Political debate over AI intensifies amid warnings about ‘catastrophic risk’

(CNN) — The debate around artificial intelligence is ramping up in Washington, with Democratic lawmakers sounding alarms on the dangers they say the technology poses and Republican leaders suggesting those concerns are inflated and secondary to winning the AI race with China. Some Democratic lawmakers last week pressured House Speaker Mike Johnson to reconvene the chamber immediately to work on AI regulation, citing what they describe as the “catastrophic risk posed by advanced artificial intelligence.” But the Louisiana Republican on Sunday resisted those calls, instead saying industry leaders should meet with lawmakers to find “balance” in any potential guardrails.“If Congress just races in and does some sort of emergency session to try to regulate AI, we will lose the race to China, and that is a threat to every single American,” Johnson said on CNN’s “State of the Union.”Meanwhile, former President Barack Obama told Democrats to make artificial intelligence regulation a central part of their agenda during a private fundraiser Thursday, warning that the technology could be dangerous “if we don’t get on top of it.”In a fireside chat with House Democratic Leader Hakeem Jeffries, Obama said whoever runs in the 2028 presidential election should have a “very clear plan” on AI, adding that he saw the need for a “blueprint” on AI guardrails even at the end of his presidency a decade ago.“Certainly, if I were running for president next year, this would be one of my central agendas, and I would have a very clear plan, and I would talk about this, and I would say, ‘Here’s our plan for safety, here’s our plan for making sure our kids are not corrupted by this,’” he said, per excerpts of the remarks provided to CNN by his office. Obama’s remarks were first reported by the New York Times.Concerns over the rapid acceleration of AI reached a fever pitch after Anthropic CEO Dario Amodei wrote in a 3,800-word essay Saturday that the race to develop artificial intelligence is in dire need of a slowdown. The call to action came after an OpenAI test model breached the Hugging Face online platform, deepening concerns about cybersecurity. In an exclusive interview with CNN’s Anderson Cooper on Saturday, Amodei called on industry leaders to work together to avoid “the wrong paths” and the possibility of AI harming humanity. One Anthropic researcher, Jacob Coxon, resigned from the firm over worries that the industry wasn’t doing enough to prevent AI from destroying humanity by the end of the decade.Obama said Democrats need a plan to get their agenda on AI underway should they win the House majority in this year’s midterms.Speaking to Jeffries, who is presumed to be speaker of the House should Democrats prevail in November, Obama said, “Once you are speaker, I would strongly urge that the Democrats put together a framework for a very public conversation, and you can break it out into three or four or five issues.”Obama stressed that the framework should be centered on the reality that the technology can’t be stuffed “back into a box.”“This is something that is moving very fast in private hands, and if we don’t get on top of it, I think can be dangerous. If we do get on top of it, I do think it’s beneficial,” Obama said, laying out examples of AI’s potential use in drug development and finding pathways to a clean energy future.“We don’t want to shut off those opportunities, but we have to understand that this is a tool,” he said.Jeffries agreed with the former president in a statement provided to CNN on Sunday.“President Obama is correct that decisive action must be taken on Artificial Intelligence,” he said, adding, “In the majority, we will move urgently on this issue with a legislative response that recognizes the importance of American companies continuing to lead in the Artificial Intelligence area, while putting in place meaningful guardrails that protect the American people from bad actors and the very real damage that can be done to humanity.”Jeffries also accused Republicans of having “abdicated their responsibility to govern” and said Democrats “will not repeat their error.”A source familiar with Obama’s thinking said the former president sees Amodei’s letter and similar reaction from other tech moguls as an encouraging development. But President Donald Trump waved off their concerns, saying he is not worried about any existential threat posed by AI, focusing instead on the US winning in its development of the technology over China.“We’re leading China in AI. We’re the most sophisticated country in the world, and frankly, I want to keep it that way,” Trump said to reporters at the Amgen Irish Open on Sunday.About the concerns expressed by Democrats and others over the technology, the president said, “I think you have a lot of negative forces that are bringing it up that shouldn’t be bringing it up, and they’re bringing up things that won’t happen.”One of Trump’s top economic advisers, Kevin Hassett, also rejected the calls for slowing the technology down, saying on Sunday the bigger concern is a scenario in which a “malevolent actor has access to an AI that’s better than the one we have that can protect us.”Hassett, the National Economic Council director, said on “State of the Union” the White House may hold meetings this week about addressing Amodei’s concerns, but he did not specify whether Trump had floated greater safeguards.“I have concerns that if we don’t win AI, we’re going to be put in a very bad position,” Hassett said. “We are leading China right now.”CNN’s Alison Main and Molly English contributed to this report.The-CNN-Wire™ & © 2026 Cable News Network, Inc., a Warner Bros. Mozambique strengthens regulation of medicines and imported vaccines, boosting health protection

