Merck Life Science Expands Bengaluru Manufacturing with €13 Million Investment
Merck Life Science is expanding its manufacturing capabilities in Bengaluru with an investment of approximately €13 million, strengthening the company’s ability to supply critical materials to customers across India and the wider Asia-Pacific region. The expansion at Merck Life Science’s Jigani site in Bengaluru will introduce biological buffer manufacturing alongside the facility’s established chemistry capabilities. The investment is designed to enable faster and more reliable access to critical materials used by customers across research, diagnostics, biotechnology and biopharmaceutical manufacturing. The development further advances Merck Life Science’s “in-region, for-region” approach, under which the company is expanding manufacturing capabilities closer to the markets and customers it serves. By adding biological buffer production in India, the Jigani expansion will broaden the site’s manufacturing capabilities while strengthening Merck Life Science’s regional supply infrastructure for the rapidly developing life sciences sector across India and Asia-Pacific. The company said the expansion reflects both the contribution of its teams and its collaboration with government and industry stakeholders. Merck Life Science acknowledged the support of India’s Department for Promotion of Industry and Internal Trade (DPIIT), the German Embassy New Delhi, and Invest India in helping strengthen life science manufacturing capabilities in the region. The investment comes as India continues to expand its role across pharmaceutical, biotechnology, diagnostics and biomanufacturing value chains, increasing demand for dependable regional access to materials supporting research and manufacturing operations. The Bengaluru expansion reinforces Merck Life Science’s focus on building manufacturing capacity within Asia-Pacific and supporting customers through a more regionalised supply network.

Ebola outbreak update: Cases and deaths; Dungu health zone, Haut-Uélé province now affected
A total of 73 new confirmed cases of Ebola Virus Disease (EVD) were reported on September 18, 2026, including 25 community deaths. Of these confirmed cases, 46 were from Ituri province, 18 from North Kivu, 6 from Haut-Uélé, and 3 from Tshopo. A new health zone, Dungu, in Haut-Uélé province, was affected during the day. As this zone borders South Sudan, strengthening cross-border surveillance is necessary. During the day on September 18, 2026, 12 deaths within Ebola Treatment Centers (ETCs)—10 in Ituri and 2 in North Kivu—were unfortunately recorded, bringing the total number of deaths for the day to 37. However, 41 patients were declared recovered (30 in Ituri, 6 in Haut-Uélé, 3 in North Kivu, and 2 in Tshopo) after testing negative for EVD twice. Since the start of the epidemic in the Democratic Republic of the Congo (DRC), a cumulative total of 7,614 confirmed cases, including 3,676 deaths, has been recorded, representing a case fatality rate of 48.3%. The epicenter remains Ituri province, which accounts for 77.2% of the confirmed cases reported across the seven affected provinces and also accounts for 63.0% of the new confirmed cases. A new health zone was affected on September 18, 2026. Consequently, 63 out of 167 health zones (37.7%) across 7 provinces are affected. Subscribe to Outbreak News TV on YouTube Response measures feature 97% traveler screening at entry points, surveillance expansion to new area Dungu, and community outreach sensitizing over 110,000 people in one day. The Democratic Republic of the Congo’s health system faces deep, structural constraints that predate the current Ebola outbreak and make epidemic response far harder. These problems are most acute in rural areas and the conflict-affected east. Outbreak News Today is a reader-supported publication. To receive new posts and support my work, consider becoming a free or paid subscriber. Subscribe Eastern provinces have seen health facilities damaged, looted, or abandoned. Insecurity delays patients, blocks supply deliveries, and exposes staff to attacks. Millions of displaced people live in camps with poor water, sanitation, and health services, increasing outbreak risk. Vast distances and poor roads mean many people walk hours or days to reach care. These same weaknesses explain why Ebola has continued to spread into new, under-prepared health zones even as some original hotspots show improvement: surveillance, laboratory turnaround, contact tracing, and infection control remain thin outside the best-supported sites. The Ministry of Health and partners have scaled up treatment centres, laboratories, and vaccination in the current outbreak, and some digital surveillance systems (DHIS2) provide a useful backbone. However, the underlying gaps in staffing, basic infrastructure, reliable funding, and logistics have not been closed. Without sustained investment in those foundations, the system will remain vulnerable to both routine disease burden and the next large outbreak. Canada looks to deepen research and education links with the EU
Canada is looking for deeper research and education links with the EU, according to its prime minister, Mark Carney. His comments followed hard on the heels of an offer from European Commission President Ursula von der Leyen to give his nation associate membership of the EU, a status that currently has no legal status or definition. Both sides have yet to detail how this newfound political enthusiasm will translate into concrete action.Addressing the European Parliament on September 17, Carney cited both the Horizon Europe research and innovation programme and the Erasmus+ student mobility scheme as areas for future collaboration.Association with the next iteration of Horizon Europe “would allow us to pool resources, cooperate on frontier technology, leverage our world-class research institutes and universities,” he told MEPs. Canada joined the present programme in 2024, but only takes part in Pillar 2, which supports collaborative research projects. Carney also said that young people should be allowed to work, study and live where they want, on either side of the Atlantic. “Canadian membership of Erasmus+ would give your students and ours more opportunity to learn at some of the world’s top universities, to broaden their horizon and to build those lasting ties that will sustain our alliance,” he said.Limited exchanges with Canada are already possible, for example in the Erasmus Mundus strand of the scheme, which supports joint master’s programmes. This would be considerably increased if the country became a full associate member, a club currently limited to nations neighbouring the EU.Most favoured nation? As for the offer of associate membership of the EU, the aim would be to build “an alliance for the future to create a common prosperity and economic security base,” von der Leyen said during her state of the European Union address, also in the European Parliament in Strasbourg, on September 16.