The World Health Assembly adopts updated Global Action Plan on Antimicrobial Resistance (2026–2036)

Geneva, 23 May 2026 – Member States at the Seventy-ninth World Health Assembly (WHA79) adopted the updated Global action plan on antimicrobial resistance (GAP-AMR) 2026–2036, marking a major milestone in the global response to antimicrobial resistance (AMR) and delivering on a key commitment contained in the 2024 United Nations General Assembly Political Declaration on AMR. The updated plan was developed through a consultative process led by the Quadripartite organizations – FAO, UNEP, WHO and WOAH – with extensive engagement of Member States and stakeholders across sectors. AMR remains one of the most significant global health and development challenges, affecting humans, animals, plants, food systems and the environment. The updated GAP-AMR provides a comprehensive One Health framework to guide coordinated global, regional and national action over the next decade. It builds on the foundation established by the original GAP-AMR adopted by the World Health Assembly in 2015 while reflecting evolving evidence, lessons learned, and the commitments made at the 2024 UN High-Level Meeting on AMR. During the Assembly, Member States expressed broad support for the updated plan and its strengthened multisectoral and One Health approach. Delegates highlighted the importance of prevention-first interventions, including infection prevention and control, water, sanitation and hygiene (WASH), vaccination, biosecurity, and environmental measures. They also highlighted the need for responsible, equitable and sustainable use of antimicrobials, strengthened surveillance, innovation, and sustainable agrifood systems. The updated GAP-AMR is intended to serve as the global framework for coordinated action against AMR through 2036. It aims to accelerate global progress towards the commitments and targets agreed by Member States and support countries in developing, implementing and financing ambitious multisectoral national action plans. The plan also reinforces the importance of accountability, monitoring and reporting, sustainable financing, and international cooperation to address AMR through a One Health approach. The adoption of the updated GAP-AMR reflects renewed global commitment to preserving the effectiveness of antimicrobials and safeguarding advances in human, animal and plant health, food security, economic development and environmental sustainability. As implementation begins, continued collaboration among governments, international organizations, civil society, academia and the private sector will be critical to translating commitments into measurable impact. The Quadripartite organizations will continue supporting Member States and partners in operationalizing the updated GAP-AMR and advancing coordinated One Health action against AMR at country, regional and global levels.

San Francisco State University Partners with UC Law San Francisco to Expand Downtown Presence  - UC Law San Francisco (Formerly UC Hastings)

SFSU’s Lam Family College of Business will use classroom and office space at 198 McAllister Street to establish a new downtown campus. San Francisco State University (SFSU) and UC Law San Francisco have reached an agreement that establishes a new downtown home for SFSU’s Lam Family College of Business at UC Law SF’s Academic Village. The agreement places SFSU business students in close proximity to leading employers, industry partners and transit hubs, enhancing opportunities for internships, networking and career advancement. The UC Law SF Academic Village is a shared-campus model designed to foster collaboration among higher education institutions and contribute to San Francisco’s ongoing revitalization. San Francisco State University (SFSU) and UC Law San Francisco have reached an agreement that establishes a new downtown home for graduate business programs from SFSU’s Lam Family College of Business at UC Law SF’s Academic Village. The agreement creates a new downtown campus location for SFSU, giving students direct access to San Francisco’s thriving business environment. Beginning in Fall 2026, graduate business students will take classes at the UC Law SF building at 198 McAllister Street, at the nexus of the Civic Center, Mid-Market and Tenderloin communities. Under the agreement, SFSU will occupy 3,200 square feet of exclusive teaching and office space and will share additional classrooms with UC Law. The move positions students in close proximity to leading employers, industry partners and transit hubs, enhancing opportunities for internships, networking and career advancement. “This partnership is an example of the growing strategic collaborations that expand opportunities for our students,” said SFSU President Lynn Mahoney. “By situating graduate business programs in the city’s urban core, we will help students build connections, gain experience and achieve their goals for meaningful careers and upward mobility.” Students enrolled in select Lam Family College of Business graduate programs will have access to the Academic Village’s modern classrooms, conference facilities, library, study spaces and resident and event support services. The site also includes lounges, on-site dining and newly built, fully furnished, apartment-style housing for students and professionals. As institutional partners, SFSU College of Business students and alumni are eligible for tuition discounts if they enroll in the UC Law SF Master of Legal Studies program, designed for professionals whose work intersects with the law. “San Francisco State University is an excellent addition to our Academic Village, and we are excited to have the Lam Family College of Business join us in the fall,” said UC Law SF Chancellor & Dean David Faigman. “The partnership advances UC Law SF’s commitment to collaborate with California’s other great public schools and adds vibrancy and energy to the heart of the city. Our students and programs will benefit from the interdisciplinary opportunities that will arise.” The UC Law SF Academic Village is a shared-campus model designed to foster collaboration among higher education institutions and contribute to San Francisco’s ongoing revitalization. The Lam Family College of Business will begin occupying its new space there in July 2026, with classes beginning in August. The move continues SFSU’s longstanding presence in downtown San Francisco and reflects a broader effort to align academic programs with the needs of both career-minded students and the region’s expanding and evolving workforce. For more than 60 years, the Lam Family College of Business has delivered high-quality, AACSB-accredited business education across the San Francisco–Silicon Valley region. Its graduate programs — including the MBAand the STEM-designated Master of Science in Business Analytics and Master of Science in Accounting and Analytics — are designed to help students develop the skills they need to navigate the complex challenges of a global, data-driven economy. Hingham Schools Eye Business Curriculum Expansion as Class Size Concerns Mount