Mozambique has reached a major milestone in strengthening the regulation of medicines and imported vaccines, with its national regulatory authority recognized by the World Health Organization (WHO) as having a stable, well-functioning and integrated regulatory system. The Autoridade Nacional Reguladora de Medicamentos de Moçambique (ANARME) has achieved Maturity Level 3 (ML3) for the regulation of medicines and imported vaccines under WHO’s global classification of national regulatory authorities.Mozambique becomes the 10th country in Africa to reach ML3, joining Egypt, Ethiopia, Ghana, Nigeria, Rwanda, Senegal, South Africa, Tanzania and Zimbabwe and marking further momentum in strengthening regulatory systems across the region. For people in Mozambique, stronger regulation means greater assurance that medicines and vaccines are appropriately evaluated for quality, safety and efficacy and monitored throughout their lifecycle. It also strengthens the country’s ability to identify and respond to safety concerns and substandard or falsified products, while supporting timely access to quality-assured health products.“Mozambique’s achievement is the result of sustained investment in regulatory capacity that will deliver crucial benefits for public health,” said Dr Sylvie Briand, WHO Chief Scientist and Assistant Director-General a.i. for Health Systems, Access and Data. “Strong regulatory systems protect people, build confidence in health products and help countries respond more effectively to evolving public health needs and challenges. Mozambique’s progress also contributes to advancing regulatory capacity across Africa and promoting more equitable access to safe and quality-assured medicines and vaccines.”Building a stronger regulatory systemMozambique’s achievement follows years of sustained efforts to build the institutions and capabilities needed for effective regulation.WHO worked closely with ANARME throughout this process, assessing the national regulatory system and supporting the authority in addressing identified gaps and strengthening priority areas.WHO evaluates national regulatory systems using its Global Benchmarking Tool (GBT), which assesses the regulatory functions required to ensure the quality, safety and efficacy of medical products. These include registration and marketing authorization, licensing, market surveillance and control, pharmacovigilance, regulatory inspection, laboratory testing and oversight of clinical trials, as applicable. WHO’s maturity levels range from 1 to 4. Reaching ML3 confirms a stable, well-functioning and integrated regulatory system, while ML4 represents an advanced system focused on continuous improvement.Benefits for Mozambique and the African continentAn ML3 regulatory system can support more timely and predictable regulatory decisions, reinforce safety monitoring and help ensure that health products entering and remaining on the market meet appropriate standards. It also creates greater opportunities for regulatory cooperation and reliance – approaches that help authorities make use of the work and decisions of trusted regulators, reduce unnecessary duplication and allocate limited resources more efficiently, while maintaining rigorous standards for quality, safety and efficacy. As the first Portuguese-speaking country in Africa to reach ML3, Mozambique’s experience can also contribute to strengthening regulatory systems and fostering greater cooperation, knowledge sharing and reliance among Portuguese-speaking countries and across the African continent. Its achievement further reinforces a more connected African regulatory ecosystem, providing a solid foundation on which the newly established African Medicines Agency can build to advance regulatory convergence and cooperation across the region.Strengthening confidence in regulatory recognitionMozambique’s achievement comes as WHO strengthens the process through which the performance of national regulatory systems is recognized. The newly established Technical Advisory Group on Regulatory Systems Strengthening (TAG-RSS) brings together independent international experts to advise WHO on whether recommendations concerning regulatory authorities reaching ML3 and ML4 and WHO-Listed Authorities, are supported by the findings of WHO evaluation processes. Its recommendations provide an additional level of independent assurance, strengthening the impartiality, transparency and credibility of WHO’s recognition process.Mozambique is among the first countries to achieve ML3 following consideration and recommendation by the TAG-RSS. As part of the same TAG-RSS process, South Africa was recommended to retain its ML3 status for the regulation of vaccines manufactured, imported or distributed in the country, following an additional WHO assessment. This extends the recognition first granted in 2022 and underscores the sustained performance of the South African Health Products Regulatory Authority (SAHPRA).The two recognitions highlight continued progress in strengthening regulatory systems across Africa, as well as the importance of continued performance, improvement and assessment in sustaining regulatory maturity.WHO will continue working with ANARME and SAHPRA to sustain these gains and support continuous improvement as science, technologies and public health needs evolve.