“We will work on intelligent manufacturing,” she went on. “We will create a tech alliance. We will integrate defence industrial bases. We will make the Arctic a flagship joint project. We will work on energy-critical minerals and batteries, on [artificial intelligence], quantum, cyber and economic security.”Mona Nemer, Canada’s chief science advisor, told Science|Business that the political speeches by Carney and Von der Leyen will open the door to even more scientific cooperation between Canada and the EU. She even attributed the broader political partnership to the scientific diplomacy of Horizon Europe association. “The science and research collaborations have predated this political rapprochement,” she said. While she is not part of the government decision-making process, Nemer thinks Carney’s speech in the European Parliament is more than “political posturing” and the Canadian government is likely to come up with more practical ideas for how to boost collaboration in the near future. “The prime minister mentioned Horizon [Europe] and Erasmus+, maybe there is something more concrete around this,” she said. She went on to suggest that Canada and Europe could also work more closely together on setting international standards for emerging technologies, AI safety, data sovereignty and joint research infrastructures, such as particle accelerators and marine research fleets.Nemer confirmed that science cooperation will be on the agenda at an upcoming EU-Canada summit in October. She met recently with EU ambassadors to Canada to "see where the possibilities are, to signal that there is interest."Room for expansionLike other countries outside Europe that are associated to Horizon Europe, such as South Korea, Australia or Japan, Canada is not allowed to host European Research Council (ERC) grantees. However, Canadian universities hint they would like re-open that discussion. “Canada’s participation in Horizon Europe, the world's largest research funding programme, has been a big success,” said Robert Asselin, the chief executive of U15 Canada, an umbrella body for some of the country’s biggest research universities, in a statement. “Ensuring swift re-association to the next research programme, will be vital to maintain this momentum. We would welcome efforts to explore further opportunities to collaborate with European partners, such as through the European Research Council,” he said. Related articlesHow a new multilateral defence bank could boost innovationEurope’s independence hinges on innovation, von der Leyen saysBut so far, there are no details from the Commission on how von der Leyen’s proposal would boost Canadian access to the ERC or other sensitive research calls in Horizon Europe. And it is unclear how other non-European associated countries, such as New Zealand or Australia, would react if Canada was given better access than them. The same questions may arise closer to home. “How would a new category of associate member of the EU differ from Norway’s participation in EU programmes through the European Economic Area?” asked Jan Palmowski, secretary general of the Guild of European Research-Intensive Universities. “And how does this proposal for Canada change discussion for the UK, Norway and Switzerland for the next Multiannual Financial Framework?”Another area for discussion is how far Canadian organisations can participate in sensitive projects. “I would expect some of the most crucial issues at hand to be whether Canada can participate more closely and predictably in calls that are deemed sensitive on research security or EU preference grounds, on critical technologies, for instance,” Palmowski said. Canada’s participation in other parts of Horizon Europe, as well as the European Competitiveness Fund, might also be discussed, he added.Whatever the details, closer cooperation between the EU and Canada represents a “substantial” opportunity, according to Mattias Björnmalm, secretary general of the Cesaer university group. “Scientific excellence depends on talented people being able to work together, exchange knowledge and access complementary expertise and infrastructure,” he said. “A closer EU-Canada partnership would strengthen these conditions and provide greater certainty for long-term collaboration.”

Please Stop Conflating Sports Betting Handle With Spending On Entertainment
Editor’s note: The Cashout for paid subscribers will publish on Tuesday. Every September there’s a huge uptick in how much people bet on sports with the start of football season. Which means it’s time to get ahead of a ridiculous narrative before it picks up steam on social media or in mainstream media. Subscribe Every few months I see some version of this: [ Charlie Bilello@charliebilello Americans bet over $165 billion on sports last year, which is more than they spent on movies, books, concerts and sports tickets - combined. 1:00 PM · Jun 28, 2026 · 4.1M Views 258 Replies · 674 Reposts · 4.23K Likes ](https://x.com/charliebilello/status/2071217050328895935?s=20) Fortune published this in July. The headline and start of the story tell the same narrative (emphasis added): Gambling becomes America’s favorite pastime as Americans spend more on sports bets than movies, arts, museums, and music combined: The North American box office totaled $8.87 billion in 2025, which is still 22% below pre-pandemic levels. Recorded music revenue hit a record $11.5 billion. Live music like concerts and festivals brought in $18.51 billion. Meanwhile, book publishers tracked by the Association of American Publishers reported $14.6 billion for the year. And the U.S. museum industry generated an estimated $16.4 billion. Add it up and the total comes to roughly $70 billion, which is less than half what Americans wagered on sports. The story, to its credit, goes on to tell us why sports betting is entirely different, although people who only read headlines will miss that nuance. (The tweet above definitely skips over the nuance.) I will mostly be preaching to the choir here, but it’s worth saying out loud: Wagering money on sports is not the same thing as spending on entertainment from a financial perspective. When you spend money on a movie or concert ticket, that money is gone. You exchanged money for an experience. It’s a good trade! I get to have fun for “x” dollars. (Unless the movie sucks, I guess.) When you bet money on sports, the money is not necessarily gone every time you wager it. It could be gone, but sometimes it’s not and you actually get more money back! That’s not “spending” money or something you should try to compare directly to entertainment spend. A far better comp would be how much people lose at sports betting. That number was more like $17 billion in the US last year, at least for state-regulated sportsbooks. Why are we trying to equate handle and entertainment spending? I dunno. It makes for splashy headlines, I guess. Now, people should be betting for entertainment, and not because they expect to win in the long term; no doubt about it. Anyway, here’s hoping I don’t see people saying Americans “spent” hundreds of millions of dollars on sports betting this fall.