HINGHAM - March 23, 2026 - The Hingham School Committee moved to modernize its high school offerings Monday night, reviewing a comprehensive plan to expand the “small but mighty” Business Department while simultaneously grappling with data that places Hingham as an outlier in elementary class sizes. Director of Social Studies Andy Hoey presented a two-year program review that highlighted the department’s success in community partnerships but warned that high student demand is testing current staffing limits. Meanwhile, committee Chair Jen Benham presented independent research showing Hingham is the only benchmark district with second-grade classes hitting a 25-student cap, sparking a directive for the Policy Subcommittee to review class-size standards. Editors note: South Shore News is going paid in April, subscribe now to make sure you don’t miss a story. Reach out for group or organizational pricing. Subscribe The Full Story The meeting opened with a look into the future of Hingham High School’s (HHS) curriculum. Andy Hoey, who oversees the Business Department, presented the first formal program review for the department since 2009. [15:09] Hoey characterized the department as a vital elective hub that currently serves between 14% and 27% of the HHS student body in any given year. [31:31] “We are very proud of our business department here at Hingham High School... while we’re very proud of it, we are always striving to make improvements and enhancements.” [15:55] — Andy Hoey, Director of Social Studies A key highlight of the presentation was the announcement of a new AP Business with Personal Finance course launching next year, pending enrollment. [20:08] The review team found that while the program is “well-aligned” to national standards, it remains a high-school-only offering. Hoey outlined an action plan to explore “vertical articulation,” potentially introducing business or financial literacy units at the middle school level to fill a “gap” identified between fifth and eighth grade. [41:48] However, the department faces “smoke and mirrors” regarding student GPA, according to Hoey. Currently, most business courses are “unleveled” and do not count toward a student’s GPA, which survey data suggests may deter some students from enrolling. [28:15] The committee discussed the possibility of offering Honors or College Prep (CP) credit for advanced courses, such as investing or marketing, to better reflect their academic rigor. [38:27] The discussion took a sharp turn toward elementary education during an enrollment update. Superintendent Dr. Katie Roberts noted a net gain of four students mid-year, but it was Jen Benham’s “rabbit hole” data analysis that caught the committee’s attention. [50:35] Benham researched 13 benchmark towns—representing 34 elementary schools—and found that Hingham was the only district with a second-grade section reaching 25 students this year. [51:36] Benham’s findings suggested that while many districts lack formal class-size policies, Hingham’s current cap of 25 for second grade may be too high. “I think if we could at least have 23 at a cap for grade two,” Benham suggested, noting the importance of that grade level for literacy development. [53:09], [54:55] Dr. Roberts cautioned that smaller classes require more staff, which is a significant hurdle following a budget season where nine general education positions were cut across the district. [55:56] The committee also finalized the 2025 Town Report, which was updated to be more “student-centered” and highlight staff early in the document. [11:12] Additionally, a series of food service policies were approved to align with Massachusetts’ universal free school meal mandate, including new protocols for meal modifications due to allergies or religious needs. [59:23] Share Why It Matters The meeting underscored a tension between Hingham’s desire to offer elite, specialized programming and the foundational pressure of class sizes. The expansion of the Business Department—including potential Microsoft certifications and AP courses—aims to prepare students for a “real world” where credit scores and financial literacy are paramount. German Health Minister Nina Warken and WHO Hub in Berlin highlight 2025 achievements