Asia-Pacific parliamentarians urge bolder action for universal health coverage, climate resilience and responsible AI

Parliamentarians representing 16 countries from across the Asia-Pacific region concluded the Ninth Meeting of the Asia-Pacific Parliamentarian Forum on Global Health (APPFGH) today, reaffirming their key role in advancing universal health coverage (UHC) amid the risks and opportunities posed by AI and climate change. In adopting the Phnom Penh Communiqué, parliamentarians urged fellow legislators regionwide to strengthen sustainable financing for UHC to widen access to health for all, including the most vulnerable populations; promote responsible governance of AI amid ethical concerns over this fast-evolving technology; and build climate-resilient health systems to anticipate and respond to mounting pressures ranging from rising sea levels in coastal areas to air pollution and other environmental degradation. The National Assembly of Cambodia, with support from Cambodia’s Ministry of Health and the World Health Organization (WHO), hosted the Forum in Phnom Penh from 11 to 13 August 2026 – the first time the Forum has convened in a Mekong country.Parliamentarians urge action to close gaps in accessIn the Communiqué, parliamentarians recognized that at-risk and marginalized groups are the ones most severely affected by gaps in access to health services. These groups include people living in poverty, women and children, persons with disabilities, older people, migrants, refugees, and those in rural, remote or island communities. The Communiqué urges fellow parliamentarians and policy-makers to advocate for laws and policies that support sustainable financing to protect people from financial hardship, with a focus on primary health care, prevention and equity. "The Communiqué is a call to action. It sets out ambitious, concrete measures that deliver meaningful impact on the ground. We are all accountable for advancing universal health coverage and translating our commitments into tangible results. Cambodia is fully committed to advancing UHC, including the promotion of ‘healthy people, prosperous country’ campaign,” said Samdech Maha Rathsapheathika Thipadei Khuon Sudary, President of the National Assembly of the Kingdom of Cambodia. His Excellency Professor Chheang Ra, Minister of Health of the Kingdom of Cambodia, highlighted the need for collaboration beyond the health sector. “Universal health coverage cannot be achieved by the Ministry of Health alone. It requires support, particularly from parliamentarians, across political, legislative, financial, social protection, education, infrastructure, and environmental domains. While each country follows its own path, one factor is universally critical for success: strong governance and leadership. We all believe in this principle, and in our respective political roles, we remain committed to strengthening these key success factors to ensure that no one is left behind.”Promoting responsible AI adoption Parliamentarians acknowledged that, while AI has already demonstrated its ability to improve access to health services and support delivery, careful and ethical governance is necessary to safeguard quality, safety, privacy and public trust. This underscores the importance of parliamentarians in promoting legal and regulatory frameworks addressing liability, records ownership and data governance, while embracing innovation that protects ethical practice.“Without strong governance, safeguards for privacy and data security, sustainable financing, and attention to those most at risk of exclusion, new technologies may widen existing gaps instead of closing them. This is why parliamentarians matter. We pass laws. We approve budgets. We scrutinize government action. We represent communities. We can ask whether health services are reaching rural, remote, ageing, poor, and marginalized populations. We can ask whether innovation is being guided by equity, evidence, and ethics,” said Hon. Man Hee Lee, President of the Asia-Pacific Parliamentarian Forum on Global Health.Building climate-resilient health systemsParliamentarians also reiterated that the climate crisis is a direct threat to people’s health and to achieving UHC more broadly, deepening the same gaps in access already faced by at-risk and marginalized communities. They recognized the need for WHO Member States to ensure sufficient national appropriations and oversight, and for parliamentarians to raise awareness in their constituencies and mobilize local action in building climate-resilient and sustainable health systems.