rules, manage their treatment, and navigate between multiple health care systems. “Disabled veterans often have complex health challenges, and DAV’s advocacy work strives to minimize barriers to timely, high-quality care, primarily within VA., but increasingly between VA and private providers,” said DAV CEO and National Adjutant Barry Jesinoski. “Our partnership with Solace Health can offer support for veterans who are eligible for VA care and Medicare, particularly those who split their care between the VA and private health systems. Veterans who don’t use VA at all can also benefit from the care coordination services that Solace Health provides, usually with little or no out-of-pocket cost to them.” Solace Health provides professional health care advocacy services, connecting patients with experienced advocates who help schedule appointments, explain benefits, coordinate care among providers, and manage administrative burdens with private health care systems, thereby allowing veterans and their families to focus on health and recovery. “For many veterans, the fight doesn’t end when service does,” said Jeremy Gurewitz, CEO and co-founder of Solace Health. “Veterans living with serious medical conditions often encounter a private health care system outside of the VA that is fragmented and difficult to navigate. Through this partnership with DAV, Solace Health advocates can help cut through red tape, improve care coordination, and simplify scheduling of medical appointments. We’re proud to support DAV in helping veterans to successfully navigate health care systems so that veterans, particularly disabled veterans, receive the care they have earned.” DAV provides a lifetime of support for veterans of all generations, their families, caregivers, and survivors. Each year, DAV’s no-cost programs and services help more than 1 million veterans access the benefits and health care they have earned, connect with meaningful employment, and ensure their voices are heard on Capitol Hill. About DAV DAV is dedicated to ensuring our promise is kept to America’s veterans. DAV does this by helping veterans and their families access the full range of benefits available to them, fighting for the interests of America’s injured heroes on Capitol Hill, providing employment resources to veterans and their families, offering programs and services to empower them, and educating the public about the great sacrifices and needs of veterans transitioning back to civilian life. A nonprofit organization with nearly 1 million members, DAV was founded in 1920 and chartered by the U.S. Congress in 1932. About Solace Health Veterans face complex health challenges, and the path to care is far harder than it should be. They deal with fragmented services and providers, each with unique requirements and paperwork. Solace Health advocates—healthcare experts with 16 years’ experience on average—help veterans navigate this landscape when they need it most. Advocates schedule appointments, explain benefits and keep doctors aligned. They take the lead on calls and documentation, and their no-homework ethos eases burdens on veterans and their families. Solace Health is covered by Medicare and Medicare Advantage, and most veterans pay little or nothing out of pocket. We’re honored to support DAV members.

Vanderbilt Health remembers C. Leon Partain, former chair of Radiology

Clarence Leon Partain, MD, PhD, professor emeritus of Radiology and Radiological Sciences, whose work in nuclear medicine and magnetic resonance imaging helped shape the field of academic radiology, died Jan. 28 in Brentwood, Tennessee. He was 85. After beginning his career as a nuclear engineer at Oak Ridge National Laboratory and as faculty at the University of Missouri and the University of North Carolina, Dr. Partain joined the ranks at Vanderbilt Radiology in 1980 and was promoted to professor in 1984. He later became the first Carol D. and Henry P. Pendergrass Professor of Radiology and Radiological Sciences and chair of the department (1992-2000), and subsequently the director of the Center for Imaging Research. Shortly after arriving in Nashville, Dr. Partain began to lead Vanderbilt Radiology’s nuclear medicine division. He remained in this role until he was named the department chair. Dr. Partain specialized in multiple fields, including nuclear medicine, magnetic resonance imaging and positron emission tomography. Following his time as chair, Dr. Partain shifted his focus to research and spent time working clinically with radiology’s chest imaging section. In 2015, he retired and was honored for his years of service and named as emeritus faculty. Dr. Partain also held an appointment as professor of Biomedical Engineering. A Tennessee native, Dr. Partain was born in Memphis and later graduated from high school in Clarksville. He then received his BS in nuclear engineering from the University of Tennessee, his MS and PhD in nuclear engineering from Purdue University and his MD from Washington University. He completed his residency training in diagnostic radiology and nuclear medicine at the University of North Carolina. Dr. Partain was clinically trained and certified in diagnostic radiology and nuclear radiology by the American Board of Radiology (ABR) and the American Board of Nuclear Medicine. Throughout his career, Dr. Partain contributed to the growth of Vanderbilt Radiology and received many academic and research accolades across the specialty through various associations. During his time leading the department, clinical studies increased from 180,000 to 260,000 cases per year, emerging technological imaging equipment expanded the department’s capabilities, and units for angiography and fluoroscopy were added to the tool kit. The department also expanded its footprint with outpatient imaging in Nashville, Bedford County and more. Research continued to expand with continued growth in scientific findings and millions in grant funding for radiopharmaceuticals, functional MRI, nuclear medicine, X-ray, ultrasound and more. Dr. Partain is celebrated for being instrumental in bringing the first MRI and PET/CT machines to the Medical Center. His efforts helped build Vanderbilt Radiology’s prestige in the world of academics and research both nationally and internationally. His society affiliations included the American College of Radiology, the American College of Nuclear Medicine, and the International Society of Magnetic Resonance in Medicine (ISMRM). He served as president of the Radiological Research Alliance of the Association of Academic Radiologists and has held executive roles as a member of many radiological society boards. Dr. Partain was editor-in-chief of the Journal of Magnetic Resonance Imaging from 2000 to 2013 and a member of the editorial boards of Magnetic Resonance in Medicine, Magnetic Resonance Imaging, the American Journal of Roentgenology, Academic Radiology, the Journal of Nuclear Medicine and Investigative Radiology. He has authored/co-authored/edited six textbooks, including one of the first comprehensive textbooks on MRI, “Nuclear Magnetic Resonance (NMR) Imaging.” Dr. Partain has also authored/co-authored/edited approximately 100-plus book chapters and 200-plus journal articles. In 2000, Dr. Partain received the Distinguished Service Award from the ABR. In 2014, he received the Distinguished Service Award from the ISMRM. In 2016, he received the Alumni Achievement Award from Washington University for his “contributions to advance the fields of nuclear medicine and medical imaging.” Dr. Partain served the ABR as an examiner for 20 years, the Accreditation Council for Graduate Medical Education as a member of the Nuclear Medicine Residency Review Committee, and Vanderbilt University School of Medicine in multiple capacities. A devout Baptist deacon and man of committed faith, he is survived by his wife of 62 years, Judy; children, David (Rebecca), Teri (Bland), and Amy; brother, Larry (Deb); brother-in-law, Tom (Cathy); grandchildren, Sarah (Brandon), Amy, Luke, Tucker, Alex, Ryan and Jake; cousins and a host of nieces and nephews. Vanderbilt Health is grateful to Dr. Partain for his decades of service and major contributions to clinical and research imaging.