Germany’s Federal Minister of Health, Nina Warken, visited the WHO Hub for Pandemic and Epidemic Intelligence in Berlin today to review progress and launch its 2025 Annual Report. The report highlights advances in using artificial intelligence, data science and pathogen genomics to strengthen global preparedness for future pandemics. In 2025, the WHO Hub in Berlin worked with more than 160 Member States and over 190 partners to help countries and organizations develop new systems and tools to detect and understand new public health threats as quickly as possible, whenever and wherever they occur.BMG to confirm whether they wish to contribute a quote. “Detecting outbreaks early is one of the most effective ways to save lives and prevent epidemics from becoming global crises,” said Federal Minister of Health Nina Warken. “Germany is proud to host and support the WHO Hub for Pandemic and Epidemic Intelligence. Its work strengthens our safety at home and helps protect people worldwide.”Artificial intelligence is increasingly transforming the detection of outbreaks. In 2025, the Hub launched an upgraded version of the Epidemic Intelligence from Open Sources (EIOS) system, which uses enhanced AI functions to scan global online information in real time and help experts quickly identify unusual health events. The system is now used by 120 countries. To better anticipate health threats, countries need information beyond traditional health data. The Hub supports countries in implementing Collaborative Surveillance, which integrates data on climate, animals, travel, and population movement to provide a more comprehensive and real-time understanding of health threats. The Hub also expanded global access to pathogen genomics, which helps scientists detect new pathogens, such as viruses and bacteria, understand how they spread and how dangerous they may become. Through the International Pathogen Surveillance Network (IPSN), the WHO Hub in Berlin worked with 309 partners in 101 countries to expand access to these technologies.“We are in a new era of global health threats, and we need new tools to face tomorrow’s challenges,” said Dr Chikwe Ihekweazu, Executive Director of the WHO Health Emergencies Programme. “The WHO Hub in Berlin helps countries use data and technology more effectively so they can identify risks earlier and respond faster. No country can address these threats alone. Strong cooperation remains our best defence.”“Berlin offers an ideal environment for our work. We collaborate closely with world-leading institutions such as the Robert Koch Institute and the Charité Center for Global Health,” said Dr Oliver Morgan, Head of the WHO Hub for Pandemic and Epidemic Intelligence. “Germany has supported the WHO Hub since its establishment, and we are pleased to welcome Federal Minister Nina Warken to the Hub today. This strong partnership helps us advance innovation in pandemic and epidemic intelligence and better support countries to prepare for future health threats.”The Hub is expanding the use of advanced analytics and mathematical modelling to forecast how outbreaks may develop and to assess which response measures are most effective. Through its Collaboratory, the Hub connects modelers and analysts with governments to ensure their work addresses real public health needs. In 2025, the community grew to 1300 members from 50 countries and 200 institutions. An AI-powered pandemic simulator, currently in the prototyping phase, will help decision-makers compare outbreak scenarios and help identify effective disease control measures.

