Merchants of Doubt and the attacks on Extreme Event Attribution science

Last week, I attended a meeting at Columbia University on attribution science and climate law, hosted by the Sabin Center. It was a fantastic event, bringing together scientists and legal experts working at the intersection of extreme event attribution and climate law. Subscribe For those unfamiliar with it, extreme event attribution attempts to quantify the contribution of climate change to an extreme event. For example, several groups analyzed the impact of climate change on Hurricane Harvey’s enormous rainfall totals over Houston, Texas and they found that climate change increased rainfall by 15 to 38%. One thing that came up again and again was how terrified fossil-fuel interests are of extreme event attribution science. They are acutely aware that this research could land them in court. And losing those cases would leave them legally liable for billions of dollars in climate damages. Because the legal stakes are so high, the blowback has turned ugly. I spoke with several scientists at the meeting who are facing ongoing harassment over their work. This blowback is a coordinated campaign to make the entire field look suspect. The goal is to create the impression that attribution science is too uncertain, too political, or too conflicted to be useful in court or in public policy. The strategy is not based on actual science or evidence of misconduct, but on the generation of doubt. The new Merchants of Doubt We’ve seen this before. In fact, not that long ago: We only have to go back a year to the Department of Energy (DOE) Climate Working Group (CWG) report to see an example of using doubt as the tool to push back against well-established science. This strategy is laid out in an email from a member of the CWG, Dr. Roy Spencer, that was released during litigation over the Climate Working Group process. The key quote is: About all I can hope is that what we write will provide sufficient “reasonable scientific doubt” regarding the science claims in the 2009 TSD [technical support document], based upon almost 2 decades of new science, to call into question the original reasoning for the EPA Administrator’s decision that CO2 presents a threat to human health and welfare. This statement is strong evidence that at least some members of the committee were working to support a particular policy outcome: revoking the Endangerment Finding. The email also explains how they planned to do it: by attempting to generate “reasonable doubt”. This is going to be hard, Spencer implies. Despite falsely claiming that “2 decades of new science” weakens the case, Spencer explicitly acknowledges that the actual peer-reviewed science of climate change overwhelmingly rejects his position: But if the science argument is decided upon by a vote, or by the number of published citations, we lose the science argument. We can go back even further: This CWG email shares unmistakable DNA with the infamous 1969 tobacco memo that declared: “Doubt is our product, since it is the best means of competing with the ‘body of fact’ that exists in the mind of the general public. It is also the means of establishing a controversy.” The tobacco memo also acknowledges the limit of this strategy: Like the CWG, they knew the science was not on their side. Share The new new Merchants of Doubt The people attacking the IPCC chapter on extreme event attribution are the newest iteration of the Merchants of Doubt. Their goal, like all Merchants before them, is to introduce doubt into the process. Because the report is not even out yet, they cannot attack its conclusions. So they are attacking the authors instead. Here is a press release from the House Science, Space, and Technology Committee: In the letter, the Chairmen express concerns about potential conflicts of interest involving members of the Attribution Committee, stating that “publicly available information suggests a troubling pattern” in which committee members are affiliated with nonprofits that support climate accountability lawsuits, “raising the appearance of impropriety and member bias.” To be clear, this is just innuendo. There is no actual evidence of bias. And given the robust process that these reports go through, including multiple lines of peer review, it seems very unlikely that significant bias can survive into the report. When the report comes out, critics will have the opportunity to make legitimate criticisms of the report — if any exist. If none do, however, they’ll still make criticisms, but they’ll be bogus, simply designed to generate doubt. We’ll see. A note to the press: Fix your frame To any journalists reading this: The public debate over extreme event attribution science is not going away. The science is simply too dangerous to fossil-fuel interests for them to stop fighting it. You very well might be assigned to write an article about this area of research in the future. When you do, do not automatically adopt the framing that climate misinformers want you to use. They want you to frame the story around questions like: Are climate scientists trying to put their thumb on the scale to achieve a predetermined, politically motivated result? Are climate scientists improperly letting their politics invade the science of the IPCC? That frame is a trap. Instead, you need to view this through the historical lens of the Merchants of Doubt. How does the ecosystem of doubt operate? Who funds it? What methods do they use to misrepresent science and slime researchers? What scientific results are they trying to keep people from understanding are legitimate? Ultimately, you instead need to focus your article on the generation of doubt as a way to maintain the fossil fuel industry’s social and legal license to keep burning oil, gas, and coal. If you treat the misinformers’ frame as a legitimate, good-faith scientific critique, you are helping them produce doubt. Don’t do it. Don’t be a Merchant of Doubt. Punk Politics/Camp Costume is a fashion exhibition curated by (some of my) brilliant Parsons students!