“Universal health coverage, climate change and AI cannot be addressed in isolation. The same communities struggling to access health services today are often the ones most exposed to climate shocks, and most in need of the opportunities AI can offer if this technology is governed responsibly,” said Dr Saia Ma’u Piukala, WHO Regional Director for the Western Pacific. “Having served previously in this Forum myself as a parliamentarian from Tonga, I recognize how the Phnom Penh Communiqué reflects the shared resolve of legislators across the Asia-Pacific region: the laws parliamentarians pass and the budgets they approve help ensure this progress reaches the people who need it most.”As the Forum drew to a close, delegates reflected on what they would carry back to their own parliaments and constituencies.“I wish to share three points here worth carrying home from Phnom Penh: we need to invest in primary health care as the foundation of coverage; we need to remove the barriers that keep people from care, whether financial, geographic or social; and we need to build systems that are inclusive by design, protecting those most at risk of being left behind,” added Hon. Ouch Borith, First Vice-President of the Senate of the Kingdom of Cambodia.###Notes for editors:The Asia-Pacific Parliamentarian Forum on Global Health (APPFGH) is a platform for parliamentarians to exchange ideas, build political will, strengthen capacity and foster collaboration towards sustainable health action. This was the ninth meeting of the APPFGH, with the theme “Universal Health Coverage in the era of Climate Change and Artificial Intelligence”. Target 3.8 of the Sustainable Development Goals calls on countries to achieve universal health coverage, including financial risk protection, access to quality essential health services, and access to safe, effective, quality and affordable essential medicines and vaccines for all. In the Western Pacific, UHC service coverage index (SDG 3.8.1) rose from 63 in 2000 to 81 in 2023 (figures include Indonesia), and roughly one in four people in the Western Pacific have experienced financial hardship (SDG 3.8.2). Progress towards UHC in the Asia-Pacific region remains uneven, with hundreds of millions of people still lacking access to essential health services or facing financial hardship due to health-related expenses. Strengthening the role of parliaments – through legislation, financing and oversight – is central to closing this gap and accelerating progress towards UHC across the region.Parliamentarians participating in APPFGH in Cambodia this week include: Hon. Pehin Dato Adanan YUSOF, Brunei Darussalam; Hon. Rosmawatty ABDUL MUMIN, Brunei Darussalam; Hon. LORK Kheng, Kingdom of Cambodia; Hon. YOS Phanita, Kingdom of Cambodia; Hon. The Business of Immigration: Ethics, Economics, and the Future of Our Region

About this Program: Immigration has long shaped the identity, economy, and culture of the San Diego–Baja California region. Today, it remains one of the most significant—and often most debated—public policy issues facing our communities. As employers grapple with workforce shortages, governments respond to evolving immigration policies, and families pursue opportunity and security, important questions arise about the economic, ethical, and practical implications of immigration for our region's future. As part of the Engage San Diego: Tough Topics, Real Discussion series, moderator Andrew Blum will lead a thoughtful conversation with community leaders to examine these issues from multiple perspectives. Together, the panel will explore how immigration and immigration policy influence regional economic growth, workforce development, cross-border commerce, public services, and community well-being. The discussion will consider both the opportunities and the challenges immigration presents for employers, policymakers, and the broader San Diego economy, while also examining the ethical considerations that inform business and public policy decisions. Rather than advocating for a single viewpoint, this program is designed to foster informed, respectful dialogue and deepen public understanding of one of the defining issues of our time. Through a balanced exchange of ideas, panelists will explore practical approaches to strengthening our region while recognizing the diverse perspectives that shape this complex conversation. Join us for an engaging discussion that reflects the spirit of the Engage San Diego