Forum on harnessing Artificial Intelligence for health equity

Register to this forumOver the past decade, artificial intelligence (AI) has significantly evolved in complexity, performance, and utility. Its integration across a wide range of industrial sectors has accelerated, with healthcare emerging as one of the most transformative sectors. In this sector, AI has enabled high-impact applications – from enhancing the speed and accuracy of disease diagnosis and supporting clinical decision-making, to strengthening public health initiatives such as disease surveillance and workforce optimization. Moreover, AI holds immense potential to empower individuals, enabling them to take greater control of their personal health and well-being. Yet the central question remains: Who benefits, who is at risk, and do these innovations close or widen health inequities? While the potential of AI-enabled applications is substantial, many countries have approached their adoption with caution. This hesitancy stems from concerns about risks and benefits, including model bias, data breaches, privacy violations, and the erosion of professional skills due to over-reliance on AI. Additional barriers include inadequate data infrastructure and a lack of robust evidence on the most effective forms and interfaces of AI to enhance service delivery and system performance. Moreover, the rapid rise of Generative AI has introduced a heightened urgency for the development of comprehensive governance and ethical frameworks. The Asian Development Bank (ADB) Health Practice Team and Digital Sector, in collaboration with the World Health Organization (WHO) Regional Office for the Western Pacific, are convening the Forum on Harnessing AI for Health Equity on 25–26 March at ADB Headquarters. Strengthening One Health Field Epidemiology Capacity in the WHO South-East Asia Region

Recent public health emergencies—including the COVID-19 pandemic, recurrent zoonotic disease outbreaks, and the high level of antimicrobial resistance—have underscored the urgent need for strong, multisectoral field epidemiology capacities. This reinforces the importance of a workforce equipped with One Health field epidemiology competencies. To address this need, WHO works with the Food and Agriculture Organization of the United Nations (FAO), the United Nations Environment Programme (UNEP), and the World Organisation for Animal Health (WOAH), as part of Quadripartite Alliance for One Health, to strengthen field epidemiology training programmes using a One Health approach. These efforts are aligned with WHO SEARO’s Strategic Framework for Action for Strengthening Surveillance, Risk Assessment and Field Epidemiology and the Regional Roadmap to Advance Field Epidemiology Capacities 2025–2029 emphasize workforce development, multisectoral collaboration, and enhanced preparedness for health emergencies. With funding from the Pandemic Fund, The Competency for One Health Field Epidemiology (COHFE) integration within Field Epidemiology Training Programmes (FETPs) or similar initiatives has been initiated in Bangladesh and India and is planned in Sri Lanka.BangladeshIn Bangladesh, COHFE is being adapted to strengthen the Field Epidemiology Training Programme, Bangladesh (FETP-B) Advanced programme. Initiated in July 2025 and led by the Institute of Epidemiology, Disease Control and Research (IEDCR), the process brought together stakeholders from human, animal, and environmental health sectors, academia, and laboratories.A Multisectoral Working Group (MWG) was established to guide implementation, conduct readiness assessments, and identify opportunities to institutionalize One Health collaboration. Through national multisectoral consultations and a competency prioritization workshop held in Dhaka in November 2025, stakeholders identified priority technical competencies for surveillance, outbreak investigation, data analysis, and risk assessment, alongside functional competencies related to leadership, coordination, and the laboratory–epidemiology interface. The process also surfaced systemic barriers—such as challenges in data sharing and limited joint investigations—enabling targeted recommendations. These outcomes are guiding curriculum revision, the introduction of One Health simulations and joint field exercises, and the development of a national multisectoral mentorship pool, with updated training materials expected to be implemented in the upcoming cohort.Figure 1. Competency prioritization involving multisectoral stakeholders“COHFE represents a significant step forward in operationalizing the One Health approach. The collaboration between national institutions and the Quadripartite partners is critical for building resilient systems to address complex health challenges in the region.”, Prof. (Dr) Tahmina Sirin, Director, Institute of Epidemiology, Disease Control and Research (IEDCR), Bangladesh.Aligning India’s One Health Training with COHFEIn India, the National Centre for Disease Control (NCDC) has strengthened One Health workforce development through its SectorConnect initiative. WHO supported a comprehensive competency mapping and curriculum review to align the Field Epidemiology Programme in One Health (FEP-OH) with all 14 COHFE domains. The review identified strong foundations while generating actionable recommendations to strengthen One Health learning outcomes, expand joint field-based learning, and enhance competency-based assessment. These improvements are informing programme refinement and phased scale-up across additional states.Figure 2. Strengthening learning outcomes for the SectorConnect FEP OH CurriculumThrough these efforts, WHO SEARO will continue to support countries to move from separate sector-based training toward an integrated, impact-driven One Health field epidemiology workforce capable of addressing complex health threats at human-animal-environment interface.ReferencesFood and Agriculture Organization of the United Nations, World Health Organization, & World Organisation for Animal Health. United States and Madagascar to Implement $175 Million Five-Year Health MOU - U.S. Embassy in Madagascar