Business Restructuring Review

In This Issue: The Year in Bankruptcy: 2025 A brief chronicle of the year's notable developments in corporate bankruptcy and restructuring, including business bankruptcy filings, significant court rulings, and legislative developments. [read more …] U.S. Bankruptcy Court Denies Chapter 15 Recognition of Maltese Liquidation Absent Evidence of Meaningful Activities Supporting Finding of COMI or Establishment in Malta In In re Geden Holdings, Ltd., No. 25-90138, 2025 WL 2484883 (Bankr. S.D. Tex. Aug. 28, 2025), stay pending appeal denied, No. 25-90138, 2026 WL 97993 (Bankr. S.D. Tex. Jan. 13, 2026), the U.S. Bankruptcy Court for the Southern District of Texas ruled that, for purposes of recognition under chapter 15 of the Bankruptcy Code, although a foreign debtor may have had its center of main interests ("COMI") or an establishment in Malta when a liquidation proceeding was commenced for it in a Maltese court in 2017, the absence of any meaningful activity by the debtor's liquidator from that time until the liquidator filed a chapter 15 petition in the United States more than five years later meant that the debtor had neither a COMI nor an establishment in Malta on the chapter 15 petition date. The court accordingly denied the petition for recognition. [read more …] The Ninth Circuit's Expansive Reading of "Financial Accommodations" that Cannot Be Assumed or Assigned in Bankruptcy It is generally well understood that agreements to extend credit or provide financing to a debtor cannot be assumed or assigned in bankruptcy. Even so, the provision of the Bankruptcy Code that precludes assumption or assignment—section 365(c)(2)—also extends to "financial accommodations," a term that is not defined in the Bankruptcy Code and has been the subject of relatively few bankruptcy and appellate court rulings. The U.S. Court of Appeals for the Ninth Circuit examined the meaning of the term in In re Svenhard's Swedish Bakery, 154 F.4th 1100 (9th Cir. 2025). The court of appeals ruled that a deeply discounted settlement of pension plan withdrawal liability is a "financial accommodation" that cannot be assumed or assigned, thereby extending the reach of section 365(c)(2) well beyond conventional lending arrangements. Mesearch Media Technologies Ltd., No. 2:25-cv-333, 2025 WL 2443400 (W.D. Pa. Aug. 25, 2025), the U.S. District Court for the Western District of Pennsylvania affirmed a bankruptcy court ruling denying a software licensor's motion for relief from the automatic stay to terminate the license agreement. The court found the license was assumable in bankruptcy under the Third Circuit's hypothetical test as a result of language in the agreement stating that it could be assigned to a "successor in interest" of the debtor without the licensor's further consent, thereby overriding federal patent law's general prohibition against the assignment of patents. Oct. 1, 2025), the U.S. Bankruptcy Court for the Southern District of New York considered whether chapter 15 recognition of a debtor's Brazilian restructuring proceeding should be terminated and the case dismissed due to the debtors' financial deterioration and inability to satisfy its restructuring plan obligations after entry of the recognition order. The court denied the motion, concluding that recognition of the Brazilian proceeding and a court-approved restructuring plan for the debtors should not be terminated under section 1519(d) of the Bankruptcy Code—according to the court, the sole authority for revocation of chapter 15 recognition—because, among other things, the restructuring proceeding was still pending, the debtors might still need relief authorized under chapter 15, and the debtors' prospects for reorganizing under a hypothetical chapter 11 case were uncertain at best. It also found that no provision of the Bankruptcy Code authorizes the dismissal of a chapter 15 case. [read more …] Newsworthy Effective January 1, 2026, Jones Day welcomed Isel M.