series—bringing together diverse voices to tackle difficult topics through civil discourse, informed analysis, and constructive community engagement. What We’ll Explore Immigration and the Regional Economy How does immigration influence San Diego's workforce, economic growth, business competitiveness, and cross-border prosperity? Ethics, Policy, and Public Responsibility How can communities balance economic needs, humanitarian values, public safety, and the rule of law in shaping immigration policy? The Business and Government Perspective What roles do employers, local government, and community leaders play in addressing workforce challenges and creating opportunities for shared prosperity? The Future of Our Region As immigration policy continues to evolve, what practical solutions can help strengthen our economy, support our communities, and ensure the long-term success of the San Diego–Baja California region?

WV Superintendent of Schools Launches First AI and Digital Science Framework in the Nation

Charleston, W.Va. - West Virginia Superintendent of Schools Michele L. Blatt will share the state’s Artificial Intelligence (AI) and Digital Science Framework with educators during professional development sessions at the Charleston Coliseum and Convention Center, Monday through Wednesday, July 27-29, 2026. The Framework, the first of its kind in the country, outlines an approach for digital science and AI literacy education that equips students with the knowledge, skills and credentials to succeed in this rapidly evolving workforce. It also offers educators a way to increase efficiencies in their work and better personalize learning for students.Earlier this year, Superintendent Blatt appeared before a U.S. House of Representatives Subcommittee to share the state’s strategy on addressing the use of AI while also protecting students, their data and educational integrity. The Framework is the result of years of planning, collaboration and development. Digital science encompasses the evolving fields of computer science, AI literacy, data reasoning, cybersecurity awareness, media literacy and the practical application of digital technologies. The framework equips educators to prepare students with the AI and digital science knowledge and skills needed to thrive in the workforce of the future. The West Virginia AI and Digital Science Framework establishes a statewide structure for sustained success. From policy to educator development and student learning, it defines how the state will implement digital science and AI readiness at scale. It serves two priority goals:Respond to the rapidly changing technology landscapeEstablish best practices as a leader for rural models of AI readiness, workforce development and digital science educationWith three statewide commitments, educators will be equipped with understanding and the tools to support implementation. These commitments are:Student Access - Every student will have access to AI literacy learning experiences and digital science instruction before graduationEducator Capacity - All counties will sustain local AI training capacity through a train-the-trainer modelWorkforce Alignment - Every approved pathway will connect to employer demand, postsecondary alignment, and portable or verified credentialsNext week, the West Virginia Department of Education (WVDE) will launch the framework during three educator and staff development sessions. These sessions include unique opportunities for new county central office hires, the Support, Appreciate, Invest, and Learn (SAIL) Conference, and the West Virginia Middle Schools: Bridging the Future Initiative launch. Each session is designed to meet the needs of K-12 educators, professionals, paraprofessionals, service personnel and others who serve in the education community.West Virginia is a national leader in developing a framework for AI and digital science education. We are determined to elevate our model because it prepares students and educators for the future. Our partners at Prodigy Learning and Microsoft understand this commitment and believe, as do we, that our work has national implications for accessibility and scalability because we are building systems that address learning at all levels that lead to post-graduation success.Michele L. Blatt, State Superintendent of SchoolsAs part of the partnership, Prodigy Learning is providing West Virginia educators, at no additional cost, their in-person and virtual training on all products and the materials required for license renewal.