I have the most amazing students. I teach Fashion Journalism at Parsons, as part of its MA Fashion Studies degree, though I have students of all different disciplines throughout the New School in my class — from fine-art photographers to investigative journalists to textile designers. And I learn about all sorts of fascinating things from them, like that designers are adding faux sweat stains to their garments now (part of a trend piece about “anatomy core”) and that real “French girl style” is actually about being “cunti cunta” (aka loud, rude, too much, liberated). So when I found out that some of my students were curating a fashion exhibition opening tonight(!!!), I just knew that it would be brilliant too. Wearable Art is a reader-supported publication. To receive new posts and support my work, consider becoming a free or paid subscriber. Subscribe It’s called Punk Politics/Camp Costuming1, and it’s up through May 10 at La Sudestada, the wonderful gallery and concept store in Greenpoint, Brooklyn. I asked the exhibit’s lead curator, Ella Birney (a talented costume and knitwear designer from Belfast who also happens to be in my class), all about it. This conversation has been edited for length and clarity. Tell me about the idea of this exhibition and how it came about. Ella Birney: For our Fashion Curation class, we had to pitch [exhibition] proposals to our professor, Jessica [Glasscock], and I really wanted to continue on the themes that I was exploring in my BA when I was studying in London a couple of years ago. My BA was very punk-inspired and very political. Everything I do, as you know from my writing, always has a slight Irish, political twist to it2. So in my BA project, it was looking at knitwear as a conveyor for exploring political identity in somewhere like Ireland, where identity is such a point of contention. And looking at the images that I generated from that project, there was something so camp about the whole thing. Like, it’s so playful and in bad taste to do a political message — like a knitted Union Jack — out of mohair. There’s something very camp about that. So that’s where it kind of became punk politics/camp costuming — looking at how from the 1970s to now there’s been protest through costume and clothing. What was your BA in? It was fashion textiles, knitwear. Very craft heavy, which — craft is never taken seriously either. That’s also a kind of spin [on the punk/camp thing]. The Union Jack knit that you made is included in the show — what is camp about knitting a Union Jack out of mohair? The whole ethos of camp is kind of bad taste, doing things that are tongue in cheek and a bit wink, wink, nudge, nudge. Like, this is a bit silly. Everything I do is like, this is a bit silly. Like, being from the North of Ireland, everything you do is political. So it’s like, everything is going to be looked at in a certain lens anyway, so we may as well lean into it. So the Union Jack was because I come from a mixed marriage — Protestant-Catholic. And in the North of Ireland, that’s still a big deal. And even though I’m a Catholic and brought up in a very like Catholic Nationalist family, there [were] Union Jacks [the symbol of the United Kingdom] on my street. So I was like, then I’m gonna make your Union Jack out of knitwear. And then that kind of all linked back to the punk movement that Vivian Westwood forefronted in the late 70s, [with her stores] Let It Rock and Seditionaries. How did you source your items? Once we decided on this exhibition idea, everyone in the class was put to [think about] what do you think can fit into punk politics/camp costuming and finding designers that fit that brief. Me and my co-curators, Dulcinea Flores and Allison Gramando, made a brief to send out — with a mood board and color stories, stuff like that — and then everyone kind of got to work emailing people. We reached out to other Parsons grads. Even through Instagram stories we’ve been able to reach so many people who were like, Yeah, of course, I’ll write something for this, or Please — let me submit stuff. It actually was quite easy sourcing things. … The Parsons thing gets you quite far. What were some great pieces you got? There’s a Brooklyn-based, nonbinary artist called Buzz Slutsky. I can’t even remember how I found them, but I came across this crazy, shoe thing — they had made all these different shoes out of papier-mâché, and the story behind them is so fantastic, so interesting. They were just so obliging, like, Of course, you can have these for a few weeks. I was really happy about that. And then we have art from a collective here called Art Comes First. And they lent loads of really amazing pieces that just tied everything together. You have your Union Jack knit in the show too. Any other pieces that you made? There’s three of my BA mohair knits. There’s the Union Jack. There’s a mohair with the word “No” — which is based on an old political campaign in Ireland that was “Ulster says no to sodomy.” And then there’s another one that is red, white and blue, like the Union Jack, but has the word “Catholic” on it and lots of holy medals. I’m so happy I got to include those. How many pieces are in the show? Between 49 and 52, something like that. A load of clothing and accessories, shoes. There’s a Brooklyn-based Irish photographer who’s given us photos. There’s also a shopping cart that is an art piece by Art Comes First that has gold knuckle dusters as the handles. There’s also lots of T-shirts, original pins from the 70s and 80s that were from people’s dads. I also brought my record player, and all of [co-curator] Allison’s dad’s original albums so everyone could play records. Oh my gosh! Yeah, it’s cool. Anything else you would like to add? If we get to do an exhibition, why would we not make it political in this day and age? I hope that people come. There’s a lot of history, because it starts back in the 70s. It’s not like chronological or anything, but there are historical objects. I hope people come out of it thinking, out of all the really horrendous decades of the 70s and 80s and 90s, all these amazing subcultures happened. There are horrible political times, but there’s art that comes out of it that lasts. Punk Politics/Camp Costume is on view May 1-10 at La Sudestada, 67 West St. Suite 513, Greenpoint, Brooklyn. RSVP for the opening Friday May 1 6pm-8pm here. There’s also a button-making and patch-making workshop and artist talk May 9. Follow the show’s Instagram page @punkxcamp.parsons. Special shout out to all the students who put on this show: Ella Birney (lead curator), Dulcinea Flores (curator), Allison Gramando (curator), Pierre Sanon (lead exhibition designer), Eliana Daneshvari (exhibition designer), Reilly Lowell (editor), Jess Gayo (researcher/writer), Joyce Gayo (researcher/writer), Maria Magdalena Ugarte Montero (researcher/writer), Cassidy Colarik (exhibition press officer), Shelby Shovein (educator), Sarah Mahnke-Baum (educator), Trinidy Coleman (graphic designer), and Leonie Soravia (project manager). Jessica Glasscock was the faculty advisor. 1 The website is definitely worth checking out. 2 This is true!