United States and Madagascar to Implement $175 Million Five-Year Health MOU U.S. and Malagasy health officials are convening in Antananarivo for a two-day joint review process, marking the first major step in implementing the strategic health cooperation framework established in the Memorandum of Understanding (MoU) signed between the two countries in December 2025. The MoU outlines the structure and terms of U.S. support to Madagascar’s health sector from 2026 through 2030, with a total commitment of $134,305,000 from the U.S. Government and $41,216,252 from the Government of Madagascar working jointly to address malaria, maternal and child health, polio and global health security issues. This approach reflects the America First Global Health Strategy by prioritizing effective, results-driven cooperation that advances mutual health security and supports Madagascar’s progress toward self-reliance and independence from foreign assistance. The events bring together U.S. Government health experts and Madagascar’s Ministry of Public Health leadership to conduct a comprehensive review of seven major health programs currently supported by United States funding, discussing current activities, and developing recommendations for programs to align with the signed Memorandum of Understanding, which advances both the America First Global Health Strategy and the Government of Madagascar’s goals. “This memorandum sets the course for U.S. strategic cooperation and support to Madagascar’s health sector over the next five years,” said Chargé d’Affaires Stephanie Arnold at the workshop’s opening. This review will help determine how to maximize the effectiveness and impact of these programs, ensuring resources provided by U.S. taxpayer dollars are used wisely,” she added. “By working together to address global health challenges, we demonstrate America’s leadership and commitment to a safer, healthier world, making both the United States and Madagascar healthier and stronger.” Under President Trump’s leadership, the United States is implementing a Global Health Strategy for foreign assistance that emphasizes increased host country ownership, resilient health systems and human resource capacity to reduce dependency, maintaining frontline support to reduce infectious disease threats, and strong performance monitoring systems for accountability and service delivery. “Diseases do not respect borders, and when we support Madagascar’s capacity to detect, prevent, and respond to infectious disease threats, we are contributing to global health security that benefits communities both here and in the United States,” Arnold emphasized, noting that “The MoU represents a commitment to transparency, accountability, and results.” The United States recognizes the commitment of Malagasy leadership in prioritizing investment of time and significant resources on the healthcare of their own citizens. With recent changes in leadership, Madagascar has an opportunity to strengthen governance, improve performance, and move forward toward greater self-reliance, particularly in the healthcare sector. Through strategic focus and thoughtful collaboration under this MoU, U.S. health programs in Madagascar will deliver meaningful results that advance both countries’ interests while supporting Madagascar’s journey toward greater self-reliance and a healthy future.

Research continued to expand with continued growth in scientific findings and millions in grant funding for radiopharmaceuticals, functional MRI, nuclear medicine, X-ray, ultrasound and more. Dr. Partain is celebrated for being instrumental in bringing the first MRI and PET/CT machines to the Medical Center. His efforts helped build Vanderbilt Radiology’s prestige in the world of academics and research both nationally and internationally. His society affiliations included the American College of Radiology, the American College of Nuclear Medicine, and the International Society of Magnetic Resonance in Medicine (ISMRM). He served as president of the Radiological Research Alliance of the Association of Academic Radiologists and has held executive roles as a member of many radiological society boards.