Expanding free health insurance is central to universal health coverage, but its impact depends on how households value it. This column examines Mexico’s Seguro Popular and shows that households value the programme less than its fiscal cost. This helps explain why its effects on labour markets were modest and suggests that overall welfare gains may be smaller than often assumed, despite the programme’s large expansion in coverage.

3L Rachel Sadler Charts Path in Brain Health, Technology, and Policy Through UC Law SF’s Health Law Concentration   - UC Law San Francisco (Formerly UC Hastings)

3L Rachel Sadler studies health law and policy at UC Law SF while researching the legal implications of neurotechnology and other emerging tools that may affect human cognition. 3L student Rachel Sadler shares how UC Law SF’s Health Law Concentration prepared her for a career focused on the intersection of brain health, government policy, and technology. Gained a detailed understanding of how U.S. health care is regulated and where policy reform is needed through coursework and research. Interned with state and federal agencies that regulate health care services and worked with a major health care provider’s bioethics department. Plans to pursue a career focused on protecting cognitive liberty and mental privacy as new technologies reshape healthcare. 3L Rachel Sadler: The Health Law Concentration has given me fluency in one of the most complex regulated industries and the tools to become an effective advocate for better health policy. Before coming to law school, I spent a decade teaching and working with teachers and administrators on high school programming for multilingual learners. Healthcare kept emerging as the most powerful driver of student outcomes. I wanted to understand how to make effective policy change in this area and how to use existing law to defend people’s health rights in California. Through the concentration’s coursework, I gained a sophisticated understanding of how U.S. healthcare is regulated. I also learned where the pressure points for reform exist. The courses gave me space to develop what became my central research interest: how law and policy can be built to protect human cognition and healthy brain development, particularly regarding new technologies such as generative AI and neurotechnology. The health law faculty were instrumental in that process, genuinely invested in helping me and other students define and pursue our own intellectual vision. During law school, I interned at the General Counsel’s Office for Region IX of the U.S. Department of Health and Human Services. I also externed at the California Department of Justice’s Health, Education and Welfare Division. Additionally, I externed at Kaiser Permanente Northern California’s Bioethics Department. Alongside those placements, I conducted extensive independent research on mental privacy and emerging neurotechnology, working closely with Professors Emily Murphy and George Horvath. That research became the throughline of my law school experience and the foundation of my current policy focus. I must also credit Nicole Ozer of the Center for Constitutional Democracy (CCD), whose deep knowledge of California privacy law and the public-interest privacy landscape deeply informed my work. I currently serve a research assistant with the CCD, where I spearhead the development of K-12 educational resources in partnership with law faculty and students. I’ve found UC Law SF to be an ideal place for second-career, nontraditional students. There is a tremendous diversity of life and career experience here, and I felt fully welcomed into the community, despite returning as a student at a different stage of life. I came to law school wanting to promote equity in California’s healthcare system. I am leaving with a sharper and more specific ambition: to build a policy career focused on protecting cognitive liberty and mental privacy from technological intrusion. This is both an urgent and underserved area of law, and I want to be part of defining this landscape going forward. Whether as a practicing attorney or a policy advisor, I plan to work on these issues after law school. I strongly recommend UC Law SF and the Health Law Concentration. When I arrived in law school, I worried the concentration would be narrow and that my non-clinical background would be a disadvantage. The opposite was true. The health law faculty thinks about health expansively, encompassing social determinants of health, structural inequity, and emerging technologies alongside the regulatory mechanics of the industry. The faculty are accessible, intellectually generous, and genuinely invested in students’ development. I found my research vision here, and I deeply appreciate the concentration’s role in this. The Evidence of Success series highlights UC Law SF students as they share how the College’s opportunities equip them with the experience, skills, and confidence to excel in the legal profession.

Scientists may have discovered a brand-new mineral on Mars

Scientists studying Mars may have uncovered a brand-new mineral hidden in the planet’s ancient sulfate deposits. By combining laboratory experiments with orbital data, researchers identified an unusual iron sulfate—ferric hydroxysulfate—forming in layered deposits near the massive Valles Marineris canyon system. The mineral likely formed when sulfate-rich deposits left behind by ancient water were later heated by volcanic or geothermal activity, transforming their chemistry.
